71 साल के सरताज सिंह वाजपेयी सरकार में मंत्री रहे। होशंगाबाद से चार बार लोकसभा सांसद चुने गए और यहीं से 1998 के लोकसभा चुनाव में अर्जुन सिंह तक को मात दी थी। सरताज सिंह पिछले 10 सालों से सिवनी मालवा से विधायक थे और शिवराज सिंह चौहान की कैबिनेट में मंत्री भी बने। बीजेपी ने इस बार उन्हें टिकट नहीं दिया तो कांग्रेस के टिकट पर होशंगाबाद से चुनावी मैदान में हैं।
सरताज सिंह से पूछा कि उनका टिकट किसने काटा तो वो भावुक हो गए। उन्होंने कहा कि जिस बीजेपी में पूरा जीवन खपा दिया और पार्टी को इस इलाक़े में खड़ा किया, उसका ये सिला मिला है। इतना कुछ होने के बावजूद सरताज सिंह प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान की तारीफ़ करते हैं। वो कहते हैं, ''शिवराज बहुत मेहनती इंसान है। वो कभी किसी से ग़ुस्से में बात नहीं करता।''
अपने विरोधियों की तुलना में शिवराज सिंह इसी मामले में भारी पड़ जाते हैं। कई राजनीतिक विश्लेषक इस बात को मानते हैं कि शिवराज सिंह की विनम्र छवि उनकी राजनीतिक पूंजी है।
जब नर्मदा में छलांग लगाते हैं शिवराज
भोपाल में 'द वीक' के पत्रकार दीपक तिवारी ने अपनी किताब में एक वाक़ए का ज़िक्र किया है। उन्होंने लिखा है, ''जनवरी 2012 में तत्कालीन केंद्रीय वित्त मंत्री प्रणब मुखर्जी देवास में बैंक नोट की छपाई की नई यूनिट का उद्घाटन करने भोपाल हवाई अड्डे पर पहुंचे तो उनके स्वागत में शिवराज सिंह चौहान खड़े थे। प्रणब मुखर्जी से मिलते ही चौहान ने उन्हें पैर छूकर प्रणाम किया। वहां सुरेश पचौरी और कांतिलाल भूरिया जैसे कांग्रेसी नेता भी खड़े थे, लेकिन प्रणब मुखर्जी ने उनकी तरफ़ ठीक से देखा तक नहीं। प्रणब मुखर्जी से शिवराज सिंह चौहान के रिश्ते बहुत अच्छे रहे हैं।''
शिवराज सिंह चौहान में किसी एक बात पर राजनीतिक विरोधियों और राजनीतिक विश्लेषकों के बीच अगर सहमति है तो वो ये है कि चौहान बदले की भावना नहीं रखते। दूसरी तरफ़ उनकी एक 'कमज़ोरी' को हर कोई रेखांकित करता है कि ब्यूरोक्रैट पर उनका नियंत्रण नहीं है।
सरताज सिंह भी कहते हैं, ''मैंने शिवराज के साथ काम किया है और इस दौरान इस चीज़ को महसूस किया कि वो ब्यूरोक्रैट्स को नियंत्रण में नहीं रख पाते हैं।''...शिवराज सिंह चौहान का गांव जैत नर्मदा नदी के तट पर है। गांव वाले बताते हैं कि चौहान आते हैं तो नहाने के लिए कपड़े खोल नर्मदा में छलांग लगा देते हैं और तैरते हुए नदी के दूसरे छोर पर चले जाते हैं।
शिवराज के राजनीतिक जीवन की शुरुआत
शिवराज सिंह चौहान के राजनीतिक जीवन की शुरुआत अखिल भारतीय विद्यार्थी परिषद से होती है। 1988 में भारतीय जनता युवा मोर्चा के अध्यक्ष बने। 1990 में पहली बार बीजेपी ने चौहान को बुधनी से विधानसभा चुनाव में खड़ा किया। चौहान ने पूरे इलाक़े की पदयात्रा की थी और पहला ही चुनाव जीतने में सफल रहे। तब चौहान की उम्र महज 31 साल थी।
