गैंगरेप में यूपी, रेप में एमपी टॉप पर

उत्तर प्रदेश में भारतीय जनता पार्टी विधायक कुलदीप सेंगर के ख़िलाफ़ नाबालिग़ लड़की के साथ कथित बलात्कार का मामला दर्ज हुआ है। मामले ने बड़ा तूल तब पकड़ा जब आरोपी नाबालिग़ ने सरकार पर अपनी फ़रियाद की अनसुनी करने का आरोप लगाया।

इस बीच आरोपी के पिता की अस्पताल में मौत से मामला और ज़्यादा गहरा गया। मामले में एफआईआर दर्ज करने में देरी पर छिड़ी बहस के बीच कुछ तथ्य हैं जिन पर गौर करने की ज़रुरत है।

*राष्ट्रीय अपराध रिकॉर्ड ब्यूरो यानी एनसीआरबी के 2017 के आंकड़ों बताते हैं कि मध्य प्रदेश वो राज्य है जिसमें रेप के सबसे ज़्यादा मामले दर्ज हुए।

*इसके ठीक बाद नंबर यूपी का आता है जहाँ 4,500 से ज़्यादा बलात्कार संबंधी मामले दर्ज हुए।

*यूपी के सन्दर्भ में चौकानें वाली बात ये है कि रेप के दर्ज हुए कुल मामलों में 25% से ज़्यादा आरोपी 12 से 16 के भीतर की नाबालिग़ लड़कियां हैं।

*जबकि गैंगरेप के मामले दर्ज होने वाले राज्यों में उतर प्रदेश टॉप पर है और दूसरा नंबर राजस्थान का है।

*चुनावों पर नज़र रखने वाली संस्था एसोसिएशन फ़ॉर डेमोक्रैटिक रिफॉर्म्स के मुताबिक़ योगी यूपी में योगी आदित्यनाथ मंत्रिमंडल में 45% मंत्रियों के ख़िलाफ़ आपराधिक मामले दर्ज हैं।

*यूपी भाजपा के कुल 312 विधायकों में से 114 यानी 37% के ख़िलाफ़ आपराधिक मामले दर्ज हैं।

*इसके बाद नंबर आता है समाजवादी पार्टी का जिसके 36 में 14 यानी 30% विधायकों और बहुजन समाज पार्टी के 19 में से पांच यानी 26% विधायकों के ख़िलाफ़ आपराधिक मामले दर्ज हैं।

*एनसीआरबी के मुताबिक़ 2016 में भारतीय अदालतों में रेप के 18,552 मामलों पर फ़ैसला आया। इनमें 4,739 मामलों में सज़ा हुई जबकि 13,813 मामलों में आरोपी बरी हुए।
