बिहार चुनाव को लेकर कुछ मिथकों की चर्चा ख़ूब होती है। हालांकि उनकी सच्चाई क्या है, उस पर कम ही बात होती है। आम लोग इन्हीं मिथकों को ही सच मान लेते हैं। ऐसे में जानिए ये मिथक क्या हैं और उनकी सच्चाई क्या है?
मिथक 1- महिला मतदाता भारी संख्या में नीतीश कुमार को वोट देती हैं
कई लोगों का ये मानना है कि बिहार की महिलाएं ख़ासी तादाद में जेडीयू अध्यक्ष नीतीश कुमार को वोट देती हैं। लेकिन लोकनीति-सीएसडीसी सर्वे के नतीजों के मुताबिक़ यह केवल मिथक है जबकि सच्चाई इससे अलग है। बिहार की महिलाएं भी पुरुष मतदाताओं की तरह ही बंटी हुई हैं। यह किसी एक चुनाव की बात नहीं है। बीते 2 दशकों के दौरान नीतीश कुमार चाहे एनडीए गठबंधन का हिस्सा रहे हों या फिर उन्होंने राजद से हाथ मिलाया हो, कहानी हमेशा लगभग एक-सी ही रही है।
जनता दल यूनाइटेड-बीजेपी गठबंधन को सबसे बड़ी जीत साल 2010 में मिली थी। तब गठबंधन को 39.1 फीसदी मत मिले थे। कइयों ने इस जीत को बड़े पैमाने पर महिलाओं के समर्थन से जोड़कर देखा था लेकिन लोकनीति-सीएसडीसी के आंकड़ों के मुताबिक़ 2010 के चुनाव में एनडीए को 39 प्रतिशत महिलाओं का वोट मिला था, जो उनके औसत वोट जितना ही था।
2015 के विधानसभा चुनाव में नीतीश कुमार ने लालू प्रसाद यादव के राजद से हाथ मिलाया और प्रभावी जीत दर्ज की। उस चुनाव में 41.8 फीसदी मतों के साथ वो सत्ता में आए। इस चुनाव में भी गठबंधन को, जिसका चेहरा नीतीश कुमार ही थे, 42 फीसदी महिलाओं का ही वोट मिला यानी महिलाओं का वोट नीतीश कुमार को मिले कुल वोट प्रतिशत जितना ही रहा है। यही सच्चाई इससे पहले के चुनावों में भी नज़र आई।

माना जाता है कि बतौर मुख्यमंत्री नीतीश कुमार ने बिहार में महिलाओं के लिए कई कल्याणकारी योजनाएं चलाई हैं। इन योजनाओं से बड़ी संख्या में महिलाओं को लाभ मिला है लेकिन इससे महिला मतदाताओं का वोट नीतीश कुमार के पक्ष में शिफ़्ट नहीं हुआ है। जन कल्याण योजनाओं का चुनावों पर बहुत असर नहीं दिखता।
लेकिन ऐसा भी नहीं है कि बिहार की महिलाओं की स्थिति में कोई बदलाव नहीं हुआ है। उनका मत प्रतिशत बढ़ा है और पुरुषों से भी ज़्यादा हुआ है। 2015 के विधानसभा चुनाव में महिलाओं ने पुरुषों की तुलना में सात प्रतिशत ज़्यादा मतदान किया था। इसकी शुरुआत 2010 के चुनाव में हुई थी, जब महिलाओं ने पुरुषों की तुलना में 3 प्रतिशत ज़्यादा मतदान किया।
यह किसी भी राज्य में पुरुष मतदाताओं को पीछे छोड़ने की पहली मिसाल थी। इससे वह मिथक टूटा था जिसमें कहा जाता है कि पढ़ी लिखी और संपन्न तबके की महिलाओं की भागीदारी चुनावों में ज़्यादा होती है। बिहार शिक्षा और संपन्नता के मानक पर केरल से पिछड़ा हुआ है लेकिन यहां कि महिलाओं का वोटिंग प्रतिशत अधिक है।

मिथक 2- मुसलमान-यादव केवल लालू प्रसाद या राजद को वोट देते हैं
