नेताओं का भाइयों और बहनों कहकर संबोधित करना आम बात है, लेकिन भांजे और भांजियों से संबोधन केवल मध्य प्रदेश के मुख्यमंत्री शिवराज सिंह चौहान करते हैं। शिवराज सिंह का कहना है कि मध्य प्रदेश के लोग उन्हें मामा अपनापन के भाव से कहते हैं। भारत की चुनावी राजनीति में जब धर्म, जाति और क्षेत्र के नाम पर लामबंदी अहम घटना बन गई हो ऐसे में शिवराज सिंह चौहान की मामा की छवि क्या इन सरहदों से परे हैं?
दिन के ग्यारह बज रहे हैं और भोपाल के सैफ़िया कॉलेज के कैंपस में एक साथ कई लड़कियां बुर्क़े में बैठी हैं। 28 नवंबर को मध्य प्रदेश में विधानसभा चुनाव के लिए मतदान होने वाला है। मतदान और प्रदेश की राजनीति पर बात करने की कोशिश की तो ज़्यादातर लड़कियों ने दिलचस्पी नहीं दिखाई। आख़िरकार टीचर्स की मदद से कुछ लड़कियां तैयार हुईं।
आयशा इन्हीं में से एक हैं। आयशा से सवाल किया कि क्या शिवराज सिंह चौहान मुसलमानों के भी मामा हैं? उनका जवाब था, ''हां, जी उन्होंने हमारे प्रदेश के लिए बहुत कुछ किया है और ग़रीबों पर भी ध्यान दिया है। उनकी कई योजनाओं से लोगों को फ़ायदा मिला। उनकी छवि अच्छी है।''
आयशा के बगल में ही खड़ी शाज़िया बिल्कुल अलग राय रखती हैं। वो कहती हैं, ''शिवराज सिंह चौहान ने घोषणाएं बहुत कीं लेकिन काम उस तरह से नहीं हुआ है। इधर के सालों में हिन्दू-मुसलमानों में खाई बढ़ाने की कोशिश की गई है। ये देश के लिए ठीक नहीं है।''
सैफ़िया कॉलेज में शिवराज सिंह चौहान को लेकर लोगों की राय बँटी दिखी। साजिद अली भोपाल के जाने-माने वक़ील हैं और कांग्रेस के पदाधिकारी भी हैं। मुसलमानों के बीच शिवराज सिंह चौहान की छवि को लेकर वो कहते हैं, ''इनके ख़िलाफ़ कोई ख़ास नाराज़गी नहीं है। कुछेक चीज़ें हैं जिनसे मुसलमानों में इन पर भी संदेह बढ़ा। 31 अक्टूबर 2016 को भोपाल में पुलिस ने एनकाउंटर के नाम पर आठ लोगों को मार डाला। बिना किसी पुख्ता जांच के इन आठों को सिमी का सदस्य बता दिया गया और एक संदिग्ध एनकाउंटर को अंजाम देने वाले पुलिसकर्मियों को शिवराज सिंह ने पुरस्कृत किया। यह बिल्कुल ही नाइंसाफ़ी भरा रुख़ था।''
साजिद कहते हैं कि ऐसे ही मौक़ों पर दिग्विजय सिंह की कमी खलती हैं। वो कहते हैं, ''भले शिवराज सिंह चौहान व्यक्तिगत रूप से उदार हों लेकिन उनकी पार्टी की विचारधारा बाँटने वाली है और इसके ख़िलाफ़ वो नहीं जा सकते। दिग्विजय सिंह की धर्मनिरपेक्षता उनकी व्यक्तिगत पहचान है। अटल बिहारी वाजपेयी के बारे में कहा जाता था कि सही आदमी ग़लत पार्टी में है। शिवराज सिंह चौहान को लेकर भी मुझे कमोबेश ऐसा ही लगता है।''
