"हमारे जीते जी हमारे बच्चों को जम्मू और कश्मीर की नागरिकता मिल जानी चाहिए। अगर अभी किसी ने हमारी नहीं सुनी तो हमारे जाने के बाद कौन सुनेगा।" अपनी आख़िरी इच्छा जाहिर करते हुए 80 साल के ज्ञान चंद कहते हैं, "पिछले 70 सालों से हम अपने माथे से ये दाग नहीं मिटा सके कि हम पाकिस्तानी हैं।"
"कम से कम हमारे बच्चों के माथे से ये दाग मिट जाना चाहिए। हमारे बच्चों का जन्म पाकिस्तान में नहीं हुआ। वो इसी देश में पैदा हुए हैं, उन्हें अपना हक मिलना चाहिए।" ज्ञान चंद बंटवारे के समय 1947 में सियालकोट के रास्ते अपने माँ बाप और पांच भाइयों के साथ हिंदुस्तान आए थे।
उस मुश्किल समय को याद करते हुए आज भी उनकी आंखें नम हो जाती हैं। इस समय ज्ञान चंद रणबीर सिंह पुरा के दब्लेहर गाँव में पाकिस्तान से आए हिंदुओं की रिफ्यूजी बस्ती में रहते हैं।
हिंदू परिवारों के लिए पैकेज
गाँव में ऐसे 70 परिवार हैं जो मजदूरी करके अपना गुज़ारा करते हैं। उम्र के इस पड़ाव में ज्ञान चंद अपने अपाहिज बेटे के साथ समय गुज़ार रहे हैं। उनका बेटा नाई का काम करता है।
हाल ही में केंद्र सरकार ने पाकिस्तान से आए 5764 हिंदू परिवारों के लिए विशेष पैकेज की घोषणा की है। इसके तहत हर परिवार को 5.50 लाख रुपये की सहायता राशि दी जाएगी। दब्लेहर गांव में ज्ञान चंद जैसे कई शरणार्थी परिवार हैं।
ऐसे ही एक शरणार्थी परिवार के एक सदस्य कहते हैं, "70 साल से नेता हमें बुद्धू बना रहे हैं। लेकिन अभी तक कुछ नहीं हुआ।" "हम प्रधान मंत्री नरेंद्र मोदी से अपील करते हैं. हमें कुछ और नहीं चाहिए, हमें बस नागरिकता दिला दें।"

पाकिस्तान से आए रिफ्यूजी
बंटवारे के दिनों को याद करते हुए ज्ञान चंद बताते हैं, "उस समय माहौल ठीक नहीं था। चारों तरफ हिंसा हो रही थी। पंजाब न जाकर मेरे परिवार ने जम्मू के पास रणबीर सिंह पुरा में एक रिश्तेदार के घर शरण ली और वहीं रह गए।"
इस बात को अब सत्तर साल बीत गए हैं लेकिन ज्ञान चंद जैसे लोगों के लिए चीज़ें ज़्यादा नहीं बदली हैं। न तो सरकारी मदद मिली और न राज्य की नागरिकता। इनमें से ज़्यादातर लोग दलित बिरादरी से ताल्लुक रखते हैं।
ज्ञान चंद कहते हैं, "कुछ भी नहीं बदला। उस समय भी हमें रिफ्यूजी कह कर बुलाया जाता था। 70 साल बीत जाने के बाद भी हमारी पहचान पाकिस्तान से आए रिफ्यूजी की ही है।"
"इसी वजह से हमारे पास न तो ज़मीन का मालिकाना हक है और न ही हमारे बच्चे राज्य सरकार की नौकरियों के लिए कोशिश कर सकते हैं।"
"मेरे मां-बाप और चार भाई बिना नागरिकता हासिल किए मर गए। हमारे माथे पर कहीं नहीं लिखा है कि हम पाकिस्तानी हैं। लेकिन, फिर भी हमें हर जगह यही कहकर पीछे कर दिया जाता है कि हम पाकिस्तान से आए हैं।"
"हम वोट डालने जाते हैं तो हमें पीछे कर देते हैं। कहते हैं कि हम पाकिस्तान से आए हैं। हमें वोट देने का हक नहीं है।"
वोट देने का हक
इन शरणार्थी परिवारों को लोकसभा के चुनाव में तो वोट देने का हक हासिल है लेकिन विधानसभा के लिए वो वोट नहीं दे सकते। रिफ्यूजी बस्ती में रहने वाले 88 साल के जीत राज सियालकोट के गोंडल इलाके में रहा करते थे।
वे बताते हैं, "70 साल यहाँ रहने के बाद भी कोई हमें यहाँ नहीं देखना चाहता।" वो अपने हालात के लिए जम्मू और कश्मीर की सियासी पार्टियों को भी उतना ही ज़िम्मेदार मानते हैं जितना कि केंद्र में कांग्रेस और बीजेपी सरकार को।
जीत राज कहते हैं, "अगर कोई महिला जहाज़ में सफ़र करते समय बच्चा पैदा करती है तो उस बच्चे को उस इलाके की नागरिकता हासिल करने का हक मिलता है जहाँ से जहाज़ गुज़र रहा होता है।"
