विकास दुबे की कथित मुठभेड़ में मौत और उससे पहले आठ पुलिसवालों के मारे जाने के बाद से लगातार इस बात पर चर्चा हो रही है कि ऐसे लोग आख़िर पनपते कैसे हैं, और किस तरह वे अपराध के नए-नए 'कीर्तिमान' क़ायम करते जाते हैं।
इन मामलों में यह साफ़ दिखाई देता है कि कभी दबंग, कभी बाहुबली और कभी रॉबिनहुड कहे जाने वाले ये माफ़िया डॉन एक ख़ास तरीक़े से आगे बढ़ते हैं और एक ख़ास ढंग से ही उनका अंत भी होता है।
इसका पैटर्न ये है कि ये अपराधी किसी एक संसाधन पर ग़ैर-क़ानूनी तरीक़े से क़ब्ज़ा जमाते हैं, मामला कहीं ज़मीन, कहीं रेत, कहीं रेलवे के ठेके, कहीं मछली पकड़ने, तो कहीं कोयला निकालने का होता है। अवैध धंधा चलाने के लिए राजनीतिक संरक्षण चाहिए होता है, जबकि राजनेता चुनाव जीतने के लिए इनके बाहुबल का इस्तेमाल करते हैं, इसमें अक्सर जाति का एंगल भी शामिल होता है।
कई बार ये माफ़िया सरगना कई सीटों पर चुनाव जितवाने और हरवाने की हैसियत में होते हैं, ये माफ़िया सरगना पार्टियों के प्रति वफ़ादारी सत्ता में बदलाव के साथ बदलते रहते हैं, उनकी गाड़ियों पर अक्सर उन्हीं पार्टियों के झंडे होते हैं जो सत्ता में होती हैं।
ये या तो गैंगवार में मारे जाते हैं या पुलिस मुठभेड़ में, जो कभी असली होती है तो कभी नक़ली। कई बार माफ़िया सरगना तिकड़म लगाकर लंबे समय तक अपनी दौलत और जान बचाने में कामयाब भी हो जाते हैं।

विकास दुबे से जुड़े समीकरण
ताज़ा कथित मुठभेड़ पर सवाल उठ रहे हैं और यहां तक कहा जा रहा है कि विकास दुबे प्रकरण में कई बड़े नेताओं के नाम आ सकते थे, लेकिन विकास दुबे की मौत के साथ ही अब ये सारे राज़ दब गए हैं।
यही कहते हुए मुख्य विपक्षी पार्टियों ने उत्तर प्रदेश की सत्ताधारी बीजेपी सरकार को घेरना शुरू कर दिया है। समाजवादी पार्टी के नेता अखिलेश यादव ने कहा है कि "दरअसल ये कार नहीं पलटी है, सरकार पलटने से बचाई गई है।"
वहीं कांग्रेस की महासचिव प्रियंका गांधी ने कहा है कि "अपराधी का अंत हो गया, अपराध और उसको संरक्षण देने वाले लोगों का क्या?"
इस तरह की घटनाओं के बाद अक्सर यही सवाल उठता है कि 'अपराध और उसको संरक्षण देने वाले लोगों का क्या?
