कांग्रेस शासित राज्य कर्नाटक ने आख़िरकार लिंगायत को हिन्दू धर्म से अलग धर्म का दर्ज़ा देने का दांव केंद्र सरकार के पाले में डाल दिया है। कर्नाटक की सिद्धारमैया सरकार ने लिंगायतों को धार्मिक अल्पसंख्यक का दर्ज़ा देने के लिए अपनी सिफ़ारिश केंद्र सरकार के पास भेजने का फ़ैसला किया है।

मुख्यमंत्री सिद्धारमैया के इस क़दम से बीजेपी के वोट बैंक को झटका लग सकता है। लिंगायत पारंपरिक रूप से अपना मतदान बीजेपी के पक्ष में करते रहे हैं। कर्नाटक में 6 से 7 हफ़्ते बाद विधानसभा चुनाव के लिए मतदान होने हैं, ऐसे में राज्य सरकार का यह क़दम बीजेपी को पशोपेश में डालने वाला है।

हालांकि कनार्टक बीजेपी के प्रदेश अध्यक्ष बीएस येदियुरपा ने इस फ़ैसले का पहले समर्थन किया था। येदियुरपा भी लिंगायत ही हैं। बीजेपी ने येदियुरपा के नेतृत्व में ही विधानसभा चुनाव लड़ने का फ़ैसला किया है।

हालांकि अब येदियुरपा का कहना है कि इस मुद्दे पर समाज का मार्गदशन अखिल भारतीय वीरशैवा महसभा को करना चाहिए। लिंगायत समुदाय के लोग न केवल कर्नाटक में हैं बल्कि महाराष्ट्र, तेलंगाना, आंध्र प्रदेश, तमिलनाडू और केरल में भी हैं। यहां तक कि महाराष्ट्र के तत्कालीन मुख्यमंत्री पृथ्वीराज चव्हाण ने भी इसी तरह की सिफ़ारिश केंद्र सरकार को भेजी थी। अब गेंद केंद्र सरकार के पाले में है कि वो राज्य सरकार की सिफ़ारिश को स्वीकार करती है या नहीं।

पशोपेश में बीजेपी
राज्य सरकार की यह सिफ़ारिश प्रदेश में बीजेपी के उन नेताओं को परेशान करने वाली है जो लिंगायत समुदाय से हैं। कर्नाटक में लगभग 10 फ़ीसदी लिंगायत हैं। अगर इन्हें धार्मिक रूप से अल्पसंख्यक का दर्ज़ा मिलता है तो समुदाय में आर्थिक और सामाजिक रूप से पिछड़े लोगों को आरक्षण का फ़ायदा मिलेगा।

प्रदेश के क़ानून मंत्री टीबी जयचंद्र ने कहा, ''कैबिेनेट ने साफ़ कर दिया है कि लिंगायत धर्म के लोगों को आरक्षण मुसलमान, ईसाई, जैन, बौद्ध और सिखों के आरक्षण की क़ीमत पर नहीं मिलेगा। यह फ़ाय़दा अन्य धार्मिक और भाषिक अल्पसंख्यकों को मिलने वाले आरक्षण में से नहीं मिलेगा।''

इस मामले में राज्य मंत्रिमंडल ने विशेषज्ञों की समिति की सिफ़ारिशों को स्वीकार किया है। जस्टिस नागमोहन दास की अध्यक्षता वाली समिति ने लिंगायतों को धार्मिक अल्पसंख्क का दर्ज़ा देने की सिफ़ारिश की है। सभी लिंगायत और वीरशैवा-लिंगायत 12वीं सदी के समाज सुधारक बासवेश्वरा के दर्शन पर भरोसा करते हैं।

हिन्दू से अलग लिंगायत
इसका मतलब यह हुआ कि जो वीरशैवा हैं, लेकिन उनकी आस्था बासवेश्वरा में नहीं है और वे वैदिक कर्मकांडों में भरोसा करते हैं उन्हें धार्मिक अल्पसंख्यक का दर्ज़ा नहीं मिलेगा क्योंकि वो व्यवहार और आस्था की कसौटी पर हिन्दू हैं। बासवेश्वरा जन्म से ब्राह्मण थे और उन्होंने हिन्दू धर्म में मौजूद जातिवाद के ख़िलाफ़ लड़ाई लड़ी थी।

लिंगायतों को धार्मिक अल्पसंख्यक का दर्ज़ा दिलाने की लड़ाई शुरू करने वाले फोरम के एक पदाधिकारी ने कहा, ''शुरू में लिंगायतों के भीतर दलितों ने एक आंदोलन शुरू किया था। ऐसा इसलिए कि क्योंकि समुदाय के भीतर ऊंची जाति से लिंगायत बने लोगों को जो फ़ायदा मिला वो दलितों को नहीं मिल सका था।''

लिंगायतों में भी जातियां
इस एक्सपर्ट समिति के एक सदस्य का कहना है कि लिंगायतों में 99 जातियों में से आधे से ज़्यादा दलित या पिछड़ी जातियों से हैं। लिंगायतों की पहली महिला जगद्गुरु माठे महादेवी ने बीबीसी हिन्दी से कहा, ''इस फ़ैसले का हम स्वागत करते हैं। हमलोगों की न केवल हिन्दुओं से अलग जाति है बल्कि हम धार्मिक रूप से भी अल्पसंख्यक हैं। इससे हमारे लोगों को फ़ायदा होगा।''

पूर्व अतिरिक्त मुख्य सचिव और लिंगायत धर्म होराट्टा समिति के संयोजक डॉ एसएम जामदार ने कहा, ''यह सच है कि पहले से धार्मिक रूप से अल्पसंख्यक लोगों को मिलने वाले आरक्षण में कोई कटौती नहीं होगी। इसका मतलब यह हुआ कि हमारे लिए अलग से बजट का आवंटन किया जाएगा।''

अब सवाल उठता है कि अगर कांग्रेस को किसी भी तरह का चुनावी फ़ायदा मिलता है तो क्या इससे बीजेपी के वोट बैंक में सेंध लगेगी? राजनीतिक विश्लेषक और लिंगायत राजनीति को क़रीब से देखने वाले महादेव प्रकाश कहते हैं, ''उत्तरी कर्नाटक के कुछ ज़िलों में कांग्रेस को आंशिक रूप से मदद मिल सकती है। लेकिन दक्षिणी ज़िलों में मठों के प्रभाव के कारण इसका कोई फ़ायदा नहीं होगा। मैसूर में सुत्तुर मठ और टुमकुर में सिद्धगंगा मठ का व्यापक प्रभाव है।''

इसे लेकर कांग्रेस में भी राय बँटी हुई है। नाम नहीं बताने की शर्त पर कांग्रेस के एक पूर्व मंत्री ने कहा, ''लिंगायत उम्मीदवारों और स्थानीय लिंगायत मठ के स्वामीजी के बीच संबंधों पर सब कुछ निर्भर करता है।'' बीजेपी के एक शीर्ष नेता भी नाम नहीं बताने की शर्त पर कहा कि यह बहुत संवेदनशील मसला है और वो इस पर कोई टिप्पणी नहीं करना चाहेंगे।

आधिकारिक रूप से बीजेपी का कहना है कि कांग्रेस समाज को बाँट रही है। पार्टी ने अपने बयान में कहा है, ''यह दुर्भाग्यपूर्ण है कि राज्य सरकार ने पूरे मुद्दे का राजनीतीकरण करने का फ़ैसला किया है। पार्टी इस बात पर शुरू से ही कायम है कि इस मुद्दे पर वीराशइवा महासभा और मठाधीशों को फ़ैसला लेने दिया जाए।''