"हम लोग तो 70 साल से ज्यादा समय से जम्मू और कश्मीर में रह रहे हैं हमें क्यों नागरिकता के अधिकार से वंचित रखा गया है।" "हमें अपने लिए कुछ नहीं चाहिए लेकिन सरकार हमारे बच्चों के लिए सरकारी नौकरी का इंतेज़ाम करे। हम सब कुछ भूल जाएंगे।"
रोज़गार का सवाल
रानी देवी की उम्र 75 साल हो चुकी है। वो इसी गांव में अपनी बेटी के साथ रहती हैं। वह कहती हैं, "मैं गाँव में लोगों के घरों का काम करके अपना पेट पाल रही हूँ। सरकार से मेरी अपील है कि हमें सहायता राशि और जम्मू और कश्मीर की नागरिकता का अधिकार जल्दी मिलनी चाहिए।"

यहां लोगों के सामने रोज़गार का सवाल भी खड़ा है। 22 साल के विक्की जम्मू और कश्मीर की पुलिस में भर्ती होना चाहते हैं लेकिन उन्हें इसका मौका नहीं मिलता।
वे कहते हैं, "हम पढ़े लिखे हैं, देश के लिए कुछ करना चाहते हैं लेकिन हमे सरकारी नौकरी नहीं मिलती। हमारे माँ-बाप भी नौकरी नहीं करते थे। वो भी दिहाड़ी लगाते थे। मैं भी प्राइवेट जॉब करता था। आजकल बेरोज़गार हूं।"
"सरकार ने हमें पहचान पत्र तो दिए हैं लेकिन पुलिस में भर्ती के समय हर कोई स्टेट सब्जेक्ट की मांग करता है और हमारा फॉर्म रिजेक्ट कर दिया जाता है।"
सरकार से अपील
विक्की का कहना है, "हम पाकिस्तानी नहीं हैं, हमारा जन्म यहीं हुआ है। हम हिंदुस्तानी हैं। मोदीजी से हमारी यही अपील है कि हमें बस एक कागज़ का टुकड़ा दे दो जिससे हम भी सरकारी नौकरी कर सकें।"
अपने हक के लिए अकेले लड़ाई लड़ते-लड़ते दब्लेहर की रहने वाली कांता देवी का हौसला अब टूट सा गया है। पति और बेटे की मौत के बाद वो बड़ी मुश्किल से अपना गुज़ारा कर रही हैं। उनका छोटा बेटा दिहाड़ी लगा कर रोज़ी-रोटी कमाता है।
कांता देवी कहती हैं, "हमें हमारा हक मिलना चाहिए। हम ग़रीब लोग हैं। हमारी दो पीढ़ियां ये लड़ाई लड़ते-लड़ते खत्म हो गई।" गाँव में छोटी दुकान चला रहे गारा राम कहते हैं, "जो लोग 1947 में पंजाब या देश के बाकी राज्यों में जाकर बस गए उन्हें कोई पाकिस्तानी नहीं कहता।"
"यहाँ तक कि दिल्ली में बड़े-बड़े नेता पाकिस्तान से आकर देश की राजनीति कर रहे हैं, उन्हें कोई पाकिस्तानी नहीं कहता लेकिन हमें आज भी इसी नाम से पुकारा जाता है।"
प्रशासन और नेताओं की बात
यहां सवाल ये भी है कि प्रशासन और इन शरणार्थी परिवारों का प्रतिनिधित्व करने वाले नेता क्या कर रहे हैं। जम्मू-पुंछ लोक सभा सीट से भाजपा सांसद जुगल किशोर शर्मा कहते हैं, "राहत राशि के वितरण से जुड़े मामलों को लेकर गवर्नर एनएन वोहरा के साथ इस मसले पर बैठक कुछ ही दिनों में होने वाली है। सरकार की घोषणा पर अमल किया जाएगा।"
उन्होंने बताया कि राज्य सरकार को पाकिस्तान से आए रिफ्यूजी परिवारों की लिस्ट और बैंक अकाउंट की जानकारी केंद्र सरकार को सौंपनी है। हम कोशिश करेंगे ये काम जल्दी पूरा हो। लेकिन, नागरिकता के सवाल पर जुगल किशोर शर्मा का कहना है, "ये फ़ैसला मुझे अकेले नहीं करना है।"
दूसरी तरफ़, 'पश्चिमी पाकिस्तान रिफ्यूजी एक्शन समिति' के अध्यक्ष लाभा राम गाँधी को उम्मीद है कि राहत सहायता की रकम जल्द मिलेगी और इससे शरणार्थी परिवारों की माली हालत में सुधार होगा।
प्रशासन यहां क्या कर रहा है? इस सवाल पर जम्मू रीज़न के डिविजन कमिश्नर संजीव वर्मा ने इतना ही कहा, "मैंने हाल ही में कार्यभार संभाला है। इस वजह से मैं राहत पैकेज के वितरण के सवाल पर कुछ बताने की स्थिति में नहीं हूं।"
