हुनर के बगैर कैसे होगा मेक इन इंडिया?

भारत की 65 प्रतिशत आबादी इस समय 35 साल से कम उम्र की है। युवा शक्ति से भरपूर इस देश में शिक्षित युवाओं की संख्या भी अच्छी-खासी है, लेकिन स्किल या हुनर की बात आने पर तस्वीर बदल जाती है।

फरवरी 2015 को संसद में पेश किए गए आर्थिक सर्वे में यह कहा गया कि देश के वर्कफोर्स का केवल दो प्रतिशत हिस्सा ही स्किल्ड (हुनरमंद) है। सीआईआई की इंडिया स्किल रिपोर्ट-2015 के मुताबिक, भारत में हर साल सवा करोड़ शिक्षित युवा रोजगार की तलाश में इंडस्ट्री के दरवाजे खटखटाते हैं लेकिन उनमें से 37 प्रतिशत ही रोजगार के काबिल होते हैं।

नेशनल स्किल्ड डेवेलपमेंट कॉरपोरेशन के ताजा आकंड़ों में साल 2022 तक भारत को 24 विभिन्न सेक्टरों में करीब 12 करोड़ स्किल्ड लोगों की जरूरत होगी।

छोटे शहरों की बड़ी समस्या : छोटे शहरों में शिक्षित बेरोजगारी की समस्या और भी विकराल रूप ले रही है। इसका कारण है कि यहां के युवा तकनीकी डिग्री तो पा लेते हैं लेकिन उन्हें प्रैक्टिकल ज्ञान कम होता है और इसीलिए वे दौड़ में पीछे रह जाते हैं।

क्या कहते हैं एक्सपर्ट : इंडस्ट्री को स्किल्ड वर्कफोर्स देने वाले इंडो-जर्मन (MSME) टूल रूम के जनरल मैनेजर प्रमोद जोशी तकनीकी विषय में स्किल डेवलपमेंट का महत्व बताते हुए कहते हैं कि तकनीकी ज्ञान के साथ हुनरमंद बनने के लिए प्रैक्टिकल करना बहुत जरूरी है।

वे कहते हैं, 'किताबी ज्ञान के बाद मशीनों पर काम करने से न केवल प्रैक्टिकल ज्ञान बढ़ता है बल्कि छात्रों में एक आत्मविश्वास भी आता है।' जोशी कहते हैं कि इंजीनियरिंग के वर्तमान सिलेबस में थ्यौरी का भाग अधिक है, इसलिए यदि डिग्री के बाद भी कहीं से प्रैक्टिकल ज्ञान मिल सकता है तो वह लेना चाहिए।

जोशी ने बताया कि मैकेनिकल और अन्य विषयों में बीई की डिग्री कर चुके कई छात्रों को कहीं नौकरी से पहले मशीनों पर ट्रेनिंग लेना ज़रूरी है जिससे कि वे इंडस्ट्री में काम करने के लिए पूरी तरह तैयार हो सकें।

रोजगार के बेहतर अवसर और उन्नति के लिए अधिकतर इंडस्ट्री एक्सपर्ट भी विद्यार्थियों को यही सलाह देते हैं कि तकनीकी डिग्री के साथ स्किल जरूर बढ़ाएं।

इंडस्ट्री की जरूरत : भोपाल के एक इंजीनियरिंग कॉलेज के काउंसलर प्रोफेसर अनुराग पटेल कहते हैं, 'स्किल्ड लोगों में एक अलग तरह का आत्मविश्वास होता है। एक चीज को सीखने के बाद दूसरी नई चीज सीखने की ललक इन्हें आगे बढ़ाती है।'

वे कहते हैं कि जर्मनी, जापान, कोरिया जैसे देशों में अधिकतर मानव संसाधन स्किल्ड है और यही उनकी सफलता का राज है। डिजिटल मार्केटिंग की एक कंपनी के सीईओ संदीप सिंह का कहना है कि सबसे महत्वपूर्ण बात है कि स्किल इंडस्ट्री की डिमांड के हिसाब से होनी चाहिए, ऐसा हुनर जिसकी इंडस्ट्री को जरूरत हो और जिसे नवीनतम तकनीक के अनुसार ढाला जा सके।

मान लें कि लोगों के पास स्किल है मगर इंडस्ट्री की मांग के अनुसार न हो तो स्किल और मार्केट के बीच में तालमेल नहीं हो पाएगा, ऐसी स्थिति में स्किल होने के बावजूद लोगों को रोजगार नहीं मिल पाएगा।

नेशनल सैंपल सर्वे के एक अध्ययन के मुताबिक के अनुसार कंप्यूटर प्रशिक्षण प्राप्त करीब 44 प्रतिशत और टैक्सटाइल प्रशिक्षण प्राप्त लगभग 60 प्रतिशत लोग स्किल्ड होने के बाद भी खाली बैठे हैं। ऐसे में मेक इन इंडिया को कामयाब बनाने के लिए स्किल्ड इंडिया पर ध्यान देना होगा। -संदीपसिंह सिसोदिया के साथ शराफत खान की रिपोर्ट
