ऐमेंडा रुगेरी (बीबीसी कैपिटल)
दुनिया में कोई काम सिर्फ़ मर्द या औरत का नहीं होता। कुदरत ने दोनों के साथ कोई भेद नहीं किया। लेकिन, समाज ने औरतों के साथ हमेशा फ़र्क बरता है। माना गया कि औरत का काम घर संभालने और बच्चे पैदा करने तक ही सीमित है। लेकिन जिस समाज ने भी औरतों को आगे बढ़ने का मौक़ा दिया है, वहां उन्होंने मर्दों के कंधे से कंधा मिलाकर, बल्कि कई बार तो आगे बढ़कर अपना हुनर दिखाया है।
महिलाओं के हुनर की एक अच्छी मिसाल देखने को मिलती है, अरब देश जॉर्डन में। जहां महिलाओं ने ख़ुद को स्वाबलंबी बनने के लिए वो पेशा अपनाया है, जो सिर्फ़ मर्दों का माना जाता था। जॉर्डन का लगभग 75 फ़ीसदी हिस्सा रेगिस्तान है। इसकी सरहद सऊदी अरब, इराक़, सीरिया, इज़रायल और फ़लिस्तीन से मिलती है। हालांकि डेड सी जॉर्डन के पास ही है। मगर उसका पानी बेहद ख़ारा है। नतीजा ये है कि जॉर्डन के लोगों के पास पानी की बेहद कमी है। और जो बचा-खुचा पानी है भी, वो भी तेज़ी से ख़त्म हो रहा है।
एक अंदाज़ के मुताबिक़ जॉर्डन के लोगों को साल में औसतन 150 क्यूबिक मीटर पानी मिलता है। जबकि एक अमरीकी नागरिक औसतन इसका छह गुना यानी 900 क्यूबिक मीटर पानी हर साल इस्तेमाल के लिए पाता है। दुनिया के औसत की बात करें, तो बाक़ी दुनिया के मुक़ाबले जॉर्डन के लोग महज़ एक चौथाई हिस्से के बराबर पानी पाते हैं।
जॉर्डन में पानी की तंगी
जॉर्डन में पानी की क़िल्लत सिर्फ़ भौगोलिक परिस्थितियों की वजह से नहीं है बल्कि सियासी खींचतान भी इसके लिए ज़िम्मेदार है। यहां से निकलने वाली जॉर्डन नदी के पानी के बंटवारे को लेकर पड़ोसी देशों से उसकी रस्साकशी रहती है।
असल में जॉर्डन नदी में लेबनान, सीरिया, इज़राइल और फ़लिस्तीनी इलाक़ों से छोटी-छोटी सहायक नदियां आकर मिलती हैं। इसी वजह से ये सभी देश भी जॉर्डन नदी के पानी पर अपना हक़ जताते हैं। नदी के पानी पर अधिकार तो सब जमाते हैं। लेकिन, इसके स्रोतों की देखभाल कोई नहीं करता। जिसके चलते जॉर्डन की सहायक नदियां सूख रही हैं। सीरिया की जंग ने इस परेशानी को और बढ़ा दिया है।
बढ़ रहा है पानी का यह संकट
इसी साल मार्च महीने तक जॉर्डन में रहने वाले सीरियाई शरणार्थियों की आधिकारिक संख्या छह लाख पैंसठ हज़ार तक पहुंच चुकी है। जबकि जॉर्डन के मीडिया मंत्री मोहम्मद मोमानी के मुताबिक़ ये तादाद क़रीब 13 लाख है। वहीं ख़ुद जॉर्डन की आबादी महज़ एक करोड़ है। ऐसे में 13 लाख शरणार्थियों का बोझ उठा पाना जॉर्डन के लिए बेहद मुश्किल हो रहा है। इससे भी जॉर्डन में पानी का संकट बढ़ रहा है।
पानी के बर्बादी की एक बड़ी वजह 'लीकेज'
जॉर्डन में पानी की कमी की एक और बड़ी वजह है लीकेज। बहुत से इलाकों में क़रीब 76 फ़ीसदी पानी नलों में आने से पहले ही टपक-टपक कर बर्बाद हो जाता है। एक अंदाज़े के मुताबिक़ अगर पानी के लीकेज को कंट्रोल कर लिया जाए, तो बर्बाद होते इस पानी से जॉर्डन की एक चौथाई आबादी यानी क़रीब 26 लाख लोगों की पानी की ज़रूरत पूरी की जा सकती है। पानी की इस बर्बादी को रोकने में प्लंबर अहम रोल निभा सकते हैं। उसे ठीक कर सकते हैं। प्लंबिंग का पेशा आम तौर पर मर्दों का एकाधिकार माना जाता है।