1991 में 10वीं लोकसभा के लिए आम चुनाव हुए। अटल बिहारी वाजपेयी इस चुनाव में दो जगह से खड़े थे। एक उत्तर प्रदेश के लखनऊ और दूसरा मध्य प्रदेश के विदिशा से। वाजपेयी को दोनों जगह से जीत मिली। उन्होंने सांसदी के लिए लखनऊ को चुना और विदिशा को छोड़ दिया। सुंदरलाल पटवा ने विदिशा के उपचुनाव में शिवराज सिंह चौहान को पार्टी का प्रत्याशी बनाया और वो पहली बार में ही चुनाव जीतकर लोकसभा पहुंच गए।

शिवराज सिंह की वो इकलौती हार
इसके बाद यहां से चौहान 1996, 1998, 1999 और 2004 के भी चुनाव जीते। चौहान को अब तक के राजनीतिक जीवन में एक बार हार का सामना करना पड़ा है। 2003 के मध्य प्रदेश विधानसभा चुनाव में बीजेपी ने चौहान को मुख्यमंत्री दिग्विजय सिंह के ख़िलाफ़ राघोगढ़ से खड़ा किया था।
तब बीजेपी ने उमा भारती को मुख्यमंत्री का उम्मीदवार घोषित किया था। इस चुनाव में शिवराज सिंह चौहान को हार का सामना करना पड़ा। चौहान को भी पता था कि राघोगढ़ से दिग्विजय सिंह को हराना संभव नहीं है, लेकिन उन्होंने पार्टी की बात मानी। उमा भारती के कुल आठ महीने और बाबूलाल गौर के 15 महीने मुख्यमंत्री रहने के बाद शिवराज सिंह चौहान ने 29 नवंबर, 2005 को मध्य प्रदेश के 25वें मुख्यमंत्री के तौर पर शपथ ली।
शिवराज सिंह चौहान उमा भारती और बाबूलाल गौर के बाद प्रदेश के तीसरे ओबीसी मुख्यमंत्री बने। इससे पहले मध्य प्रदेश के सारे मुख्यमंत्री सवर्ण रहे थे। उमा भारती के छोटे कार्यकाल में उनके व्यक्तित्व के कारण पार्टी को कई बार असहज होना पड़ा था। उमा भारती के इस्तीफ़े को बीजेपी ने बड़ी राहत की तरह देखा था।
तिरंगा प्रकरण में उमा भारती को इस्तीफ़ा देना पड़ा था तो सुषमा स्वराज का एक प्रसिद्ध बयान सामने आया था, ''इट वॉज़ अ गुड रिडेंस।'' यानी इसी बहाने पार्टी को उमा भारती से मुक्ति मिली।
'आडवाणी का एक चालाक फ़ैसला'
भोपाल के वरिष्ठ पत्रकार लज्जा शंकर हरदेनिया कहते हैं कि शिवराज सिंह चौहान का चयन आडवाणी का एक चालाक फ़ैसला था। हरदेनिया कहते हैं, ''उमा भारती विवाद ज़्यादा खड़ा करती थीं और काम कम। यह केवल जनहित के कामों के साथ नहीं है बल्कि वो संघ के एजेंडे को भी ठीक से आगे नहीं बढ़ा पा रही थीं। शिवराज सिंह चौहान का व्यक्तित्व ऐसा है कि बिना कोई विवाद खड़ा किए, बिना छवि को कट्टर बनाए वो सब कुछ कर जाते हैं, जो आरएसएस चाहता है। शिवराज ने इसको साबित भी किया है।''
हरदेनिया मानते हैं कि शिवराज सिंह चौहान ने अपने 13 सालों के कार्यकाल में मध्य प्रदेश का बहुत शांत तरीक़े से हिन्दूकरण किया है। वो कहते हैं, ''आरएसएस के लिए जो काम उमा भारती और बाबूलाल गौर ने भी नहीं किया उसे शिवराज सिंह चौहान ने कुछ महीनों में ही 2006 में कर दिया। गांधी जी की हत्या के बाद सरकारी कर्मचारियों के आरएसएस की शाखा में जाने पर पाबंदी थी, जिसे शिवराज सिंह चौहान ने ख़त्म कर दिया। ये बुज़ुर्गों को मुफ़्त में तीर्थयात्रा कराते हैं। शादियां कराते हैं, बाद में भेदभाव के आरोप लगे तो निकाह कराना भी शुरू किया। धर्म परिवर्तन के ख़िलाफ़ एक क़ानून बनाया। उज्जैन में कुंभ हुआ तो हज़ारों करोड़ रुपए खर्च कर दिए।''
शिवराज से पहले कितना 'ग़ज़ब' था एमपी?
