"कौस्तुब बहुत ज़िद्दी हो गया है, अपनी चीज़ें किसी से शेयर ही नहीं करता। बस हर बात अपनी ही मनवाता है। और दिन भर मेरे साथ ही चिपका रहता है।" 35 साल की अमृता दिन में एक बार ये शिकायत अपनी मां से फोन पर ज़रूर करती है। हर बार मां का जवाब भी एक सा ही होता है। "दूसरा बच्चा कर लो, सब ठीक हो जाएगा।"
अमृता दिल्ली से सटे नोएडा में रहती हैं और स्कूल में टीचर है। कौस्तुब 10 साल का है। पति भी प्राइवेट कंपनी में नौकरी करते हैं। हर दिन अमृता के लिए सुबह की शुरुआत 5 बजे होती है। पहले बेटे को उठाना, फिर उसे तैयार करना, फिर साथ में नाश्ता और टिफिन भी तैयार करना। सुबह झाडू, पोछा और डस्टिंग के बारे में सोचती तक नहीं हैं।

सोचे भी कैसे? इतना करने में ही सात कब बज जाते हैं इसका पता ही नहीं चलता। बेटे के साथ साथ अमृता खुद भी तैयार होती हैं क्योंकि वो सरकारी स्कूल में टीचर हैं। आठ बजे उन्हें भी स्कूल पहुंचना होता है।
पिछले 7-8 साल से अमृता का जीवन इसी तरह से चल रहा है। बेटे की तबियत खराब हो, या फिर बेटे के स्कूल में कोई कार्यक्रम ज़्यादातर छुट्टी अमृता को ही लेनी पड़ती है। इसलिए अमृता अब दूसरा बच्चा करना नहीं चाहती। और अपनी तकलीफ मां को वो समझा नहीं पाती।
उद्योग मंडल एसोचैम ने हाल ही में देश के 10 मेट्रो शहरों में कामकाजी महिलाओं के साथ एक सर्वे किया। सर्वे में पाया की 35 फीसदी महिलाएं एक बच्चे के बाद दूसरा बच्चा नहीं चाहतीं। उनका नया नारा है - हम दो, हमारा एक।
अमृता भी इसी नक्शे-कदम पर चल रही हैं। सवाल उठता है कि आखिर अमृता दूसरा बच्चा क्यों नहीं चाहतीं?

बच्चा पालने का खर्च
वो हंस कर जवाब देती हैं, "एक समस्या के हल के लिए दूसरी समस्या पाल लूं ऐसी नसीहत तो मत दो?" अपनी इस लाइन को फिर वो विस्तार से समझाना शुरू करती हैं।
"जब कौस्तुब छोटा था तो उसे पालने के लिए दो-दो मेड रखे, फिर प्ले-स्कूल में पढ़ाने के लिए इतनी फ़ीस दी जितने में मेरी पीएचडी तक की पढ़ाई पूरी हो गई थी। उसके बाद स्कूल में एडमिशन के लिए फ़ीस। हर साल अप्रैल का महीना आने से पहले मार्च में जो हालत होती है वो तो पूछो ही मत। स्कूल की फ़ीस, ट्यूशन की फ़ीस, फ़ुटबॉल कोचिंग, स्कूल की ट्रिप और दूसरी डिमांड, दो साल बाद के लिए कोचिंग की चिंता अभी से होने लगी है। क्या इतने पैसे में दूसरे बच्चे के लिए गुंजाइश बचती है।"
अमृता की इसी बात को मुंबई में रहने वाली पूर्णिमा झा दूसरे तरीके से कहती हैं। "मैं नौकरी इसलिए कर रही हूं क्योंकि एक आदमी की कमाई में मेट्रो शहर में घर नहीं चल सकता। एक बेटा है तो उसे सास पाल रही हैं। दूसरे को कौन पालेगा। एक और बच्चे का मतलब ये है कि आपको एक मेड उसकी देखभाल के लिए रखनी पड़ेगी। कई बार तो दो मेड रखने पर भी काम नहीं चलता। और मेड न रखो को क्रेच में बच्चे को छोड़ो। ये सब मिलाकर देख लो तो मैं एक नहीं दो बच्चे तो पाल ही रही हूं। तीसरे की गुंजाइश कहां हैं?"
एक बच्चे पर मुंबई में कितना खर्चा होता है?
इस पर वो फौरन फोन के कैलकुलेटर पर खर्चा जुड़वाना शुरू करती हैं। महीने में डे केयर का 10 से 15 हजार, स्कूल का भी उतना ही लगता है। स्कूल वैन, हॉबी क्लास, स्कूल ट्रिप, बर्थ-डे सेलिब्रेशन (दोस्तों का) इन सब का खर्चा मिला कर 30 हज़ार रुपए महीना कहीं नहीं गया। मुंबई में मकान भी बहुत मंहगे होते हैं। हम ऑफिस आने जाने में रोजाना 4 घंटे खर्च करते हैं, फिर दो बच्चे कैसे कर लें। न तो पैसा है और न ही वक्त। मेरे लिए दोनों उतने ही बड़ी वजह है।