84 साल के लज्जा शंकर हरदेनिया मध्य प्रदेश के जाने-माने पत्रकार रहे हैं। हरदेनिया मेनस्ट्रीम, दिनमान और इकनॉमिक टाइम्स के लिए काम कर चुके हैं और अभी ऑल इंडिया सेक्युलर फोरम से जुड़े हैं। हरदेनिया का मानना है कि शिवराज सिंह चौहान आरएसएस को एजेंडे बहुत ही चालाकी से आगे बढ़ा रहे हैं।

वो कहते हैं, ''2006 में शिवराज सिंह चौहान ने ही सरकारी कर्मचारियों के आरएसएस की शाखाओं में शामिल होने पर लगी पाबंदी हटाई। शिवराज ने आरएसएस की लाइन से अलग हटकर कोई काम नहीं किया है। मेरा मानना है कि इन्होंने मध्य प्रदेश में संपूर्ण हिन्दू राज स्थापित किया है। बुज़ुर्गों को मुफ़्त में तीर्थाटन कराते हैं। भला इससे कौन हिन्दू ख़ुश नहीं होगा।
उज्जैन के कुंभ में उमा भारती ने 200 करोड़ खर्च किए थे तो शिवराज सिंह ने कम से कम पाँच-छह हज़ार करोड़ खर्च किए। सारे साधु-संतों को ख़ुश किया। डीएम मुख्यमंत्री के साथ कुंभ में डूबकी लगाता था। आदि शंकराचार्य के नाम पर एक संस्थान बनाया अब इसमें लेक्चर होते हैं।''
हरदेनिया कहते हैं, ''शिवराज की इस राजनीति का मुक़ाबला करने के लिए कांग्रेस उनके ही तरीक़ों की नक़ल करती रही। कांग्रेस के ऑफिस में मूर्ति पूजा शुरू हुई। कांग्रेस अब बीजेपी की जूनियर पार्टनर बन गई है। उग्र हिन्दुत्व का मुक़ाबला उग्र धर्मनिरपेक्षतावाद से ही किया जा सकता है, लेकिन इन लोगों ने उदार हिंदुत्व को अपनाया और इसमें मुंह की ही खानी थी।''
कांग्रेस ने 11 नवंबर को मध्य प्रदेश के लिए घोषणापत्र जारी किया तो धर्मनिरपेक्षता पर उसकी दुविधा की एक झलक यहां भी दिखी। कांग्रेस के घोषणापत्र में कही एक लाइन प्रदेश भर में सुर्खियां बनीं और अगले दिन पार्टी इस पर कुछ भी कहने से बचती नज़र आई। वो लाइन है, ''शासकीय परिसरों में आरएसएस की शाखाएं लगाने पर प्रतिबंध लगाएंगे और शासकीय अधिकारी एवं कर्मचारियों को शाखाओं में जाने की छूट संबंधी आदेश निरस्त करेंगे।''
कांग्रेस नेता शोभा ओझा से यही सवाल पूछा कि क्या कांग्रेस वाक़ई सरकारी परिसरों में संघ की शाखाओं पर प्रतिबंध लगाएगी तो उन्होंने स्पष्ट रूप से कुछ भी नहीं कहा। वो इस सवाल को टालती नज़र आईं। कांग्रेस नेताओं का कहना है कि इसको ज़्यादा तुल देने से चीज़ें भटक जाएंगी। क्या कांग्रेस बीजेपी के उग्र हिन्दुत्व को लेकर दबाव में रहती है? शोभा ओझा इससे इनकार करती हैं, लेकिन साजिद अली इस बात को सहजता से स्वीकार करते हैं।