मध्य प्रदेश में इस बात को हर कोई स्वीकार करता है कि दिग्विजय सिंह के 10 सालों के शासनकाल में सड़क और बिजली की हालत बहुत बुरी थी। हरदेनिया भी कहते हैं कि उस वक़्त भोपाल से सागर जाने में उनके छह से सात घंटे लग जाते थे, लेकिन अब अच्छी सड़क होने के बाद मुश्किल से तीन-चार घंटे लगते हैं।
शशांक (बदला हुआ नाम) भोपाल के आरटीओ दफ़्तर में अधिकारी हैं। शशांक कहते हैं कि दिग्विजय सिंह के शासनकाल में सड़क और बिजली की हालत ठीक नहीं थी। लेकिन शशांक ऐसा नहीं मानते हैं कि बीजेपी की सरकार के आते ही सब कुछ ठीक हो गया था।
वो कहते हैं, ''मैं गुना का रहने वाला हूं। बीजेपी तो 2003 में ही सत्ता में आ गई थी, लेकिन बिजली और सड़क की हालत शिवराज सिंह चौहान के आख़िरी के पांच साल यानी 2013 से 18 के बीच ठीक हुई है। 10 साल के इनके शासनकाल में भी सड़क बिजली की हालत ठीक नहीं थी।''

जब शत्रुघ्न सिन्हा बोले- ऐ गड्ढों के राजा
बीजेपी नेता और 80 के दशक के जाने-माने अभिनेता शत्रुघ्न सिन्हा 2003 के चुनाव में भोपाल आए थे तो उन्होंने दिग्विजय सिंह पर तंज़ कसते हुए कहा था- ''ए गड्ढों के राजा, उजाले के दुश्मन, तेरा मुस्कुराना ग़ज़ब ढा गया''
शत्रुघ्न सिन्हा का यह फ़िकरा 2003 में काफ़ी लोकप्रिय हुआ था और बीजेपी नेता अक्सर इसका इस्तेमाल करते थे। हालांकि आज की तारीख़ में बीजेपी में शत्रुघ्न सिन्हा बिल्कुल अलग-थलग हो गए हैं।
मध्य प्रदेश की अर्थव्यवस्था कृषि पर आश्रित है। पिछली जनगणना के मुताबिक़, मध्य प्रदेश में कुल श्रमिकों का 70 फ़ीसदी हिस्सा कृषि में लगा हुआ है। सेंटर फ़ॉर मॉनिटरिंग इंडियन इकॉनमी के अनुसार, 2003 में मध्य प्रदेश का देश के कृषि उत्पादन में पाँच फ़ीसदी योगदान था जो 2014 में आठ फ़ीसदी हो गया।
कृषि उत्पादन में बढ़ोतरी के लिए कई कारक ज़िम्मेदार हैं, लेकिन मूल रूप से गेहूं के उत्पादन में बढ़ोतरी सबसे अहम है। मध्य प्रदेश हमेशा से देश भर में सबसे ज़्यादा दाल की खेती के लिए जाना जाता रहा है पर अब यहां गेहूं का भी ख़ूब उत्पादन हो रहा है।
2002 से 2007 के बीच भारत के कुल गेहूं उत्पादन में मध्य प्रदेश का योगदान नौ फ़ीसदी था। एक दशक बाद यह आंकड़ा दोगुना हो गया और अब भारत के कुल गेहूं उत्पादन में मध्य प्रदेश के गेहूं का हिस्सा 17 फ़ीसदी है।
