तेलंगाना का 'दोम्मारी समुदाय' नए रास्ते पर बढ़ना चाहता है। ये समुदाय मंदिरों के शहर यादागिरी गुट्टा में नाबालिगों की तस्करी के आरोप में की गई गिरफ़्तारियों से ख़फ़ा है। हालांकि इस समुदाय के लोग सार्वजनिक तौर पर ये एलान भी कर रहे हैं कि वो देह व्यापार के धंधे को छोड़ रहे हैं। उन्होंने लोगों से अपील की है कि उनके साथ बेरुख़ी भरा बर्ताव न किया जाए।
हालिया वक़्त में यादागिरी गुट्टा ख़बरों में रहा है। यहां नाबालिग बच्चियों की तस्करी और देह व्यापार में धकेलने के लिए उन्हें हॉर्मोन का इंजेक्शन देकर जवान बनाने के मामले सामने आए हैं। इस समुदाय के लोगों ने बीबीसी से बात की और अपना पक्ष सामने रखा। उन्होंने दिन ढलने के बाद गांव के बाहर मुझसे मुलाक़ात की।
फ़ैसले की वजह
दोम्मारी समुदाय के प्रदेश अध्यक्ष रामुलू ने बताया कि उन लोगों ने इस धंधे से अलग होने का फ़ैसला क्यों किया? उन्होंने बताया कि हाल में हुई गिरफ़्तारियों की ख़बर पढ़ने के बाद स्कूल में उनके बच्चों के साथ पढ़ने वाले दूसरे छात्र उन्हें चिढ़ाने और उनकी खिंचाई करने लगे हैं।
रामुलू कहते हैं कि उन्हें इस बात की उम्मीद है कि सामान्य जीवन जीने की कोशिश में उन्हें प्रशासन की ओर से सहयोग मिलेगा। ये समुदाय पीढ़ियों से चले आ रहे धंधे में जुड़ा रहा है। समुदाय के एक व्यक्ति ने बताया कि उनकी दादी समेत कई पुरखे सड़कों और गलियों में सर्कस दिखाते थे।
उन्होंने बताया, "पुराने दिनों में ज़मींदार अपने आनंद के लिए इस समुदाय की महिलाओं का शोषण करते थे। वक्त बदला तो समुदाय के कई लोगों ने पुराने धंधे छोड़कर दूसरे व्यवसायों का रुख़ कर लिया। अपने पुरखों के गलियों में सर्कस दिखाने से जुड़ी यादों को हमने तस्वीरों के तौर पर संभाला हुआ है।"

'बदल रहे हैं धंधा'
इस समुदाय के ही एक व्यक्ति ने बीबीसी से कहा, "अगर एक परिवार में तीन लड़कियां हैं तो एक लड़की को देह व्यापार के लिए रखा जाएगा और बाक़ी की शादी कर दी जाएगी। ऐसा लड़की की मर्ज़ी से होता है ज़ोर ज़बरदस्ती से नहीं। जो लोग लंबे वक़्त से इस धंधे में हैं, सिर्फ़ वो ही इसे जारी रखे हुए हैं। कोई नया सदस्य इस धंधे में शामिल नहीं हो रहा है।"
दोम्मारी समुदाय के लोग यादगिरी गुट्टा के गणेश बाज़ार, अंगदी बाज़ार और पेड्डा कानडुकुरु में रहते हैं। शहर में उनकी आबादी और देह व्यापार के धंधे में लगे लोगों को लेकर कोई सही आंकड़े मौजूद नहीं हैं।
स्थानीय लोगों से मिले ब्यौरे के मुताबिक़ गांव में इस समुदाय से जुड़े 50 परिवार हैं। कुल सदस्यों की संख्या 200 से 300 के बीच है। इस धंधे में अब बहुत ही कम लोग शामिल हैं। लेकिन एक ही समुदाय से होने की वजह से ज़्यादातर परिवार आपस में जुड़े हुए हैं।
यादागिरी गुट्टा में हुई गिरफ़्तारियों पर सवाल उठाते हुए समुदाय के लोगों ने कहा, "हम ये नहीं कहते कि हममें से कोई वेश्यावृति में शामिल नहीं है। अब भी कुछ लोग हैं जो देह व्यापार में लगे हुए हैं। फिर भी हम पुलिस की ओर से की गईं गिरफ़्तारियों और केस दर्ज किए जाने की निंदा करते हैं।"