लेकिन ये सवाल सिर्फ़ एक राजनीतिक पार्टी पर नहीं बल्कि तमाम राजनीतिक पार्टियों पर उठते रहे हैं। ताज़ा मामले में भी अगर विकास दुबे की राजनीतिक कुंडली खंगाली जाए, जिनके सिर पर हत्या और हत्या के प्रयास जैसे क़रीब 60 मुक़दमे दर्ज थे, तो पाएंगे कि भले ही वो किसी दल के सक्रिय सदस्य ना रहे हों, लेकिन उनके रिश्ते लगभग सभी पार्टियों से थे।
उत्तर प्रदेश के पूर्व पुलिस महानिदेशक प्रकाश सिंह बीबीसी हिंदी से कहते हैं कि अपराधियों और राजनीतिक दलों का गठजोड़ किसी से छिपा नहीं है।
वो 1993 की वोहरा समिति की रिपोर्ट का ज़िक्र करते हैं जिसमें अपराधियों, नेताओं और ब्यूरोक्रेट्स के नेक्सस की ओर ध्यान आकर्षित किया गया था और कहा गया था कि ये गठजोड़ समाज के लिए एक बहुत गंभीर समस्या है और इसको तोड़ने की ज़रूरत है।
प्रकाश सिंह कहते हैं, "लेकिन दुर्भाग्य से इसे तोड़ने के लिए जो प्रभावी क़दम उठाए जाने चाहिए थे, वो नहीं उठाए गए।"
वो कहते हैं, "नतीजा ये हुआ कि ये समस्या सालों-साल गंभीर होती चली गई और आज हमें इसके भयंकर दुष्परिणाम देखने को मिल रहे हैं। और कानपुर वाला विकास दुबे ऐसी ही घटना का प्रमाण है।"
कैसे काम करता है ये नेक्सस
जानकार कहते हैं कि कथित माफ़िया-अपराधी और राजनीतिक दल कई तरह से एक दूसरे के काम आते हैं।
उत्तर प्रदेश के वरिष्ठ राजनीतिक पत्रकार सुभाष मिश्र कहते हैं, "राजनीतिक दलों में इनकी उपयोगिता है, चुनाव जीतने में ये महत्वपूर्ण कारक होते हैं। इनके पास पैसा, बाहुबल और कभी-कभी जातीय समीकरण भी ऐसा फ़िट बैठता है कि नेताओं के लिए उपयोगी साबित होते हैं। इसीलिए नेताओं के चुनाव जीतने के बाद ये अपने योगदान की वसूली भी करते हैं।"
मुख्य तौर पर ये माफ़िया, बाहुबली और आपराधी शराब, ज़मीन, कोयला, रेता, गिट्टी, रियल एस्टेट जैसे क्षेत्रों में फैले अपने व्यापार के ज़रिए उगाही करते हैं। जानकारों का मानना है कि बिना राजनीतिक शह के ये लोग नहीं पनप सकते।
यही वजह है कि अब ये ख़ुद राजनीति में कूद रहे हैं। सुभाष मिश्र कहते हैं कि इनकी आपराधिक छवि के बावजूद राजनीतिक फ़ायदा हासिल करने के लिए पार्टियां इन्हें चुनाव में टिकट भी देती हैं।
'अब अपराधी ख़ुद नेता बन गए हैं'
स्थानीय लोगों पर भी इन लोगों का प्रभाव होता है क्योंकि ज़्यादातर माफ़िया अपनी धर्मपरायण और परोपकारी छवि का प्रचार करते हैं।
जानकार बताते हैं कि ज़्यादातर निर्वाचित माफ़िया अपनी रॉबिनहुड की छवि को पुख़्ता रखने के लिए किसी भी हद तक जाने को तैयार रहते हैं।
वे लोगों की मदद करके उनको अपनी छत्रछाया में रखते हैं और इस तरीक़े से अपने लिए एक ऐसा वोट बैंक तैयार करते हैं जो कई बार धर्म और जाति से परे भी उनका वफ़ादार रहता है।
उत्तर प्रदेश के पूर्व डीजीपी प्रकाश सिंह कहते हैं कि अपराधी पहले नेताओं की मदद करते थे, लेकिन अब अपराधी ख़ुद नेता बन गए हैं।
वो कहते हैं, "आज की तारीख़ में यूपी की असेंबली में 143 यानी एक तिहाई से भी ज़्यादा विधायक आपराधिक पृष्ठभूमि के हैं। इसके अलावा 26 प्रतिशत विधायक यानी 107 एमएलए ऐसे हैं जिनके विरुद्ध हत्या और हत्या के प्रयास जैसे गंभीर अपराध हैं। सिर्फ़ हत्या और हत्या के प्रयास ही लें तो इसमें प्रदेश के 42 विधायक ऐसे हैं जिन पर ये आरोप लगे हैं।"