साजिद अली कहते हैं, ''कांग्रेस की धर्मनिरपेक्षता उग्र हिन्दुत्व के दबाव में है। जहां कांग्रेस को एमपी के विधानसभा चुनाव में कम से कम 12 मुस्लिम उम्मीदवार उतारने चाहिए थे, लेकिन तीन में ही निपटा दिया। मध्य प्रदेश में मुसलमान कम से कम नौ फ़ीसदी हैं। नौ फ़ीसदी मुसलमानों के लिए तीन टिकट कहां से न्यायोचित है? और तो और तीन में से जिन दो मुसलमानों को भोपाल उत्तर और मध्य से टिकट दिया गया है वो वो भी कोई सेक्युलर प्रत्याशी नहीं हैं। भोपाल मध्य से जिस आरिफ़ मसूद को टिकट दिया गया है वो मुस्लिम पर्सनल लॉ बोर्ड के सदस्य हैं और धार्मिक गोलबंदी के लिए जाने जाते हैं।''
साजिद कहते हैं कि अगर कांग्रेस सेक्युलर पार्टी है तो उसे केवल बहुसंख्यक सांप्रदायिकता को ही नहीं बल्कि अल्पसंख्यक सांप्रदायिकता को भी ख़ारिज करना होगा। आरिफ़ मसूद को टिकट दिए जाने पर कांग्रेस मध्य प्रदेश के प्रवक्ता पंकज चतुर्वेदी को भी एतराज है और वो कहते हैं कि यह ग़लत फ़ैसला है।
साजिद कहते हैं कि वो इसी मामले में दिग्विजय सिंह को ज़्यादा प्रतिबद्ध पाते हैं क्योंकि वो सिमी पर बैन लगाते हैं तो बजरंग दल पर भी प्रतिबंध लगाने की बात करते हैं।
साजिद का मानना है कि मध्य प्रदेश में बीजेपी का बढ़ना और कांग्रेस से मुसलमानों को टिकट मिलना लगातार कम होना, एक साथ घटित हुए हैं। वो कहते हैं कि कभी कांग्रेस मुसलमानों को 16 टिकट देती थी जो अब तीन पर आकर थम गई है। 1993 में दिग्विजय सिंह जब मुख्यमंत्री बने तो किसी भी मुस्लिम प्रत्याशी की जीत नहीं हुई थी। इसके बावजूद दिग्विजय सिंह ने इब्राहिम क़ुरैशी को अपनी कैबिनेट में मंत्री बनाया था।
हालांकि वो कहीं से विधायक नहीं चुने जा सके इसलिए 6 महीने बाद इस्तीफ़ा देना पड़ा था। अपने दूसरे कार्यकाल 1998 में दिग्विजय सिंह ने आरिफ़ अक़ील को मंत्री बनाया था। पिछले 15 सालों से आरिफ़ अक़ील मध्य प्रदेश विधानसभा में एकलौते मुस्लिम विधायक हैं।
ये वही भोपाल है जिसने शाकिर अली ख़ान को 1957 से 1972 तक मरते दम तक विधायक चुना। शाकिर अली ख़ान को शेर-ए-भोपाल के नाम से जाना जाता था। शाकिर भारतीय कम्युनिस्ट पार्टी से जीतते थे और उनकी पहचान किसी मुस्लिम नेता की नहीं बल्कि एक जननेता की थी।

एलएस हरदेनिया का मानना है कि मध्य प्रदेश में शाकिल अली ख़ान जैसा कोई विधायक नहीं हुआ। वो कहते हैं, ''शाकिर कांग्रेस के ख़िलाफ़ चुनाव जीतते थे, लेकिन नेहरू के मन में उनको लेकर काफ़ी इज़्ज़त थी। वो ख़ान साहब को शेर-ए-भोपाल कहते थे। ख़ान साहब के पास एक कमरा और एक चारपाई के सिवा पूरे जीवन में कुछ नहीं रहा।"
''अब इस शहर में न कोई शेर-ए-भोपाल है और न ही भारतीय कम्युनिस्ट पार्टी का वजूद।''
बीजेपी ने इन 15 सालों में 2008 में एक मुसलमान आरिफ़ बेग को भोपाल उत्तर से टिकट दिया जो हार गए थे और इस बार भी मात्र एक मुस्लिम प्रत्याशी फ़ातिमा सिद्दीक़ी को भोपाल उत्तर से आरिफ़ अक़ील के ख़िलाफ़ उतारा है। आख़िर बीजेपी को मुसलमानों को टिकट देने में समस्या क्या है?