उन्होंने कहा, "पुलिस ने उन लोगों को गिरफ़्तार किया है जिनके ख़ुद के भी बच्चे हैं। हमारे समुदाय के बाहर के भी कुछ लोग यहां आते हैं और देह व्यापार करते हैं। गर्भवती होने के बाद महिलाएं अपने नवजात को छोड़कर चली जाती हैं और हम उनकी ज़िम्मेदारी उठाते हैं। बिना मां-बाप वाले कुछ बच्चों की परवरिश उनके रिश्तेदार करते हैं। पुलिस ने ऐसे लोगों को भी गिरफ़्तार किया है।"
इस समुदाय के लोगों ने ये बात भी मानी कि उनके समुदाय का एक व्यक्ति उनकी ओर से दी गई चेतावनी के बाद भी दूसरी जगह से बच्चों को लेकर आया था। समुदाय के लोगों के मुताबिक़ उस व्यक्ति की आठ महीने पहले मौत हो गई थी।
हालिया गिरफ़्तारी की वजह पर बात करते हुए स्थानीय लोगों ने बताया कि ये पूरा अभियान एक महिला के बच्चों के प्रति बुरे बर्ताव की वजह से शुरू हुआ। ये महिला उन बच्चों को पाल रही थी। बच्चों के साथ दुर्व्यवहार देखने के बाद स्थानीय लोगों ने महिला की शिकायत पुलिस से की।
समुदाय के एक और सदस्य ने बताया, "मेरी साली देह व्यापार में शामिल थीं। बाद में उन्होंने एक शख्स से शादी की और दोनों की एक बेटी हुई। मेरी साली की मौत के बाद वो बच्ची मेरे भाई के साथ रह रही है। पुलिस ने मेरे भाई के परिवार को भी गिरफ़्तार कर लिया है।"...समुदाय के लोगों ने आरोप लगाया कि पुलिस ने एक नवजात की मां को भी गिरफ़्तार कर लिया है जबकि उन्हें जन्म प्रमाणपत्र भी दिखाया गया था।
हॉर्मोन के इंजेक्शन
बच्चों की तस्करी के मामले में जिन लोगों को गिरफ़्तार किया गया है उनके रिश्तेदारों ने आरोप लगाया कि हॉर्मोन के इंजेक्शन दिए जाने के बारे में झूठा प्रचार किया गया है।
समुदाय के लोगों की ओर से लगाए गए आरोपों पर राचाकोंडा के पुलिस अधिकारियों ने कहा कि कुछ लोग बच्चों के जिस्म को जवान करने के लिए इंजेक्शन का इस्तेमाल कर रहे हैं। हालांकि ये निश्चित तौर पर नहीं कहा जा सकता कि छोटे बच्चों को ये इंजेक्शन दिए गए हैं या नहीं।

राचाकोंडा पुलिस की ओर से 30 जुलाई को जारी प्रेस विज्ञप्ति में बताया गया कि 'ये जानकारी मिली है कि स्वामी नाम का एक डॉक्टर लड़कियों को बड़ा करने के लिए हॉर्मोन के इंजेक्शन दे रहा है। इसके लिए डॉक्टर की फ़ीस 25 हज़ार रुपए है। पुलिस ने दो अगस्त को एक और बयान जारी किया। इसमें बताया गया कि कम्मागिरी नरसिम्हा नाम का एक डॉक्टर ऑक्सीटोसिन के इंजेक्शन लगा रहा है और पुलिस ने उनके पास से 48 से ज़्यादा इंजेक्शन बरामद किए हैं।
रिपोर्ट में बताया गया कि नरसिम्हा ने ये भी माना कि उन्होंने बच्चों को जवान बनाने के लिए इंजेक्शन लगाए। हालांकि, एक चिकित्सक डॉक्टर शिल्पी रेड्डी ने बीबीसी को बताया कि ऑक्सीटोसिन जिस्म के बढ़ने की रफ़्तार को तेज़ करने के लिए नहीं दिया जाता। सामान्य तौर पर इस इंजेक्शन का इस्तेमाल बच्चे के जन्म के समय गर्भवती महिला के रक्तस्राव को रोकने के लिए किया जाता है।
पुर्नवास को लेकर सवाल
पुलिस का कहना है कि प्रशासन की ओर से पुनर्वास के तरीक़े मुहैया कराने के बाद भी लोग अपने रास्ते बदलने के लिए तैयार नहीं हैं। दूसरी तरफ़ कुछ लोग आरोप लगाते हैं कि उन्हें पुनर्वास के समुचित साधन मुहैया नहीं कराए गए। उनका कहना है कि उन्हें जो निजी नौकरियां दी गईं, उसके लिए उन्हें वेतन ही नहीं मिला।