कई लोगों का मानना है कि बिहार में राजद, मुसलमान और यादव मतदाताओं के दम पर चुनाव जीतता है। बिहार में मुसलमान और यादव वोटरों यानी माय फ़ैक्टर ने 1990 से 2010 के 3 दशक तक हमेशा लालू प्रसाद यादव या राजद को वोट दिया। लेकिन मौजूदा राजनीतिक परिदृश्य में यह केवल मिथक भर है। पिछले कुछ सालों में राजद गठबंधन से माय वोटरों का समर्थन छिटका है और यह साफ़ दिखता भी है। यादवों का एक वर्ग राजद से अलग हो चुका है और कुछ हद तक मुस्लिम मतदाता भी बंटे हैं।
यादव मतदाताओं के बिखराव को 3 बातों से आंका जा सकता है- चुनावी साल, चुनाव की प्रकृति, मतदाताओं की उम्र - आर्थिक समृद्धि। लोकनीति-सीएसडीएस के अध्ययन के मुताबिक़ 1990 के शुरुआती और मध्य तक यादव और मुसलमान लालू प्रसाद यादव के नेतृत्व वाले राजद के साथ थे। तब माय वोटरों का क़रीब 75 प्रतिशत वोट राजद गठबंधन को मिलता था। इसके बाद, ख़ासकर लालू प्रसाद यादव के जेल जाने के बाद से राजद के पक्ष में यादवों का समर्थन कम होता गया। राजद गठबंधन को अब यादव मतदाताओं में 60 प्रतिशत समर्थन भी नहीं मिलता।
चुनाव विधानसभा का है या लोकसभा का, इस पर भी यादव मतदाताओं का रुख़ निर्भर कर रहा है। यादव मतदाता 1990 के शुरुआत और मध्य तक लालू प्रसाद यादव के समर्थन में थे, चाहे वह लोकसभा चुनाव हो या विधानसभा चुनाव। लेकिन अब राजद गठबंधन के पक्ष में यादवों में तेज़ ध्रुवीकरण केवल विधानसभा चुनाव के दौरान ही नज़र आता है, लोकसभा चुनाव के दौरान नहीं।
प्रधानमंत्री के तौर पर नरेन्द्र मोदी के प्रति आकर्षण के चलते यादव मतदाताओं का बड़ा तबका बीजेपी की तरफ शिफ़्ट हुआ है। 2010 के विधानसभा चुनाव में 69 प्रतिशत यादव मतदाताओं ने राजद गठबंधन के पक्ष में वोट दिया। लेकिन 2019 के लोकसभा चुनाव के दौरान यह गिरकर 45 प्रतिशत तक पहुंच गया।
विधानसभा और लोकसभा चुनावों को लेकर यादव मतदाताओं की पसंद अलग-अलग है और इसमें अंतर भी स्पष्ट है। उच्च आय वर्ग से आने वाले यादवों और युवा पीढ़ी का झुकाव बीजेपी की तरफ़ हुआ है। एआईएमआईएम की मौजूदगी से राजद गठबंधन के पक्ष में मुस्लिम मतदाताओं के समर्थन में भी कमी आई है लेकिन महत्वपूर्ण बात यह है कि लोकसभा चुनावों में मुस्लिम मतदाता राजद गठबंधन के पक्ष में कहीं ज़्यादा एकजुट नज़र आते हैं।
बीजेपी और नरेन्द्र मोदी को पसंद नहीं करने के अलावा बड़ी हार की आशंका की वजह से लोकसभा चुनाव में मुसलमान राजद गठबंधन के पक्ष में दिखे। राजद, जनता दल (यूनाइटेड) और कांग्रेस के बड़े धर्मनिरपेक्ष गठबंधन को 2015 के चुनाव में केवल 69 प्रतिशत मुसलमान मतदाताओं का साथ मिला जबकि 2019 के लोकसभा चुनाव में 89 प्रतिशत मुसलमानों ने राजद गठबंधन को वोट दिया था।

मिथक 3: बीजेपी केवल सवर्णों की पार्टी है
1990 के मध्य तक सच्चाई यही थी कि बीजेपी बिहार में केवल सवर्णों की पार्टी थी। उसके बाद से स्थिति में बदलाव हुआ है और अब यह केवल मिथक भर है। अब बीजेपी ने बिहार में सवर्णों के समर्थन को कायम रखते हुए अति पिछड़ा वर्ग, ख़ासकर निम्न तबके वाले पिछड़ों और दलितों में अपनी मज़बूत पैठ बनाई है।
