18 साल की काजल को जब मैं राहुल गांधी की तस्वीर दिखाती हूं तो वो पहले उन्हें हार्दिक पटेल बताती हैं। फिर गांववाले सही पहचान कराते हैं तो झेंप जाती हैं। काजल कहती हैं, "हमने हमेशा बीजेपी को ही देखा है, जबसे पैदा हुए हैं देखा है कि सब उनको वोट देते हैं, कांग्रेस को हम नहीं जानते।"
काजल का तेबली-काठवाड़ा गांव सुदूर नहीं है। अहमदाबाद ज़िले में है, शहर से कुछ 20 किलोमीटर दूर। पर गांव में एक भी शौचालय नहीं बना है, पक्की सड़क, पक्के मकान नहीं हैं और 100 में से 80 घरों में बिजली का कनेक्शन ही नहीं है। इसके बावजूद गांववाले बताते हैं कि उन्होंने हमेशा भारतीय जनता पार्टी को ही वोट दिया है।
एक ही सरकार देखी...
1995 से गुजरात में बार-बार बीजेपी ने ही सरकार बनाई है। इन 22 सालों में से 13 साल नरेंद्र मोदी राज्य के मुख्यमंत्री रहे हैं।
काजल की ही उम्र के विष्णु भी बीजेपी के शासन वाले गुजरात में ही पले बढ़े। उन्होंने भी एक ही सरकार देखी है। वो कांग्रेस या उसके युवा नेता के बारे में कुछ ख़ास समझ नहीं बना पाए हैं। घर में पैसों की कमी और गांव से स्कूल की दूरी की वजह से काजल और विष्णु, दोनों आठवीं तक ही पढ़े हैं।
पहली बार वोट...
विष्णु दिहाड़ी मज़दूरी करते हैं और काजल अब सिलाई सीखकर पैसे कमाना चाहती हैं। इस बार दोनों पहली बार वोट डालनेवाले हैं। काजल चाहती हैं कि उसके गांव में विकास हो। बिजली आ जाए ताकि लड़कियां हर व़क्त आज़ादी से घूम-फिर सकें और शौचालय बन जाए जिससे खेतों का रुख़ ना करना पड़े।
वो मानती है कि उनकी इन परेशानियों से सरकार को कोई सरोकार नहीं, "मोदी जी यहां कभी नहीं आएंगे, वो तो ऊपर से ही उड़ जाते हैं, नीचे आएं तो देख पाएं", पर साथ ही ये भी कहती हैं कि कोई विकल्प नहीं है। वो जब अपनी मासी के घर जाती हैं तो टीवी पर नरेंद्र मोदी के भाषण देखती हैं, 'मन की बात' भी उन्होंने सुनी है, उनके लिए वही जाने-पहचाने नेता हैं।
अहमदाबाद के नरोडा इलाके में जान-पहचान के अलावा एक और वजह है जो इस उम्र के युवा को बीजेपी से जोड़ती है। कुछ लड़कों से मुलाकात होती है तो परत दर परत अंदर की बात सामने आती है।

सुभाष गढ़वी सरकारी नौकरी के लिए परीक्षा दे रहे हैं। कहते हैं, "आप ही बताइए अगर कोई ये कह दे कि हम राम मंदिर बनवा देंगे तो आप उसे वोट नहीं डालेंगी क्या?"
इनका कहना है कि मोटरबाइक लेकर मुस्लिम-बहुल इलाके से गुज़रो तो अब भी संभल के निकलना पड़ता है। 2002 को चाहे 15 साल हो गए हों, झगड़ा कभी भी हो सकता है और सुरक्षा का मुद्दा राजनीति में प्रबल है। लेकिन जब मैं पूछती हूं कि सुरक्षित गुजरात में गुज़री अब तक की ज़िंदगी अच्छी है? तो सब एक साथ ना कह देते हैं।
रोज़गार की कमी इनकी सबसे बड़ी परेशानी है। आरोप लगाते हैं कि सरकार 'एमओयू' पर हस्ताक्षर तो करती है पर ज़मीनी स्तर पर कंपनियां और उद्योग नहीं आते। कंपनियां आती भी हैं तो नौकरियां स्थानीय युवा को नहीं मिलतीं और सरकारी नौकरियों में आरक्षण की वजह से ये ठगा महसूस करते हैं।

सरकार से नाराज़गी...
