एक बैले डांसर एक पार्क की बेंच पर अपना बटुआ रखकर भूल जाती है। वो वहां से उठ कर चली जाती है। कुछ देर बाद उसे एहसास होता है कि बटुआ पार्क में ही रह गया है। लेकिन, वो ज़रा भी परेशान नहीं होती। उसे पता है कि बटुआ पार्क की बेंच पर सुरक्षित रखा होगा।
इस बैले डांसर का नाम है मिन्ना तरवामाकी। पर मिन्ना आख़िर दुनिया के किस देश में रहती हैं? ऐसी कौन सी जगह है, जहां वो पार्क में बटुआ भूलने पर भी बेफ़िक्र हैं? उस देश का नाम है फिनलैंड। ये उत्तरी यूरोप में बसा हुआ देश है।
साल 2018 की वर्ल्ड हैप्पीनेस रिपोर्ट के मुताबिक़ फ़िनलैंड दुनिया का सबसे ख़ुशहाल देश है। लेकिन फ़िनलैंड इस रिपोर्ट से इत्तिफ़ाक़ नहीं रखता।
हैप्पीनेस रिसर्च इंस्टीट्यूट के सीईओ माइक वाइकिंग का कहना है कि फ़िनलैंड के लोग जज़्बाती तौर पर अंतर्मुखी होते हैं। वो कभी भी बहुत खुलकर अपनी ख़ुशी या गुस्से का इज़हार नहीं करते। यहां के लोग अलग-थलग, अपनी-अपनी ज़िंदगी में मगन रहने वाले हैं। ये लोग बहुत संतुलित जीवन जीते हैं। शायद उनकी ख़ुशियों का राज़ यही है।
सकारात्मक चीज़ों को बढ़ावा देने वाली कंपनी पॉज़िटिवॉरिट ओए ने पिछले साल ही फ़िनलैंड की बेले डांसर मिन्ना तरवामाकी को फ़िनलैंड की सबसे ख़ुशहाल हस्ती के तौर पर नॉमिनेट किया था। वो कहती हैं कि फ़िनलैंड में ख़ुशहाली की सबसे बड़ी वजह सुरक्षा का भाव है। कोई अपना सामान अगर कहीं भूल भी जाता है तो वो उसे वहीं पड़ा मिल जाता है। कोई किसी की चीज़ को छूता तक नहीं।
ख़ुशहाली के लिए सबसे जरूरी क्या
वो ख़ुद को यहां सबसे ज़्यादा सुरक्षित महसूस करती हैं। लेकिन, फिर भी वो हैप्पीनेस सर्वे की रिपोर्ट से इत्तिफ़ाक़ नहीं रखतीं। इनके मुताबिक़ ये रिपोर्ट फ़िनलैंड के लोगों की असली ख़ुशी को पेश नहीं करती।
वहीं, कनाडा की ब्रिटिश कोलम्बिया यूनिवर्सिटी के प्रोफ़ेसर और वर्ल्ड हैप्पीनेस रिपोर्ट के सह-संपादक जॉन हैलीवेल का कहना है कि ख़ुशहाली को मापना इमोशनल स्टडी बिल्कुल नहीं है। बल्कि इस रिपोर्ट के ज़रिए सारी दुनिया में रहन-सहन के स्तर को नापा जाता है। इसी पैमाने पर फ़िनलैंड सबसे आगे निकला है।
वो कहते हैं कि जीवन स्तर बेहतर करने में किसी देश की जीडीपी और प्रति व्यक्ति आय के साथ-साथ सेहत और लंबी उम्र अहम होती है। लेकिन, इसके अलावा लोगों का एक दूसरे से जुड़ाव, एक दूसरे की मदद करना, उनका सहारा बनना, अपने फ़ैसले ख़ुद करने की आज़ादी होना भी अहम होता है। ये सब उदारता और विश्वास की वजह से होता है। और इसी से जीवन स्तर बेहतर होता है। फ़िनलैंड के लोगों में ये लक्षण सबसे ज़्यादा पाए गए हैं।
फिनलैंड की यूनिवर्सिटी ऑफ़ हेलसिंकी के मनोवैज्ञानिक भी इस बात से सहमत हैं कि ख़ुशहाली के लिए विश्वास सबसे अहम है। लोग चाहते हैं उन पर भरोसा किया जाए और वो दूसरों पर यक़ीन कर सकें। ये भरोसे का ही नतीजा है कि फ़िनलैंड में अगर कोई पैसों से भरा बटुआ कहीं भूल जाता है तो उसे वो जस का तस उसी जगह पर मिल जाता है।