वो आगे कहते हैं, "ये लोग जब असेंबली में बैठेंगे तो ये अपने धंधे से बाज़ तो आएंगे नहीं और अगर छिपाकर भी करना होता तो ये अपने गुर्गों से करवाएंगे। अपराधियों को संरक्षण देंगे, उन्हें प्रेट्रोनाइज़ करेंगे, उनको आर्थिक मदद देंगे।"
उत्तर प्रदेश के बाहुबली नेता
पिछले साल बीबीसी संवाददाता प्रियंका दुबे ने पूर्वांचल के माफ़िया सरग़नाओं पर कई रिपोर्टें लिखी थीं जिनमें उन्होंने बताया था कि कैसे अपने साथ-साथ अपने परिजनों के लिए भी पंचायत-ब्लॉक कमेटियों से लेकर विधान परिषद, विधानसभा और लोकसभा तक में राजनीतिक पद सुनिश्चित कराने वाले पूर्वांचल के बाहुबली नेता अपने-अपने इलाक़े में गहरी पैठ रखते हैं।
सिर्फ़ पूर्वांचल की बात करें तो 1980 के दशक में गोरखपुर के 'हाता वाले बाबा' के नाम से पहचाने जाने वाले हरिशंकर तिवारी से शुरू हुआ राजनीति के अपराधीकरण का यह सिलसिला बाद के सालों में मुख़्तार अंसारी, बृजेश सिंह, विजय मिश्रा, सोनू सिंह, विनीत सिंह और फिर धनंजय सिंह जैसे कई हिस्ट्रीशीटर बाहुबली नेताओं से गुज़रता हुआ आज भी पूर्वांचल में फल-फूल रहा है।
बाहुबलियों के कामकाज का तकनीकी विश्लेषण करने वाले, एसटीएफ़ के एक वरिष्ठ इंस्पेक्टर ने बताया था, "सबसे पहले पैसा उगाही ज़रूरी है। इसके लिए माफ़िया के पास कई रास्ते हैं। जैसे कि मुख़्तार अंसारी टेलीकॉम टावरों, कोयला, बिजली और रियल एस्टेट में फैले अपने व्यापार के ज़रिए उगाही करते हैं"।
वो बताते हैं, "बृजेश सिंह कोयला, शराब और ज़मीन के टेंडर से पैसे बनाते हैं। भदोही के विजय मिश्रा और मिर्ज़ापुर-सोनभद्र के विनीत सिंह भी यहां के दो बड़े माफ़िया राजनेता हैं। गिट्टी, सड़क, रेता और ज़मीन से पैसा कमाने वाले विजय मिश्रा 'धनबल और बाहुबल' दोनों में काफ़ी मज़बूत हैं। इसी तरह, पाँच बार विधायक रह चुके हैं। विनीत लंबे वक़्त से बसपा से जुड़े रहे हैं और पैसे से वह भी कमज़ोर नहीं हैं"।
पुलिस की भूमिका
इस नेक्सस में पुलिस की भूमिका पर भी हर बार सवाल उठते हैं।
इस बारे में प्रकाश सिंह कहते हैं कि जनपदों में ग़लत तरह के विधायक हो गए हैं, वो पुलिस पर दबाव डालते हैं। वो कहते हैं कि नौकरी करनी है तो हमारे साथ काम करो, नहीं तो तुम्हारा तबादला करवा देंगे।
"फिर एमएलए साहब कहेंगे कि ये हमारा फ़लाना आदमी है, ये फ़लाने घर पर क़ब्ज़ा करना चाहता है, तुम इसकी मदद करो। वो सीनियर अफ़सर को बताता है तो वो भी कहते हैं कि ये हमारे नियंत्रण से बाहर है। फिर ये ऐसा दबाव पड़ता है कि अच्छा आदमी भी ग़लत रास्ते पर चलने के लिए मजबूर हो जाता है"।
वो कहते हैं कि "जब इसी तरह दुनिया चल रही है, इसी तरह राजनीति चल रही है। इसी तरह प्रदेश चल रहा है तो हम भी उसी गंदी नाली में बह जाते हैं। तो फिर ऐसे अराजक तत्वों से इनके गठजोड़ हो जाते हैं और ये भी ग़लत काम में लग जाते हैं, इस तरह ये नेक्सस बनता जाता है"।
प्रकाश सिंह कहते हैं कि इस नेक्सस को तोड़ने के लिए जो विशुद्ध प्रयास होने चाहिए उच्चतम स्तर से वो नहीं हो रहे हैं।
ऐसा होने के कई कारण हैं, कहीं कड़ी कार्रवाई करने पर जातीय समीकरण बिगड़ता है, तो कहीं राजनीतिक समीकरण। सबसे अहम बात ये है कि जब तक राजनीति के रंग-ढंग नहीं बदलेंगे तब तक विकास दुबे जैसे किरदार यूपी के राजनीतिक रंगमंच पर पैदा होते रहेंगे।