बीजेपी और सहयोगी जनता दल यूनाइटेड को चुनावों में लगातार 75 प्रतिशत से ज़्यादा सवर्ण वोट मिला है। 2015 के विधानसभा चुनाव के दौरान बीजेपी और जेडीयू का गठबंधन नहीं था, तब 84 प्रतिशत सर्वण मत बीजेपी को मिले थे। 2019 के लोकसभा चुनाव में 79 प्रतिशत सवर्ण मतदाताओं ने बीजेपी गठबंधन को वोट दिया।
इसके साथ ही बीजेपी ने निम्न तबके वाले अति पिछड़ा वर्ग (ओबीसी) में अपनी मजबूत उपस्थिति दर्ज की है। 2014 के लोकसभा चुनाव के दौरान 53 प्रतिशत निम्न अति पिछड़े मतदाताओं ने बीजेपी को वोट दिया था जबकि 2019 के आम चुनाव में बीजेपी इस समूह का 88 प्रतिशत वोट जुटाने में कामयाब रही।
2014 के लोकसभा चुनाव के दौरान दलितों में सबसे ज़्यादा प्रभुत्व रखने वाले दुसाध मतदाताओं का 68 प्रतिशत मत बीजेपी गठबंधन को मिला जो 2019 के आम चुनाव में 88 प्रतिशत तक पहुंच गया। रामविलास पासवान की लोजपा से बीजेपी का गठबंधन, इसकी वजह हो सकती है।
इसके अलावा बीजेपी ने दूसरे दलित मतदाताओं को भी अपने साथ जोड़ा है। 2014 के आम चुनाव में 33 प्रतिशत दूसरे दलित मतदाताओं ने एनडीए को वोट दिया था जबकि 2019 के लोकसभा चुनाव के दौरान यह समर्थन 85 प्रतिशत तक पहुंच गया।
बिहार में बीजेपी का संगठन मज़बूत है और पार्टी रणनीतिक तैयारी के साथ चुनाव मैदान में उतरती है। जहां-जहां बीजेपी कमज़ोर है वहां वह क्षेत्रीय पार्टियों से गठबंधन करती रही है और धीरे-धीरे उस पार्टी के मतदाताओं में अपनी पैठ बना लेती है।
बिहार विधानसभा चुनाव में बीजेपी लगातार ज़्यादा सीटों पर चुनाव लड़ रही है और इससे जाहिर होता है कि पार्टी राज्य में अपना विस्तार कर रही है। जेडीयू के साथ गठबंधन में बीजेपी की सीटों पर दावेदारी बढ़ रही है जबकि जेडीयू की घट रही है।
2005 और 2010 के विधानसभा चुनावों में बीजेपी उम्मीदवार 102-103 सीटों पर थे जबकि 2020 में बीजेपी 121 सीटों पर चुनाव लड़ रही है। दूसरी ओर, 2005 और 2010 में जेडीयू 138-141 सीटों पर लड़ी थी, 2020 में 122 सीटों पर उसके उम्मीदवार होंगे।
मिथक 4: नीतीश कुमार की लोकप्रियता घटी है
कई लोगों का मानना है कि नीतीश कुमार की लोकप्रियता कम हुई है और उनका अपना वोट बैंक भी कमजोर हुआ है लेकिन यह मिथक ही है। बिहार में आज भी नीतीश कुमार लोकप्रिय नेता बने हुए हैं। उनकी लोकप्रियता को देखते हुए यह कहना सही होगा कि विभिन्न चुनावों में जनता दल (यूनाइटेड) को उनके चेहरे की वजह से वोट मिलता है। नीतीश कुमार के बिना जनता दल (यूनाइटेड) शायद ही कोई चुनाव जीत पाए।
पिछले विधानसभा चुनाव से नीतीश कुमार जेडीयू ही नहीं बल्कि एनडीए का भी चेहरा रहे हैं। इस बार भी वही चेहरा हैं। प्रधानमंत्री नरेन्द्र मोदी, पार्टी अध्यक्ष जेपी नड्डा और केंद्रीय गृहमंत्री अमित शाह पहले ही घोषणा कर चुके हैं कि नीतीश कुमार ही एनडीए का चेहरा होंगे।