टपकते नल की मरम्मत के लिए घर में मर्द का होना ज़रूरी
जॉर्डन के समाज में पर्दा प्रथा है। अगर किसी घर में पानी टपक रहा है। तो उसे रोकने के लिए घर की महिलाएं तब तक प्लंबर नहीं बुला सकतीं, जब तक घर में कोई मर्द न हो। नतीजा ये कि मर्दों के इंतज़ार में हज़ारों लीटर पानी लीकेज के चलते बर्बाद हो जाता है। लेकिन अब जॉर्डन की सरकार ने इस समस्या का समाधान बेहद दिलचस्प नुस्खे से निकाला है।
अब प्लंबिंग के पेशे में उतरीं महिलाएं
सरकार ने क़रीब 300 महिलाओं को प्लंबिंग की ट्रेनिंग देकर लीकेज ठीक करने का काम सौंपा है। इन महिला प्लंबरों में दस फ़ीसदी सीरियाई शरणार्थी महिलाएं हैं। इसकी शुरुआत की ताहानी शत्ती और उनकी चचेरी बहन ख़ावला शत्ती नाम की महिलाओं ने की थी।
ये दोनों बहनें जॉर्डन की पहली महिला प्लम्बर हैं। ख़ावला के मुताबिक़ इस काम से ना सिर्फ़ समस्या का निपटारा हो रहा है बल्कि ख़ुद की कमाई से वो अपने पैरों पर खड़ी हो सकी हैं। इससे पहले वो अकेले कभी घर से बाहर नहीं निकलती थीं। लेकिन आज वो कहीं भी बेझिझक चली जाती हैं।
पानी की बढ़ती क़िल्लत को देखते हुए जॉर्डन के पानी मंत्रालय ने एक कार्यक्रम शुरू किया था वॉटर वाइज़ वुमेन। ये प्रोग्राम जर्मनी की संस्था एजेंसी फॉर इंटरनेशनल को-ऑपरेशन यानी जी.आई.ज़ेड के सहयोग से शुरू किया गया है। इसके तहत क़रीब 300 महिलाओं को ट्रेनिंग दी गई, जो 15 अलग-अलग जगहों पर काम कर रही हैं।
जॉर्डन की पहली प्लंबर महिलाएं
ये प्रोग्राम इतना लोकप्रिय हुआ है कि ट्रेनिंग लेने वाली महिलाओं की संख्या तेज़ी से बढ़ रही है। शुरुआत में इस प्रोग्राम से 17 महिलाएं जुड़ी थीं। ताहानी और ख़ावला शत्ती इसी ग्रुप का हिस्सा थीं। घर से बाहर क़दम निकालना और मर्दाना पेशा अपनाना आसान नहीं था। शवाला नाम की प्लम्बर कहती हैं कि उनका परिवार इसके लिए राज़ी नहीं था। लेकिन उन्हें पति का साथ मिला और वो इस प्रोग्राम का हिस्सा बन गईं।
जबकि ताहानी का कहना है कि उन्हें अपने परिवार को राज़ी करने के लिए काफ़ी मशक़्क़त करनी पड़ी। ट्रेनिंग पर जाने के लिए वो अपना यूनिफ़ार्म साथ लेकर जाती थीं और किसी दोस्त के घर कपड़े बदल कर काम के लिए निकलती थीं, ताकि उन्हें कोई पहचान ना पाए।

वॉटर वेडिंग डे
ताहानी और ख़ावला के मुताबिक़ ट्रेनिंग के वक़्त उन्हें नहीं पता था कि उनके देश में पानी कि कितनी बड़ी क़िल्लत है और क्यों है। उन्हें तो सिर्फ़ ये पता था कि हफ्ते में सिर्फ़ दो दिन ही पानी आएगा। जिस दिन पानी आता था उस दिन को वो वॉटर वेडिंग डे कहती थीं। ये दो दिन उनके लिए जश्न वाले होते थे क्योंकि घर की धुलाई से लेकर कपड़े धोने और पानी से होने वाले दूसरे सभी काम इन्हीं दो दिनों में किए जाते थे।
