अयोध्या में राम मंदिर से आरएसएस को क्या मिला?

राम मंदिर आंदोलन से राष्ट्रीय स्वयंसेवक संघ को क्या हासिल हुआ? ये एक ऐसा सवाल है जिसका जवाब उस एक तस्वीर में मिलता है जिसमें प्रधानमंत्री नरेन्द्र मोदी भूमिपूजन करते दिख रहे हैं। इस एक तस्वीर में जहां एक ओर पांडित्य कर्म करते आचार्य हैं, मध्य में भारत के प्रधानमंत्री नरेन्द्र मोदी हैं और उनके बाएं हाथ पर राष्ट्रीय स्वयंसेवक संघ के सरसंघचालक मोहन भागवत बैठे हैं।

भारत के इतिहास में संभवत: ये पहला मौक़ा होगा जब धर्म, सरकार और संघ के बीच क़रीबियां इतनी स्पष्ट रूप से उभरकर आई हों। राष्ट्रीय स्वयंसेवक संघ के दशकों लंबे इतिहास में ये शायद सबसे स्वर्णिम पल रहा हो।

सर संघचालक मोहन भागवत ने भी भूमिपूजन के बाद कहा कि आनंद का क्षण है, बहुत प्रकार से आनंद है। एक संकल्प लिया था। और मुझे स्मरण है कि तब के हमारे सरसंघचालक बाला साहेब देवरसजी ने ये बात क़दम आगे बढ़ाने से पहले याद दिलाई थी कि बहुत लगकर 20-30 साल काम करना पड़ेगा, तब कभी ये काम होगा। और 20-30 साल हमने किया। और 30वें साल के प्रारंभ में हमें संकल्प पूर्ति का आनंद मिल रहा है।

भागवत ने अपने 9 मिनट लंबे भाषण में जो कुछ कहा है, उसमें एक बात स्पष्ट है- संघ ने 5 अगस्त, 2020 के दिन आयोजित हुए इस कार्यक्रम में राम मंदिर के निर्माण का पूरा श्रेय लेने की कोशिश की है।

सत्ता के बगल में पहुंचा संघ परिवार

राष्ट्रीय स्वयंसेवक संघ पर किताब 'आरएसएस- द आइकंस ऑफ़ इंडियन राइट' लिखने वाले वरिष्ठ पत्रकार और लेखक नीलांजन मुखोपाध्याय मानते हैं कि संघ इस आयोजन में जिस तरह शामिल हुआ है, उसके बाद संघ परिवार को सरकार के कार्यक्रम में एक वैधता मिल जाती है।

मुखोपाध्याय कहते हैं कि हिन्दुस्तान में सत्ता और धर्म के बीच जो लकीरें हमेशा से रही हैं, वे हल्की-सी धुंधली रही हैं लेकिन इतनी ज़्यादा धुंधली कभी नहीं हुईं। संघ परिवार अब सरकार के कार्यक्रम में एक वैध हिस्सा हो जाता है। राष्ट्रीय स्वयंसेवक संघ को मैंने कभी भी सरकार के इतना क़रीब आधिकारिक रूप से नहीं देखा है। ऐसे में ये हिन्दुस्तान के राजनीतिक भविष्य के लिहाज़ से काफ़ी बड़े बदलाव हैं।

प्रतीकों की बात करें तो सांस्कृतिक राष्ट्रवाद को बढ़ावा दिया गया है। मोहन भागवत की उपस्थिति से साफ़ हो गया कि संघ परिवार मंदिर आंदोलन की सफलता पर अपना हक़ जताने का दावा करता है। लेकिन सवाल ये उठता है कि राष्ट्रीय स्वयंसेवक संघ ने भारतीय राजनीति में ये क़द कैसे हासिल किया?

राम के सहारे?

किसी समुदाय के धार्मिक, राजनीतिक और सामुदायिक इतिहास का अध्ययन करने वाले अक्सर इस सवाल से जूझते हैं कि धार्मिक आंदोलन धार्मिक संस्थाओं को व्यापकता देते हैं या धार्मिक संस्थाओं की वजह से धार्मिक आंदोलन अस्तित्व में आते हैं।

अयोध्या और संघ के मामले में ये प्रश्न उभरकर सामने आता दिखता है कि राम मंदिर आंदोलन ने संघ को व्यापकता दी या संघ और उसके सहयोगी संगठनों की वजह से राम मंदिर आंदोलन खड़ा हो सका। वरिष्ठ पत्रकार सुनीता एरॉन राम मंदिर निर्माण को आरएसएस की सबसे बड़ी सफलता मानती हैं।

वे कहती हैं कि राम मंदिर आंदोलन आरएसएस के कई मुद्दों में से एक थे। उन्होंने दलितों को साथ लेकर आने के लिए एक आंदोलन चलाया। दलित भोज कराए। अशोक सिंघल एक दलित भोज में शामिल हुए। ऐसे में मेरा ख्याल है कि आरएसएस के नेटवर्क ने इस आंदोलन की सफलता में एक भूमिका निभाई। इससे पहले आरएसएस ने गोवंश की हत्या का मुद्दा भी उठाया लेकिन राम मंदिर आंदोलन एक धार्मिक मुद्दा होने की वजह से बहुत बड़ी संख्या में लोग इस आंदोलन से जुड़े, क्योंकि राम की स्वीकार्यता काफ़ी व्यापक थी।

राम नाम ने दी व्यापकता?

