टीपू सुल्तान को मैसूर रॉकेट के विकास और उपयोग में राष्ट्रपति रामनाथ कोविंद द्वारा अग्रणी बताना, बीजेपी और खास कर कर्नाटक में कईयों को हैरान करने वाला था। लेकिन, ये स्पष्ट है कि राष्ट्रपति पिछली कुछ शताब्दियों के दौरान दर्ज ऐतिहासिक साक्ष्यों के आधार पर बोल रहे थे कि 18वीं सदी के शासक ने रॉकेट को युद्ध का हथियार बना दिया था, जिसे अंग्रेजों ने आगे विकसित किया।
शायद, यही कारण था कि कांग्रेस सरकार के द्वारा टीपू सुल्तान की जयंती के आयोजन पर बीजेपी के विरोध के बावजूद उनका भाषण राष्ट्रपति भवन की वेबसाइट पर लगा रहा। बीजेपी का मानना है कि टीपू सुल्तान बर्बर शासक थे।
वास्तव में, रॉकेट तकनीक में टीपू सुल्तान के प्रयासों और इसके विकास के ऐतिहासिक साक्ष्यों के सबूत 32 साल पहले भारत के प्रसिद्ध एयरोस्पेस वैज्ञानिक और अंतरिक्ष आयोग के पूर्व सदस्य प्रोफेसर रोडम नरसिम्हा द्वारा एक शैक्षिक लेख में प्रस्तुत किया गया था।
प्रोफेसर नरसिम्हा ने बीबीसी को बताया, "टीपू सुल्तान द्वारा इस्तेमाल किए गए रॉकेट की खासियत यह थी कि ईस्ट इंडिया कंपनी की सेना इससे निपटने में नाकाम हुई थी। उनके अधिकारियों को इससे डर लगता था। कर्नल आर्थर वेलेस्ली का एक प्रसिद्ध उदाहरण है जिन्हें इन रॉकेटों की वजह से युद्ध का मैदान छोड़ने के लिए बाध्य होना पड़ा था, बाद में वेलेस्ली ने वाटरलू की लड़ाई में नेपोलियन को हराया था।"
प्रोफेसर नरसिम्हा कहते हैं, "आज की भाषा में टीपू सुल्तान एक प्रौद्योगिकी प्रेमी थे। वो यह समझने वाले पहले राजनीतिक-सैन्य नेता थे कि ब्रिटेन में क्या हुआ (औद्योगिक क्रांति के मामले में) जो वाकई असाधारण था। इस परिपेक्ष्य से वो उल्लेखनीय थे।"

1000 गज तक थी रॉकेट की मारक क्षमता
इतिहास के अनुसार रॉकेट का उपयोग औद्योगिक क्रांति तक छिटपुट किया गया था। 11वीं शताब्दी में चीन ने "रॉकेट से चलने वाले तीर" बनाए, ये स्वचालित और धनुष की तार जितनी ऊर्जा के साथ दागे जाते थे। चीन से मंगोलों की लड़ाई के बाद, यूरोप ने इसे 12वीं सदी में इस्तेमाल किया और मुगलों ने भी इसे किसी रूप में 15वीं और 16वीं शताब्दी में इस्तेमाल किया।
प्रोफेसर नरसिम्हा के अनुसार, "चीनी और टीपू सुल्तान के रॉकेट में बुनियादी अंतर यह था कि टीपू के रॉकेट बहुत अच्छे इस्पात से बने थे। वो इस पर काम कर रहे लोगों को नए तरीकों को इजाद करने के लिए प्रोत्साहित करते और इसे एक कुटीर उद्योग बना दिया। भारत में लौह धातु का व्यवसाय तब एक परंपरा का रूप ले चुका था। वास्तव में, दक्षिण भारत इस्पात और सॉफ़्ट आयरन का केंद्र था।"
प्रोफेसर नरसिम्हा ने कहा, "उन्होंने बारूद से भरे सिलेंडर बनाने के लिए इस्पात की विभिन्न सामग्रियों का उपयोग किया। सिलेंडर को स्थिर करने के लिए एक लंबी तलवार के ब्लेड का इस्तेमाल किया गया। यह आधुनिक मिसाइल जैसा था। आप आधुनिक युग के रॉकेट के निचले भाग को देखते हैं, तल पर पंख दिखेंगे। ये रॉकेट को स्थिर करते हैं।"
रॉकेट बेहद प्रभावशाली थे। उनकी पहुंच 1000 गज की दूरी तक थी। और उन्हें एक चक्के वाली गाड़ी की ऊंचाई से चलाया जा सकता था। प्रोफेसर नरसिम्हा ने कहा, "पहली जीत कांचीपुरम और अरकोणम (अब तमिलनाडु में) के बीच पोल्लिलूर में दूसरे एंग्लो-मैसूर युद्ध में मिली। रॉकेट ने अंग्रेजों के गोले बारूद नष्ट कर दिए। यह ईस्ट इंडिया कंपनी के ख़िलाफ़ भी बड़ी जीत थी।"
अंग्रेजों ने टीपू के रॉकेट के नमूने इंग्लैंड भेजे। रॉकेटों ने इंग्लैंड में एक बड़ी छाप छोड़ी।

150 साल बाद वही तकनीक भारत लौट आई
प्रोफेसर नरसिम्हा ने कहा, "उन्होंने वहां आधुनिक अनुसंधान और विकास कार्यक्रम की तरह एक कार्यक्रम शुरू किया और औद्योगिक क्रांति के लाभों का उपयोग करते हुए गनपाउडर को मानकीकृत किया और न्यूटन के सिद्धांतों का इस्तेमाल कर इसे और प्रभावकारी हथियार बनाया।"
प्रोफेसर नरसिम्हा ने बताया, "ऐतिहासिक रूप से, यूरोप में विकसित सभी रॉकेट के तार मैसूर से जुड़े पाए गए हैं। दिलचस्प यह है कि 150 साल बाद वही तकनीक भारत लौट आई, खास कर बेंगलुरु में। अब, भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) अंग्रेजों की तुलना में बड़े रॉकेट बना रहा है।"
प्रोफेसर नरसिम्हा को इस बात का अफसोस है कि 18वीं सदी के टीपू के रॉकेट का एक भी नमूना भारत में मौजूद नहीं है। उनमें से सिर्फ दो ही वूलविच, ब्रिटेन (रॉयल आर्टिलरी संग्रहालय) में मौजूद हैं। हमें टीपू के रॉकेट की प्रतिकृति बनाने में सक्षम होना चाहिए।
उन्होंने कहा, "हमने करीब 20 साल पहले शुरुआत की थी लेकिन हम सभी किसी अन्य परियोजनाओं में व्यस्त रहे। एक मौका है कि इस परियोजना को फिर से शुरू किया जाए। ऐसी चीज़ें संग्रहालय में होनी चाहिए। यह भारत की ऐतिहासिक टुकड़े को देश में वापस लाएगा।"
इस बीच, टीपू सुल्तान जयंती उत्सव के ख़िलाफ़ शुरू हुआ जोरदार अभियान राष्ट्रपति के टीपू सुल्तान के रॉकेट की तारीफ के बाद से अचानक ही अपनी धार खो गया सा लगता है।