स्थानीय युवकों ने बीबीसी को बताया, "अधिकारियों ने साल 2005-06 में 25 एकड़ ज़मीन दिखाई थी। क्षेत्र के पुलिस अधीक्षक के तबादले के बाद उन्होंने ज़मीन वापस ले ली और आधारशिला को भी हटा दिया। कुछ लोगों को सिक्योरिटी गार्ड की नौकरी की पेशकश की गई।"
"वो हर महीने दो हज़ार रुपए देते थे। कुछ लोगों ने नौकरी छोड़ दी क्योंकि आय काफ़ी नहीं थी। उन्होंने ज़िंदगी चलाने के लिए ऑटो चलाना शुरू कर दिया। हम अब दूसरे व्यवसाय कर रहे हैं।"
"पुलिस ने दो महिलाओं को होम गार्ड की नौकरी दी। एक महिला अब भी नौकरी कर रही है जबकि दूसरी महिला ने नौकरी छोड़ दी है।" ये आरोप भी लगाया जाता है कि पुलिस छापों के दौरान ये लोग घर के अंदर बनी भूमिगत सुरंग में लड़कियों को छिपा देते हैं।
हालांकि बीबीसी संवाददाता जिन घरों में गए वहां ऐसी कोई सुरंग नहीं मिली। ज़्यादातर घर बंद थे और हमें वहां की सही तस्वीर का अंदाज़ा नहीं हुआ। पुलिस ने इस बारे में साफ़ तौर पर कोई जवाब नहीं दिया।
संगठित शोषण
पुलिस ने समुदाय के लोगों के इस दावे को भी मानने से इनकार कर दिया कि वो दूसरों के छोड़े बच्चों की देखभाल करते हैं। डीसीपी रामाचंद्र रेड्डी ने बीबीसी से कहा कि क़ानूनी तौर पर अनुमति लिए बिना किसी और के बच्चे को रखना ग़लत है। उन्होंने समुदाय के लोगों के इस आरोप की भी निंदा की कि पुलिस ने जन्म प्रमाणपत्र को अनदेखा कर दिया।
डीसीपी रेड्डी ने कहा, "डीएनए टेस्ट कराए जा रहे हैं। टेस्ट के नतीजों से पुष्टि होने के बाद बच्चों को उनके माता-पिता के पास भेज दिया जाएगा।"... ज़िला बाल कल्याण समिति के प्रमुख निमैय्या के मुताबिक छापे में मिले बच्चों को सही माहौल में रखा जा रहा है। उनकी स्कूल जाने में दिलचस्पी नहीं है।
उन्होंने कहा, "यादगिरी गुट्टा में ये बच्चे कैसे आए, इस पर किसी ने ध्यान नहीं दिया। पहले भी यहां बच्चे मिले हैं। साल 2005 में बंगलुरू की संस्था केयर एंड जस्टिस ने यहां से 12 नाबालिग बच्चों को मुक्त कराया था। हालांकि बाद में कोर्ट ने उन बच्चों को उसी परिवार को सौंप दिया, जहां से वो मिले थे।"
उन्होंने कहा कि ये सामाजिक-आर्थिक मुद्दा नहीं बल्कि संगठित शोषण है। वो कहते हैं, "वो आसान तरीक़े से पैसा बनाने के लिए ऐसा करते हैं। हम ये नहीं कह सकते कि समाज उन्हें विकल्प मुहैया कराने में नाकाम रहा है।"
गांव के लोग क्या कहते हैं?
हाल में हुई गिरफ़्तारियों पर चिंता जाहिर करते हुए एक युवक ने कहा कि इस गांव का नाम लेते ही उन्हें संदेह से देखा जाने लगा है। आने वाले दिनों में इसका असर शादियां तय करने पर भी हो सकता है। तेलंगाना और आंध्र प्रदेश से कई लोग ये देखने के लिए पुलिस स्टेशन पहुंच रहे हैं कि यादागिरी गुट्टा से मिले बच्चों में कहीं उनके खोए हुए बच्चे तो नहीं हैं।
दोम्मारी समुदाय
देह व्यापार के मामले में पकड़े गए लोग दोम्मारी समुदाय से हैं। इस समुदाय से जुड़े कई लोग सड़क पर सर्कस दिखाते हैं और बांस से चटाई और टोकरी बनाने का काम भी करते हैं। ये एक खानाबदोश जनजाति है। ये कुछ जगहों पर अपना स्थायी ठिकाना बनाते हैं। उनकी भाषा भी है जिसे 'आर' कहा जाता है।