आर्थिक विश्लेषकों का कहना है कि आधारभूत ढांचे में निवेश हुआ जिसमें सिंचाई सबसे अहम है और इसके साथ ही अच्छी नीतियां भी बनीं। शिवराज सिंह चौहान ने अपने पहले कार्यकाल में गेहूं के एमएसपी पर 100 रुपए का बोनस देना शुरू किया था।
वरिष्ठ पत्रकार विजयदत्त श्रीधर कहते हैं कि चौहान ने पहले ही कार्यकाल में ख़ुद को किसान नेता के रूप में पहचान बनाने में सफलता हासिल कर ली थी। इसके साथ ही मार्केट में भी सुधार किया गया।
एमपी के आंकड़े क्या कहते हैं?
आईजीआईडीआर (इनकम जेनरेशन एंड इनइक्वालिटी इन इंडियाज़ एग्रिकल्चर सेक्टर) के 2016 के रिसर्च पेपर के अनुसार 2003 से 2013 के बीच किसानों की आय में 75 फ़ीसदी की बढ़ोतरी हुई।
मध्य प्रदेश के किसानों के परिवारों की प्रति व्यक्ति आय 2013 में 1,321 रुपए हो गई, लेकिन इसके बावजूद यह भारतीयों की औसत आय से सात फ़ीसदी कम है। इसकी सबसे मुख्य वजह ग्रामीण आमदनी का कम होना है। यह इसलिए अहम है क्योंकि मध्य प्रदेश के 76 फ़ीसदी किसानों के पास बहुत छोटी जोत है और ये ग्रामीण मज़दूरी पर निर्भर हैं।
हालांकि इन सालों में मध्य प्रदेश औद्योगिक सेक्टर में कुछ नहीं कर पाया। 2003 में भारत के औद्योगिक उत्पादन में मध्य प्रदेश का योगदान 3.6 फ़ीसदी था जो 2014 में 3.2 फ़ीसदी हो गया। मानव विकास सूचकांक के मामले में भी मध्य प्रदेश की स्थिति ठीक नहीं है। मध्य प्रदेश में शिशु मृत्यु दर 1000 में 47 है पर राष्ट्रीय स्तर से (34) ज़्यादा ही है। शिक्षा के मामले में भी मध्य प्रदेश की हालत ठीक नहीं है।
एएसइआर के सर्वे के अनुसार, मध्य प्रदेश के ग्रामीण इलाक़ों के सरकारी स्कूलों में 17 फ़ीसदी बच्चे बुनियादी अक्षरों को भी नहीं पहचान पाते हैं जबकि 14 फ़ीसदी बच्चों को बुनियादी अंकगणित का ज्ञान नहीं है। यह तस्वीर राष्ट्रीय स्तर से ज़्यादा चिंताजनक है क्योंकि राष्ट्रीय स्तर पर यह 15 फ़ीसदी और 12 फ़ीसदी है।
मध्य प्रदेश में बेरोज़गारी की समस्या भी विकराल है। इस साल के आर्थिक सर्वे के मुताबिक़ 2016 के अंत तक मध्य प्रदेश में 10.12 लाख रजिस्टर्ड शिक्षित बेरोज़गार हैं और इनमें से 422 लोगों को ही 2017 में रोज़गार मिला।
जाति और मज़हब की भूमिका
भारत में चुनाव केवल विकास के मुद्दों पर नहीं होते। जाति और मज़हब की चुनावों में अहम भूमिका होती है और यह चुनाव भी कोई अलग नहीं है। बीजेपी को जीत दिलाने में आदिवासी और पिछड़ी जाति के वोटों की अहम भूमिका रही है। शिवराज सिंह चौहान ख़ुदी किरार जाति के हैं जो मध्य प्रदेश में ओबीसी श्रेणी में आती है। बीजेपी ने पहली बार किसी पिछड़ी जाति के व्यक्ति को प्रदेश का मुख्यमंत्री बनाया।