हालांकि नीतीश कुमार के नेतृत्व का विरोध करते हुए बीजेपी की दूसरी सहयोगी लोक जनशक्ति पार्टी गठबंधन से अलग हो चुकी है। लेकिन बीजेपी नीतीश कुमार के साथ है तो इसकी वजह यही है कि उनकी लोकप्रियता ने बिहार में एनडीए को वोट दिलाया है। यह केवल परसेप्शन नहीं है, लोकनीति-सीएसडीएस के सर्वे भी बिहार में नीतीश कुमार की व्यापक लोकप्रियता की पुष्टि करते हैं।
फरवरी, 2005 में बिहार की 24 प्रतिशत जनता उन्हें मुख्यमंत्री के तौर पर देखना चाहती थी जबकि अक्टूबर, 2005 तक ये आंकड़ा बढ़कर 43 प्रतिशत तक पहुंच गया था। 2010 के विधानसभा चुनाव के दौरान यह बढ़कर 53 प्रतिशत हो गया। यह वही चुनाव था जिसमें एनडीए गठबंधन को ज़ोरदार जीत मिली थी।
2015 में जब लालू और नीतीश एकजुट हुए तो भी महागठबंधन ने नीतीश कुमार को ही मुख्यमंत्री के चेहरे के तौर पर पेश किया। विभिन्न चुनावों के दौरान यह ज़ाहिर हुआ है कि नीतीश कुमार की लोकप्रियता जेडीयू और बीजेपी गठबंधन के पक्ष में वोट जुटाने में कामयाब हुई है। अक्टूबर, 2005 में एनडीए गठबंधन को 37 प्रतिशत वोट मिले, जबकि 2010 में 39 प्रतिशत। इन चुनावों में गठबंधन को मिले वोटों की तुलना में नीतीश कुमार की लोकप्रियता कहीं ज़्यादा थी।
मिथक 5: महादलित हमेशा नीतीश कुमार को वोट देते हैं
महादलित बड़ी संख्या में नीतीश कुमार को वोट देते आए हैं लेकिन वे हमेशा उन्हें ही वोट करते हैं, ऐसा कहना मिथक ही होगा। अगर यह सच होता तो 2015 में नीतीश कुमार-लालू यादव के महागठबंधन को महादलितों का वोट मिलना चाहिए। इससे पहले के चुनावों में भी नीतीश कुमार को महादलितों के वोट बहुत ज़्यादा नहीं मिले। लेकिन 2010 के विधानसभा चुनाव में महादलितों का समर्थन नीतीश कुमार को मिला था और इसी कारण एनडीए गठबंधन की जीत हुई थी।
लोकनीति-सीएसडीएस के सर्वे के मुताबिक़ 2010 के विधानसभा चुनाव में 38 प्रतिशत महादलितों ने एनडीए को वोट दिया था, इसका श्रेय नीतीश कुमार को ही मिला था। लेकिन 2015 के विधानसभा चुनाव में नीतीश कुमार ये वोट, महागठबंधन को पूरी तरह नहीं दिला पाए। केवल 24 प्रतिशत महादलितों ने नीतीश कुमार के चेहरे वाले महागठबंधन के पक्ष में वोट किया था।
अगर महादलित मतदाताओं पर नीतीश कुमार का नियंत्रण होता तो महागठबंधन को ज़्यादा वोट मिलना चाहिए था। लोकनीति-सीएसडीएस के सर्वे के मुताबिक़ महादलित मतदाताओं के एक बड़े तबके ने 2015 में एनडीए के पक्ष में मतदान किया था।
इस आकलन ने नीतीश कुमार की उस छवि को तोड़ दिया जिसमें कहा जाता था कि नीतीश कुमार महादलितों में सबसे लोकप्रिय नेता हैं। 2005 के फरवरी और अक्टूबर में हुए विधानसभा चुनाव के दौरान भी नीतीश कुमार बीजेपी के साथ गठबंधन बना चुके थे लेकिन महादलितों का ज़्यादा वोट राजद गठबंधन को मिला था।
