कुछ दिन पहले बेंगलुरु के एक फ़्लैट से मिले दस हज़ार मतदाता पहचान पत्रों को लेकर भाजपा और कांग्रेस एक-दूसरे पर निशाना साध रही हैं। इस बीच अधिकारियों ने मतदाता पहचान पत्रों के वैध होने की पुष्टि की है।
भाजपा के राष्ट्रीय नेताओं, यहां तक कि अध्यक्ष अमित शाह ने भी मतदाता पहचान पत्र मिलने के इस मौके को नहीं छोड़ा और कांग्रेस पार्टी पर जमकर निशाना साधा। दोनों ही पार्टियां एक-दूसरे पर लोकतांत्रिक प्रक्रिया में खलल डालने के आरोप लगा रही हैं क्योंकि दोनों को लगता है कि इस काम के पीछे दूसरी पार्टी है जो विधानसभा चुनाव हार रही है। कर्नाटक में 12 मई को विधानसभा चुनाव होने हैं।
'वैध हैं मतदाता पहचान पत्र'
बृहत बेंगलुरु महानगर पालिका (बीबीएमपी) के विशेष चुनाव आयुक्त मनोज राजन ने बीबीसी से कहा, "बरामद किए गए दस हज़ार मतदाता पहचान पत्रों में से हमने 800 की पुष्टि की है। ये सभी राजाराजेश्वरी विधानसभा क्षेत्र के 31 पोलिंग बूथों के वास्तविक मतदाताओं के पहचान पत्र हैं और इन पर अंकित नाम सही हैं।"
उन्होंने कहा, "इन 800 में से 688 पुरानी मूल निर्वाचक नामावली में से हैं जबकि बाक़ी के पहचान पत्र परिशिष्ट एक और दो की मतदाता सूचियों से हैं।" कर्नाटक चुनावों में दोनों मुख्य प्रतिद्वंद्वी पार्टियों कांग्रेस और भाजपा के अलावा बाक़ी लोग बेंगलुरु के एक फ़्लैट से इन मतदाता पहचान पत्रों के मिलने से हैरान नहीं हैं।
भारतीय कम्युनिस्ट पार्टी (एमएल) के राज्य महासचिव क्लिफ़्टन डी'रोज़ारियो कहते हैं, "ये तो काफ़ी समय से हो रहा है। आप जानते हैं कि लोगों को वोट डालने के लिए पैसे दिए जा रहे हैं।"
'पहले से होता आ रहा है ऐसा'
अधिकारियों के अलावा कई और लोग नाम न छापने की शर्त पर जो एक बात कह रहे हैं वो ये है कि ये मतदाता पहचान पत्र किसी ऐसे व्यक्ति ने एकत्रित किए हैं जिसका एक वर्ग के मतदाताओं पर प्रभाव या नियंत्रण है। ये संख्या 50 से लेकर कई हज़ार तक हो सकती है।
डी'रोज़ारियो कहते हैं, "वे लोग उम्मीदवारों के पास जाते हैं और कहते हैं कि आप हमें इतना पैसा दीजिए और बदले में इतने वोट लीजिए। मतदाता पहचान पत्र उम्मीदवार के एजेंट को सौंप दिए जाते हैं। ये मतदाता पहचान पत्र तब ही वापस किए जाते हैं जब मतदाता वोट डालने बूथ पर आता है।"
डी'रोज़ारियो कहते हैं, "नए-नए तरीके सामने आते रहते हैं। ध्यान देने लायक बात यह है कि ऐसा होता आ रहा है। चुनाव में ताक़त और पैसे का इस्तेमाल वोट ख़रीदने के लिए हो रहा है जो लोकतंत्र की मूल भावना के ख़िलाफ़ है।"

ऐसे सामने आया मामला
ऑल्टरनेटिव लॉ फ़ोरम से जुड़े विनय श्रीनिवासन कहते हैं, "दाल में कुछ तो काला है। जो छापा उस दिन मारा गया था, वह शुरू में बीबीएमपी या चुनाव आयोग के अधिकारियों ने नहीं मारा था। कुछ ही देर बाद दो केंद्रीय मंत्री अपार्टमेंट पहुंचे और आधी रात में ही प्रेस कॉन्फ्रेंस की गई।"
पुलिस ने इस संबंध में दो लोगों पर मारपीट का मुक़दमा दर्ज किया है। आरोप है कि इन लोगों ने अपार्टमेंट में पहुंचे भाजपा कार्यकर्ताओं के साथ मारपीट की थी। इसके कुछ देर बाद ही मुख्य चुनाव अधिकारी (सीईओ) के दफ़्तर में जलहल्ली इलाक़े के इस अपार्टमेंट से फ़र्ज़ी मतदाता पत्र मिलने की शिकायत दर्ज करवाई गई थी।
मौक़े पर पहुंचे चुनाव आयोग के अधिकारियों को हज़ारों की तादाद में मतदाता पहचान पत्र मिले थे जिन्हें बेहद करीने से पैक किया गया था। पहचान पत्रों के ऊपर मतदाताओं के फ़ोन नंबर तक थे। मुख्य चुनाव अधिकारी ने आधी रात के क़रीब मीडिया को संबोधित किया और इसके आधे घंटे बाद ही बीजेपी के दो केंद्रीय मंत्रियों अनंत कुमार और प्रकाश जावडेकर ने प्रेस कॉन्फ्रेंस की। इसके बाद कांग्रेस के प्रवक्ता रणदीप सुरजेवाला ने भी मीडिया को संबोधित किया।
बीबीएमपी के विशेष चुनाव आयुक्त राजन कहते हैं, "ये तो स्पष्ट है कि किसी ने इन मतदाता पहचान पत्रों को इकट्ठा किया है, फिर उसका मक़सद चाहे प्रलोभन हो या कुछ और। अब पुलिस इस मामले की जांच कर रही है। हमने इस बात की पुष्टि की है कि ये मतदाता पहचान पत्र फ़र्ज़ी नहीं है।"
इस मामले में जनप्रतिनिधि क़ानून की धारा 135 ए के तहत मुक़दमा दर्ज किया गया है। इस धारा के तहत बूथ कैप्चरिंग, मतदाता पहचान पत्र इकट्ठा करने जैसे आरोप शामिल हैं जिनके साबित होने पर पांच साल तक की जेल हो सकती है।