आठ दिसंबर, 2003 से पहले बीजेपी के सारे मुख्यमंत्री सवर्ण बने थे। ज़ाहिर है बीजेपी को इसका फ़ायदा भी मिला। 2008 में राजनीति विज्ञानी तारिक़ थाचिल और रोनल्ड हेरिंग का एक रिसर्च पेपर आया था। इस रिसर्च पेपर में इन्होंने मध्य प्रदेश के आदिवासी इलाक़ों में आरएसएस की भूमिका को अहम बताया है।
इसमें कहा गया है कि आदिवासी इलाक़ों में ज़मीनी स्तर पर आरएसएस ने अपने पैर जमाए हैं। तारिक़ और रोनल्ड की रिसर्च रिपोर्ट के अनुसार, इससे न केवल आरएसएस की लोकप्रियता बढ़ी बल्कि हिन्दू पहचान को भी बढ़ावा मिला। पिछले तीन चुनावों से बीजेपी आदिवासी इलाक़ों में बड़ी जीत हासिल करती आ रही है।
शिवराज सिंह चौहान की सरकार कई लोकप्रिय योजनाओं के लिए भी जानी जाती हैं। यह सरकार लड़कियों के जन्म पर एक लाख रुपए का चेक देती है जिससे 18 साल की उम्र में पैसे मिलते हैं। ग़रीबों के घरों में किसी की मौत पर पांच हज़ार रुपए अंत्येष्टि के लिए देती है। सरकार सामूहिक शादियां कराती हैं और ख़र्च भी ख़ुद ही उठाती है। आदिवासी और दलितों के बीच सरकार की यह योजना काफ़ी लोकप्रिय हुई है।
कांग्रेसियों के मतभेद से हुआ फ़ायदा?
इसके साथ ही कांग्रेस पार्टी में अलग-अलग गुट और आपसी मतभेद के कारण भी शिवराज सिंह चौहान के लिए चुनाव जीतना आसान रहा है। मध्य प्रदेश में कांग्रेस के कई बड़े नेता हैं -दिग्विजय सिंह, कमलनाथ, ज्योतिरादित्य सिंधिया, सुरेश पचौरी, अजय सिंह, अरुण यादव और कांतिलाल भूरिया।
कहा जा जाता है कि कांग्रेस के मध्य प्रदेश नेतृत्व में ज़्यादा योगी मठ उजाड़ वाली हालत है। ऐसा इसलिए क्योंकि सबके अपने-अपने गुट हैं। व्यापम घोटाले के गंभीर आरोप भी शिवराज सिंह चौहान की सरकार पर लगे, लेकिन कांग्रेस कोई बड़ा आंदोलन खड़ा करने में नाकाम रही। यहां तक कि इसमें कुछ बीजेपी नेता जेल भी गए।
इस बार के मध्य प्रदेश चुनाव के बारे में कहा जा रहा है कि कांग्रेस पिछले तीन चुनावों की तुलना में एकजुट है और अच्छी स्थिति में है। बीजेपी के 15 सालों के शासनकाल के ख़िलाफ़ सत्ता विरोधी लहर की भी बात कही जा रही है। इसके बावजूद अगर शिवराज सिंह चौहान चुनाव जीतने में कामयाब रहते हैं तो बीजेपी ही नहीं बल्कि देश के सबसे बड़े नेताओं की पंक्ति में खड़े हो जाएंगे।
