''पिछले दिनों जम्मू और कश्मीर में जो घटनाएं हुई हैं, उन पर तमाम इनपुट लेने के बाद प्रधानमंत्री मोदी और पार्टी अध्यक्ष अमित शाह से परामर्श लेने के बाद आज हमने निर्णय लिया है कि गठबंधन सरकार में चलना संभव नहीं होगा।''
जम्मू और कश्मीर में भाजपा के प्रभारी राम माधव की इन दो लाइनों ने अपने दौर के सबसे दिलचस्प राजनीतिक प्रयोग का अंत कर दिया। ये प्रयोग शुरू हुआ था साल 2014 के अंतिम दिनों में, जब जम्मू कश्मीर ने किसी एक दल को सत्ता की चाबी नहीं दी।
पीडीपी को 28 सीटें मिलीं, भाजपा को 25, नेशनल कॉन्फ़्रेंस को 15 और कांग्रेस 12 तक पहुंच सकी। और 44 के जादुई आंकड़े तक पहुंचने के लिए दो का हाथ मिलाना ज़रूरी हो गया। कई दिन चली राजनीतिक उठापटक के बाद आख़िरकार वो हुआ, जिसकी तब तक ज़्यादा लोगों ने कल्पना भी नहीं की होगी।
राम माधव ने किया ऐलान?
पीडीपी और भाजपा ने हाथ मिलाने का फ़ैसला किया और जिन राम माधव ने ये रिश्ता टूटने का ऐलान मंगलवार को किया, वही इस रिश्ते का गठजोड़ बांधने में सबसे आगे रहे थे।
विरोधियों ने इसे बिन तालमेल की शादी बताया और इस दोस्ती का समर्थन करने वालों ने कहा कि ये जम्मू कश्मीर के लिए बड़ा दिन है, जब दो अलग-अलग किनारे पर खड़े दल हाथ मिला रहे हैं। लेकिन साल 2015 में बनी साझा सरकार के साथ शुरू हुआ ये प्रयोग आख़िरकार बिखर गया। और गठबंधन टूटने के बाद पीडीपी प्रमुख महबूबा मुफ़्ती के चेहरे पर निराशा साफ़ दिखी।
उन्होंने कहा, ''लोगों के मिजाज़ के ख़िलाफ़ ये अलायंस बना था। मुफ़्ती साहब ने फिर भी ये गठबंधन किया क्योंकि केंद्र में मज़बूत सरकार बनाने वाली पार्टी के साथ हाथ मिला रहे थे। ये गठबंधन बड़े विज़न के साथ बनाया गया था।''
क्या भाजपा के सरकार के बाहर होने के फ़ैसले से झटका नहीं लगा, इसके जवाब में उन्होंने कहा, ''नहीं, मुझे किसी बात का शॉक नहीं लगा क्योंकि ये अलायंस सत्ता के लिए नहीं था। इसका बड़ा मकसद था।''
वो जो भी कहें, लेकिन शॉक की बात तो है ही। बहरहाल, ये गठबंधन क्यों बना था और क्यों कामयाब नहीं हुआ, इसके बारे में चर्चा चलती रहेगी।
किसे फ़ायदा होगा, किसे नुकसान?
लेकिन फिलहाल ये जानना दिलचस्प होगा कि गठबंधन तोड़ने का फ़ैसला अब क्यों लिया गया और इस फ़ैसले से किसे फ़ायदा होगा, किसे नुकसान होगा?
जानकारों का मानना है कि इस कदम से भाजपा फ़ायदा लेने की कोशिश करेगी। जम्मू कश्मीर पर निगाह रखने वाली वरिष्ठ पत्रकार अनुराधा भसीन ने कहा, ''फ़ायदा भाजपा को हो सकता है।''

''भाजपा ने गठबंधन किया, सरकार में शामिल रही, सख़्त रवैया दिखाया और पीडीपी को नुकसान पहुंचाया। क्योंकि वो गठबंधन की सीनियर पार्टनर थी। सुरक्षा संबंधी फ़ैसले दिल्ली में हो रहे थे, लेकिन चेहरा पीडीपी ही थी।''
लेकिन, भाजपा ने ऐसा क्यों किया, उन्होंने कहा, ''भाजपा इसे चुनावी रणनीति की तरह इस्तेमाल कर सकती है। वो न केवल जम्मू कश्मीर, बल्कि देश के दूसरे हिस्से में भी इस फ़ैसले से फ़ायदा लेने की कोशिश करेगी क्योंकि कश्मीर का मुद्दा एक नेरेटिव की तरह काम करता है।''
कुछ लोगों का कहना है कि ये राजनीतिक क़दम है, क्योंकि भाजपा पाकिस्तान और कश्मीर का मुद्दा साल 2019 में होने वाले लोकसभा चुनावों में भी इस्तेमाल कर सकती है।
दूसरे राज्यों की तरह जम्मू कश्मीर में ऐसा कुछ नहीं हुआ कि भाजपा सरकार से बाहर निकली और कांग्रेस या दूसरे किसी राजनीतिक दल ने पीडीपी की तरफ़ दोस्ती का बढ़ाकर सरकार बचाने की पेशकश की हो।
लेकिन हालात क्यों बिगड़े?