ट्रेनिंग लेने के बाद भी इन महिलाओं ने प्लंबिंग को पेशा बनाने के बारे में नहीं सोचा था। लेकिन जितना भी काम सीखा था, वो उन्हें अच्छा लगा था। काम सीखने से पहले तक वो हैरान होती थीं कि उनका टैंक समय से पहले कैसे खाली हो जाता है। लेकिन काम सीखने के बाद उन्हें इसकी वजह पता चल गई। दरअसल उनके टैंक की फिटिंग में बहुत छोटे लीकेज थे। जिसकी वजह से टैंक से पानी लगातार रिसता रहता था। पानी बाज़ार से ख़रीदने तक की नौबत आ जाती थी। लेकिन काम सीखने के बाद उन्होंने इस समस्या को ख़ुद ही निपटा लिया।
नक़ाबपोश महिला प्लंबर
ये नक़ाबपोश महिला प्लंबर अपनी यूनिफ़ार्म में अपने टूल बॉक्स के साथ घर घर जाती हैं। पानी की लीकेज ठीक कर कई लीटर पानी बचाती हैं। ऐसा नहीं है कि सिर्फ़ जॉर्डन में ही महिलाएं प्लम्बर का काम कर रही हैं। बल्कि दुनिया के बहुत से देशों में महिलाएं इस काम को अंजाम दे रही हैं मिसाल के लिए ब्रिटेन में क़रीब छह फ़ीसदी कामकाजी राजमिस्त्री, इलेक्ट्रिशियन और प्लंबर का काम करती हैं।
जॉर्डन के मामले में ये बात अनोखी इसलिए लगती है क्योंकि यहां महिलाएं दुनिया के दूसरे देशों की महिलाओं की तरह आज़ाद नहीं हैं। उन्हें पर्दे में घर की चारदीवार में रहना पड़ता है।
महिलाओं की ज़िंदगी बदल गई
ताहानी कहती हैं कि जब महिलाएं काम के लिए घर से बाहर निकलती हैं, तो परिवार के लोग ही उनका मज़ाक़ बनाते हैं। उन्हें ये कह कर चिढ़ाया जाता है कि ये काम तुम्हारे बस का नहीं है। लेकिन महिलाएं उन्हें अपने काम से जवाब देती हैं। ख़ावला कहती हैं कि इस काम ने जॉर्डन की महिलाओं की ज़िंदगी बदल दी है। ख़ुद की कमाई ने उनमें आत्मविश्वास बढ़ाया है।
ख़ावला के शौहर रिटायर्ड हैं। ऐसे में वही अपने परिवार की आमदनी का ज़रिया हैं। इसी तरह ताहानी के पति का भी कोई लगा बंधा काम नहीं है। उनकी कमाई से ही घर का ख़र्च चलता है। वो महीने में 350 जॉर्डन दीनार की कमाई कर लेती हैं, जो कि इस इलाक़े में घर चलाने के लिए काफ़ी है।
इसके अलावा घर से बाहर निकलने से उनका सामाजिक दायरा बढ़ा है। वो जहां भी काम करने जाती हैं वहां की महिलाओं से मेल-जोल कर लेती हैं। उन महिलाओं को किसी भी तरह की मदद की ज़रूरत होती है, तो, वो उन्हें फ़ोन कर देती हैं। मसलन अगर किसी को घर में सफ़ाई वाली की ज़रूरत है, तो ताहानी अपनी जान पहचान की किसी महिला को वहां काम पर लगवा देती हैं। इसके ऐवज़ में उन्हें कमीशन मिलता है। इस तरह उनके लिए कमाई का एक और रास्ता खुलता है।
30 से 40 फ़ीसदी पानी की बर्बाद रुकी
जॉर्डन के जल और सिंचाई मंत्रालय का कहना है कि जिस मक़सद से ये प्रोग्राम शुरू किया गया था, उसमें उन्हें कामयाबी मिली है। महिला प्लम्बरों की वजह से लीकेज दुरुस्त करने में काफ़ी मदद मिल रही है। और 30 से 40 फ़ीसदी पानी बर्बाद होने से बचाया जा रहा है।
ताहानी के मुताबिक़ उन्होंने इस काम से सबसे बड़ा सबक़ ये सीखा है कि कोई काम मर्द या औरत का नहीं होता। औरतों को ख़ुद अपने पैरों पर खड़ा होना चाहिए। जिस काम के लिए महिलाओं का दिल गवाही दे, उसे उन्हें ज़रूर करना चाहिए।