राम नाम की राजनीतिक महिमा कुछ ऐसी है कि अयोध्या से सैकड़ों किलोमीटर दूर महाराष्ट्र में राजनीति करने वाला ठाकरे परिवार भी इस आंदोलन में अपनी भूमिका निभाने का दावा करता रहा है। ऐसे में सवाल उठता है कि राम के नाम से आरएसएस को कुछ हासिल भी हुआ है या नहीं? और मोहन भागवत जिस संकल्पपूर्ति के आनंद की बात कर रहे हैं, उसमें आरएसएस की भूमिका क्या रही?

बीते कई दशकों से इस आंदोलन को कवर करने वाले वरिष्ठ पत्रकार राम बहादुर राय मानते हैं कि इस आंदोलन में आरएसएस ने सहयोग और समर्थन दिया लेकिन नेतृत्व राम जन्मभूमि न्यास का था।

वे कहते हैं कि इस आंदोलन में संघ परिवार जो कुछ मदद कर सकता था, उसने वो मदद की। लेकिन विश्व हिन्दु परिषद ने संतों और समाज के बीच एक समन्वयक की भूमिका निभाई। विश्व हिन्दु परिषद एक तरह से इस पूरे आंदोलन की नोडल एजेंसी थी और काफ़ी लंबे समय तक चले आंदोलन के दौरान संघ परिवार और वीएचपी नेताओं के बीच टकराव होता भी देखा गया।

लेकिन राम बहादुर राय मानते हैं कि राम मंदिर का टेस्ट केस रथयात्रा थी जिसे लोगों का अपार समर्थन मिला। और जब किसी संस्था के पास ऐसा मुद्दा होता है और वह ऐसे किसी सामुदायिक मुद्दे के प्रति ईमानदार नज़र आती है तब उसे लोगों का समर्थन भी मिलता है।

राय साल 1980 में सामने आई मीनाक्षीपुरम की घटना का उदाहरण देते हुए बताते हैं कि मीनाक्षीपुरम की घटना में आरएसएस ने जो भूमिका अदा की, बाला साहेब देवरस ने जो पहल की। उससे सारी चीज़ें खड़ी हुईं। 1980 में आरएसएस का बेंगलुरु में एक प्रतिनिधि सम्मेलन हुआ था। इस सम्मेलन में हिन्दू एकता का प्रश्न आरएसएस के सामने प्रमुख था। बाला साहेब देवरस ने पहल की जिसके तहत गांधीवादी समाजवाद की बात करने वाली बीजेपी को अपने क़रीब लाए। ऐसे में आरएसएस और उसके संगठनों का धीरे-धीरे समन्वय हुआ तो उससे आरएसएस को भी फ़ायदा हुआ और बीजेपी भी मुख्य धारा की पार्टी बनकर उभरी।

यहां से कहां जाएगी आरएसएस?

कहते हैं जब तक एक विचारधारा किसी समुदाय के साथ हुए अन्याय पर मरहम लगाती नहीं दिखती तब तक वह कोरी-किताबी बातों से ज़्यादा कुछ नहीं होती। लेकिन जब वही विचारधारा किसी समुदाय की शिकायतों, समस्याओं, डर और चिंताओं को एक मंच देना शुरू करती है और समुदाय को उस भविष्य का सपना देती है जिसमें वह विचारधारा के रास्ते पर चलकर अपने साथ हुए उन सभी अन्यायों का बदला ले सकता है तब विचारधारा फलने-फूलने लगती है।

ये बात समाजवाद से लेकर पूंजीवाद हर विचारधारा पर लागू होती है। ये बात राम मंदिर से लेकर हागिया सोफ़िया पर भी लागू होती दिखती है। नीलांजन मुखोपाध्याय मानते हैं कि इसमें कोई शक नहीं है कि राष्ट्रीय स्वयंसेवक संघ इस चरण के बाद आगे ही जाएगा।

वे कहते हैं कि आरएसएस ने आज के कार्यक्रम के साथ सार्वजनिक ढंग से राम जन्मभूमि आंदोलन के नेतृत्व करने की बात स्वीकार ली है। लेकिन भविष्य में राम से जुड़ी राजनीति क्या शक्ल लेगी ये फ़िलहाल कहना मुश्किल है, क्योंकि प्रधानमंत्री मोदी ने पहली बार अलग-अलग रामायणों का ज़िक्र किया। 'जय श्रीराम' की जगह 'सियावर रामचन्द्र' का नारा उछाला। ऐसे में फ़िलहाल ये कहना मुश्किल है कि आने वाले समय में ये राजनीति किस करवट बैठेगी?

लेकिन नीलांजन मुखोपाध्याय एक बात को लेकर स्पष्ट हैं कि प्रधानमंत्री नरेन्द्र मोदी इस कार्यक्रम से ख़ुद को इस युग के राम के रूप में पेश कर रहे हैं। फ़िलहाल सवाल ये नहीं है कि मंदिर मुद्दा जिसने एक व्यापक हिन्दू समाज के युवाओं को आरएसएस के साथ जोड़ा, उसका भविष्य क्या होगा? अब सवाल ये है कि वो जख़्म कौन-सा होगा जिस पर मरहम लगाते हुए विचारधारा को लंबी उम्र मिलेगी।