इस सवाल के जवाब में मध्य प्रदेश के बीजेपी प्रवक्ता दीपक विजयवर्गीय का कहना है कि बीजेपी धर्म के आधार पर नहीं बल्कि जीतने की क्षमता को आधार बनाकर टिकट देती है।
तो क्या किसी प्रत्याशी का मुसलमान होना उसके चुनाव हारने की गारंटी है? इस सवाल का जवाब न कांग्रेस के पास है और न ही बीजेपी के पास। महिलाओं को टिकट देने के मामले में भी दोनों पार्टियों का यही तर्क है। इस बार बीजेपी ने 230 सीटों वाली विधानसभा में 25 महिलाओं को प्रत्याशी बनाया है तो कांग्रेस ने 26 ।
साजिद अली कहते हैं कि मुसलमानों के प्रतिनिधित्व को लेकर प्रदेश की राजनीति में अर्जुन सिंह और दिग्विजय सिंह का कोई जवाब नहीं है। वो कहते हैं, ''अगर बीजेपी ये तर्क देती है कि मुसलमान उसे वोट नहीं करते हैं इसलिए टिकट नहीं देती है तो इसके लिए ज़िम्मेदार कौन है? क्या बीजेपी ने मुसलमानों के ख़िलाफ़ नफ़रत नहीं बढ़ाई है और अगर बढ़ाई है तो उसे वोट कैसे मिलेगा। अब बीजेपी किसी मुसलमान को टिकट देती भी है तो लोग छलावे की तरह देखते हैं।''
हालांकि मध्य प्रदेश बीजेपी की प्रवक्ता राजू मालवीय साजिद अली की बातों से सहमत नहीं हैं। वो कहती हैं कि शिवराज सरकार की जितनी जनकल्याणकारी योजनाएं हैं उनमें कोई भेदभाव नहीं है और सबको बराबर का फ़ायदा मिल रहा है। भोपाल उत्तर से चुनाव लड़ रहे आरिफ़ अक़ील के सहयोगी और भोपाल नगर निगम के कॉर्पोरेटर मोहम्मद सरवर का मानना है कि उमा भारती की तुलना में शिवराज सिंह अच्छे हैं।
वो कहते हैं, ''अगर मुसलमान बीजेपी को वोट करता भी है तो शिवराज सिहं चौहान के कारण।'' हालांकि आरिफ़ अक़ील को लगता है कि उमा और शिवराज में व्यक्तिगत स्तर पर भले फ़र्क़ हो सकता है लेकिन वैचारिक और सैद्धांतिक स्तर पर दोनों एक जैसे हैं।
एलएस हरदेनिया को लगता है कि शिवराज सिंह ने बिना शोर मचाए मध्य प्रदेश का हिन्दूकरण किया है। हरदेनिया ने 2014 में सरस्वती शिशु मंदिर में पढ़ाए जाने वाली कुछ सप्लीमेंट्री किताबों पर एक स्टडी की थी। उनका कहना है कि इन किताबों के ज़रिए स्कूलों में बच्चों को संघ की विचारधारा से प्रशिक्षित किया जा रहा है।
वो कहते हैं, ''शिशु मंदिर की इन सप्लीमेंट्री किताबों में लिखा है कि इस्लाम तलवार के दम पर फैला है। महात्मा गांधी की जन्म की तिथि तो है पर मृत्यु की तिथि नहीं है। एक चैप्टर है कि अगर गंगा जल को अपने घर में शीशी में रखें तो वो सैकड़ों साल तक ख़राब नहीं होगा। इन किताबों में महापुरुषों के नाम में नेहरू नहीं मिलते हैं। मैंने दिग्विजय सिंह को भी इन सारी चीज़ों को रोकने के लिए कहा लेकिन वो भी इसे रोक नहीं पाए।''