कांग्रेसी नेता गुलाम नबी आज़ाद ने कह दिया कि पीडीपी के साथ जाने का कोई सवाल ही नहीं है और नेशनल कॉन्फ़्रेंस ने मांग की है कि राज्य में जल्द से जल्द चुनाव कराएं जाएं।
क्या भाजपा-पीडीपी का रिश्ते टूटने से विपक्ष में बैठे इन दोनों दलों को कोई फ़ायदा नहीं होगा, अनुराधा ने कहा, ''मुझे ऐसा नहीं लगता। कश्मीर में हालात काफ़ी ख़राब है। पिछले साल दो सीटों पर उपचुनाव हुए, जिनमें से एक पर वोट प्रतिशत 5 प्रतिशत रहा और दूसरी सीट पर चुनाव ही नहीं हो सका।''
लेकिन क्या ये गठबंधन नाकाम होने के लिए ही बना था या फिर वाकई कुछ अच्छा हो सकता था, उन्होंने कहा, ''ये ग़लतफ़हमी थी कि इन दोनों के साथ आने से जम्मू कश्मीर में हालात बदलेंगे।''
''दो अलग-अलग तरह की पार्टी साथ में आईं तो लगा था कि ये ग़लत है। एकराय थी नहीं, अलग-अलग तरह से चलना है और पूरा राज्य विभाजनकारी रणनीति पर चलने लगा था।''
''दोनों दलों ने हिस्से बांट लिए थे। एक तरह से पीडीपी घाटी देख रही थी और भाजपा के पास जम्मू था। गवर्नेंस के नाम पर कुछ हो नहीं रहा था। एक पार्टी कुछ कहती थी, दूसरी कुछ और।''
हालांकि, सरकार बनने के वक़्त दोनों दलों के बीच एजेंडा ऑफ़ अलायंस बना था, लेकिन उसे अमली जामा पहनाने की बारी आई, तो शायद बात नहीं बन सकी।
क्या विकल्प बचा था?
कुछ जानकारों का कहना है कि भाजपा और पीडीपी के पास इस गठबंधन को ख़त्म करने के अलावा अब दूसरी कोई विकल्प बचा नहीं था। फिलहाल भले भाजपा को इसका फ़ायदा होगा, लेकिन दूसरा रास्ता भी नहीं था।
श्रीनगर से वरिष्ठ पत्रकार अल्ताफ़ हुसैन ने बीबीसी को बताया पहले गठबंधन तोड़ने का फ़ैसला भाजपा की तरफ़ से आया है, ऐसे में उसे उम्मीद होगी कि वो फ़ायदा उठा ले जाएगी। दोस्ती टूटने की वजह क्या है, उन्होंने कहा, ''दोनों पार्टी के हालात काफ़ी ख़राब थे। गवर्नेंस के स्तर पर कोई ख़ास प्रगति नहीं दिख रही थी।''
जानकारों का मानना है कि घाटी में लोग इस बात से पीडीपी से नाराज़ थे कि उसने भाजपा से हाथ मिलाया और जम्मू में लोग इस बात से ख़फ़ा थे कि भाजपा ने सरकार बनाने के लिए पीडीपी का साथ दिया।
लेकिन ऐसा तो पिछले चार साल से था, फिर ये गठबंधन आज क्यों टूटा?
हुसैन ने कहा, ''घाटी में लोग ख़फ़ा थे लेकिन भाजपा को इस बात की चिंता सताने लगी थी कि जम्मू में वोट बैंक से उसकी पकड़ छूट रही है।''
भाजपा-पीडीपी कहां चूकी?
''ऐसा नहीं कि पीडीपी से हाथ मिलाने के बाद भाजपा ने अपने एजेंडे को आगे बढ़ाने की कोशिश नहीं की। पहले दो झंडे, फिर बीफ़, इसके बात मसरत आलम की रिहाई और हाल में कठुआ रेप कांड, कई ऐसी घटनाएं हैं, जिन पर दोनों पार्टी की राय एक़दम जुदा थी।''
कश्मीर को जानने वालों का ये भी कहना है कि महबूबा मुफ़्ती सीएम ज़रूर थीं लेकिन भाजपा की तरफ़ से फ़ैसले जम्मू नहीं, बल्कि दिल्ली से हो रहे थे।
अल्ताफ़ हुसैन का कहना है कि पीडीपी को वोट देने वाले उससे काफ़ी नाराज़ थे। इस बात का सबूत ये कि इस बार सबसे ज़्यादा विरोध-प्रदर्शन दक्षिण कश्मीर में हो रहे थे, जो पीडीपी का गढ़ माना जाता था।
अब आगे किसे फ़ायदा हो सकता, क्या नेशनल कॉन्फ़्रेंस फ़ायदा लेने की स्थिति में होगी, उन्होंने कहा, ''कश्मीर में वोटिंग प्रतिशत का क्या हाल रहा है, ये हम सभी जानते हैं। लेकिन जो भी लोग चुनावी राजनीति में हिस्सा लेते हैं, अगर वो पीडीपी से ख़फ़ा हैं, तो ज़ाहिर है इसका कुछ लाभ उमर अब्दुल्ला की पार्टी को हो सकता है।''
जो होना था, सो हो चुका है और अब आगे क्या होगा, हुसैन ने कहा, ''चुनाव होने हैं, लेकिन सबसे बड़ी चुनौती कश्मीर में शांतिपूर्ण चुनाव कराना और वोटिंग वाले लोगों को मतदान केंद्रों तक लाना होगा।''