एसोचैम सोशल डेवलपमेंट फाउंडेशन की रिपोर्ट अहमदाबाद, बैंगलूरू, चेन्नई, दिल्ली-एनसीआर, हैदराबाद, इंदौर, जयपुर, कोलकाता, लखनऊ और मुंबई जैसे 10 मेट्रो शहरों पर आधारित है। इन शहरों की 1500 कामकाजी महिलाओं से बातचीत के आधार पर ये रिपोर्ट तैयार की कई थी।
रिपोर्ट में कुछ और वजहें भी गिनाई गई हैं। कामकाजी महिलाओं पर घर और ऑफिस दोनों में अच्छे प्रदर्शन का दबाव होता है, इस वजह से भी वो एक ही बच्चा चाहती हैं। कुछ महिलाओं ने ये भी कहा की एक बच्चा करने से कई फायदे भी है। कामकाज के आलावा मां सिर्फ बच्चे पर ही अपना ध्यान देती है। दो बच्चा होने पर ध्यान बंट जाता है।
फिर एक ही बच्चा क्यों न करें!
बच्चों के अधिकारों के लिए काम करने वाली संस्था एनसीपीसीआर की अध्यक्ष स्तुति कक्कड़ इस ट्रेंड को देश के लिए ख़तरनाक मानती हैं। उनके मुताबिक, "हम दो हमारे दो का नारा इसलिए दिया गया था क्योंकि ओनली चाइल्ड इस लोनली चाइल्ड होता है। देश की जनसंख्या में नौजवानों की संख्या पर इसका सीधा असर पड़ता है। चीन को ही ले लीजिए, वो भी अपने यहां इस वजह से काफी बदलाव ला रहे हैं।"
लेकिन एक बच्चा पैदा करने के कामकाजी महिलाओं के निर्णय को स्तुति बच्चों पर होने वाले खर्चे से जोड़ कर देखना सही नहीं है। उनका कहना है महंगे स्कूल में पढ़ाने की जरूरत क्या है? कामकाजी महिलाएं बच्चों को सरकारी स्कूल में पढ़ाएं?
तसमीन खजांची खुद एक मां हैं और एक पेरेंटिंग एक्सपर्ट भी। उनकी छह साल की बेटी है। वो कहती हैं, "दो बच्चे होना बहुत जरूरी है। मां-बाप के लिए नहीं बल्कि बच्चों के लिए। बच्चों को आठ दस साल तक दूसरे भाई-बहन की जरूरत नहीं होती। लेकिन बड़े होने के बाद उन्हें कमी खलती है। तब उन्हें शेयर और केयर दोनों के लिए एक साथी भाई-बहन की जरूरत पड़ती है। बच्चे बड़े भाई बहन से बहुत कुछ सीखते हैं।
"अकसर महिलएं न्यूक्लियर फैमिली के आड़ में अपने निर्णय को सही बताती हैं। लेकिन ये ग़लत है। बच्चा पल ही जाता है। अपने परेशानी के लिए बड़े बच्चे का बचपन नहीं छीनना चाहिए। ये रिसर्च के आधार पर नहीं कह रही हूं लोगों के मिलने के बाद उनके अनुभव के आधार पर कह रही हूं।"