अजनबी भी रम जाते हैं
इस सच्चाई को आज़माने के लिए रीडर्स डाइजेस्ट ने एक टेस्ट किया। पाया गया कि सबसे ज़्यादा बटुए हेलसिंकी में ही मालिकों को लौटाए गए थे। दिलचस्प बात तो ये है कि फ़िनलैंड में अजनबी भी आकर उतने ही भरोसेमंद हो जाते हैं जितना कि फ़िनलैंड के लोग हैं।
इस साल पहली बार अजनबियों को भी सर्वे में शामिल किया गया। पाया गया कि फ़िनलैंड के मूल निवासियों की ही तरह बाहर से आकर बसे लोग भी उतने ही ख़ुश थे। इससे ज़ाहिर है कि फ़िनलैंड में ख़ुशी का एहसास सिर्फ़ सजातीय समाज की वजह से नहीं है। बल्कि, जिस तरह से देश का निज़ाम चलाया जाता है, वो लोगों को ख़ुशी देता है।
फ़िनलैंड में सभी का ख़्याल
फ़िनलैंड की सरकार रहमदिली से चलती है। यहां मानवाधिकारों का सम्मान बहुत ज़्यादा है। बात चाहे लैंगिक समानता की हो या फिर रोज़गार की, यहां सभी का ख़्याल रखा जाता है। यहां तक कि पर्यावरण संबंधी पॉलिसी भी हर छोटी-छोटी बात का ख़्याल रखकर तैयार की जाती है। इन्हीं सबकी वजह से यहां के लोगों का जीवन-स्तर अन्य देशों की तुलना में बेहतर है और यहां ख़ुशहाली है।
अगर किसी के लिए ख़ुशहाली का पैमाना हर वक़्त मुस्कुराते रहना, नाचना-गाना, भरपूर पैसा ख़र्च करना है तो हो सकता है उनके लिए फ़िनलैंड के लोग ख़ुशहाल ना हों। भले ही यहां के लोग भरपूर शराब पीते हैं। लेकिन, उसका भी सलीक़ा है। ख़ुशहाली से हमारा मतलब क्वालिटी ऑफ़ लाइफ़ है।
प्रोफ़ेसर वाइकिंग का कहना है कि फ़िनलैंड के लोगों को इस सर्वे रिपोर्ट पर हैरानी शायद इसलिए हुई क्योंकि वो समझ ही नहीं पाए कि सर्वे के ज़रिए क्या चीज़ मापी जा रही है। फ़िनलैंड के लोग अपने जज़्बात दबाना बख़ूबी जानते हैं। इसे वो सिसू कहते हैं। जिसका मतलब है ताक़त, वैराग्य और लचीलापन।
फ़िनलैंड के लोग जज़्बात दबाने को अपनी ताक़त समझते हैं। ऐसा वो इसलिए करते हैं क्योंकि वो शांत जीवन जीना पसंद करते हैं। नाख़ुश करने वाली तमाम चीज़ों को ख़ुद से दूर करना भली भांति जानते हैं।
हैप्पीनेस सर्वे दुनिया के बहुत से देशों पर किया गया था। जिन देशों के हालात बेहतर थे, वहां के लोगों से ज़्यादा सवाल पूछे गए थे। लेकिन सीरिया, लाइबेरिया और अफ़ग़ानिस्तान जैसे देश, जहां के हालात से ही उदासी साफ़ ज़ाहिर हो रही थी, वहां ज़्यादा सवाल नहीं पूछे गए।
अगर फ़िनलैंड की ख़ुशहाली के राज़ की बात की जाए तो ये राज़ यक़ीन और उदारता में छिपा है। हैलीवेल का कहना है कि जब सर्वे रिपोर्ट में फ़िनलैंड का नाम सबसे ऊपर आया तो हर कोई वहां जाकर रहने की ख़्वाहिश ज़ाहिर करने लगा। लेकिन ये मुमकिन नहीं है।
अगर ख़ुशी की तलाश में सभी वहां जाकर बस जाएंगे, तो, वहां के लोगों की ख़ुशी काफ़ूर हो जाएगी। लेकिन हम सभी को फ़िनलैंड से खुश रहने का गुर सीखना चाहिए।