धर्म राज जडेजा बी.कॉम. की पढ़ाई कर रहे हैं। अपने जीवन के 20 सालों में से कुछ उन्होंने कच्छ के जंगी गांव में बिताए और कुछ यहां शहर में। गांव में पवनचक्की लगाने के लिए उनकी पुश्तैनी ज़मीन में से आधी का अधिग्रहण हो गया। फिर वहां उद्योग भी लगे पर दो साल में ही बंद हो गए। नौकरी के नए अवसर वहां के नौजवानों को नहीं मिले।
पानी की नहर निकाले जाने और नल लगवाने का वायदा भी पूरा नहीं हुआ। वो बताते हैं कि गांव में सप्ताह में एक बार ही पानी आता है। पर बात वही है। सिक्के के दोनों पहलू अजीब हैं, एक तरफ़ सरकार से नाराज़गी और दूसरी तरफ़ सत्ताधारी पार्टी के साथ पहचान और सुरक्षा का एहसास। धर्म राज कहते हैं, "मोदी जी ने 'मन की बात' में कहा था कि बिना इंटरव्यू के नौकरी मिलेगी पर यहां तो तीन-तीन इंटरव्यू के बाद भी नहीं मिल रही, लेकिन क्या करें…"
राजनीति पर भरोसा...
अहमदाबाद की ही एक दलित बस्ती में रहनेवाले जिग्नेश चंद्रपाल और उनके दोस्त इतने मुखर तो नहीं हैं पर बिना लाग-लपेट के कहते हैं कि विकास उनके समुदाय के ग़रीब लोगों के लिए नहीं हुआ है। बीजेपी के गुजरात में उनकी ज़िंदगी में उतनी ही मुश्किलें हैं जैसी दलित युवा की किसी और राज्य में होंगी।
जिग्नेश कहते हैं, "बीजेपी हमें हिंदू का दर्जा तभी देती है जब चुनाव नज़दीक होते हैं बाक़ि वक़्त हम पिछड़े ही रहते हैं, स्कूल-कॉलेज में दाख़िला तक मुश्किल है।" हम एक स्कूल के अहाते में बैठ कर बात कर रहे हैं। वहां तक आनेवाली सड़क कच्ची है और इमारत में बिजली नहीं है। कमरों का हाल ख़स्ता है और इनकी शिकायत है कि टीचर आते भी कम हैं और पढ़ाते भी कम हैं। पर इसका मतलब ये नहीं कि ये सरकार बदलना चाहते हैं। राजनीति पर विश्वास कम है, पार्टी विशेष में फ़र्क नहीं दिखता। एक मायूसी और गुस्से के बीच झूलती हताशा है।
बेरोज़गारी बड़ी समस्या
अहमदाबाद से तीन घंटे की दूरी पर गोधरा शहर में 21 साल के खंड्वातिक सुहैल ने इंजीनियरिंग की पढ़ाई पूरी की है और नौकरी ढूंढ रहे हैं। गोधरा शहर तक आनेवाली सड़क तो चमचमाती है पर वहां दाख़िल होते-होते टूटी-फूटी हो जाती है। उनका इलाका भी अहमदाबाद की दलित बस्ती जैसा ही दिखता है। बेरोज़गारी यहां की बड़ी समस्या है।
राहुल गांधी से उम्मीद
पास खड़े दोस्त गोरा सुहेल के मुताबिक गोधरा में इंजीनियरिंग की पढ़ाई पूरी कर चुके हर तीन मर्दों में दो बेरोज़गार हैं। इलाके में कोई बड़ी फ़ैक्टरी भी नहीं है तो अधिकतम युवा अपने छोटे-मोटे व्यापार से ही गुज़र-बसर कर रहे हैं। गोरा को अब युवा नेता राहुल गांधी से उम्मीद है।
वे कहते हैं, "इतने साल एक पार्टी से उम्मीद रखी कुछ नहीं हुआ, राहुल गांधी ने कहा है कि वो बेरोज़गारी मिटाएंगे, तो उन्हें एक मौका देकर देखना चाहिए।" और इस चुनाव में अगर कोई बदलाव नहीं आया तो? तो हंस कर कहते हैं, "फिर देखेंगे, विकास तो पागल हो ही गया है…।"
