मुरादाबाद से संभल की ओर जाने वाली सड़क पर बसे डींगरपुर गांव में एक ट्रक पेंट कर रहे हैं वसीम आर्टिस्ट ट्रांसपोर्ट सेक्टर में आई मंदी को इन्हीं शब्दों में बयां करते हैं। देश की अर्थव्यवस्था में आई सुस्ती की मार ट्रांसपोर्ट सेक्टर पर भी पड़ी है और इससे जुड़े कामों में लगे लोगों के लिए परिवार का पेट पालना मुश्किल हो गया है। डींगरपुर गांव इस सुस्ती का गवाह है।
वसीम आर्टिस्ट कहते हैं, "मैं पैंतीस सालों से ये काम कर रहा हूं। ऐसी मंदी पहले कभी नहीं देखी थी। अब रोज़ी-रोटी का संकट है। अर्थव्यवस्था चौपट है। गाड़ी वालों के पास काम नहीं है। जब गाड़ी वालों के पास कम नहीं होगा तो हम जैसे मज़दूरों को काम कैसे मिलेगा। गाड़ीबाज़ी से जुड़े हुए जितने भी मज़दूर हैं सब परेशान हैं।"
राजधानी दिल्ली से क़रीब 150 किलोमीटर दूर स्थित डींगरपुर गांव आज ट्रांसपोर्ट व्यापार का बड़ा केंद्र हैं। यहां क़रीब पांच हज़ार ट्रक हैं जिनमें से आधे से अधिक इन दिनों खाली खड़े हैं। गांव शुरू होने से पहले ही ट्रकों की कतारें शुरू हो जाती हैं।

बड़ी ट्रांसपोर्ट कंपनियां भी बेहाल : चहल पहल से गुलज़ार रहने वाले यहां के बाज़ार में इन दिनों सन्नाटा सा पसरा है। ट्रकों के पहिए थमे हुए हैं और हॉर्न शांत हैं। दुकानें खुली तो हैं लेकिन अधिकतर लोग खाली बैठे नज़र आते हैं।
ट्रांसपोर्ट कारोबारी इरशाद हुसैन खाली खड़ी गाड़ियों की ओर इशारा करते हुए कहते हैं, "देखिए सभी गाड़ियां खड़ी हैं। यहां-वहां, पेट्रोल पंपों पर। काम ही नहीं है। पूरा भाड़ा नहीं मिल पा रहा है। कर्मचारी परेशान हैं। मिस्त्री परेशान हैं।"
वो कहते हैं, "हम अपनी किश्तें भी समय पर जमा नहीं कर पा रहे हैं क्योंकि कोई कमाई ही नहीं रह गई है। पचास हज़ार रुपए महीना की किश्त होती है। 30 हज़ार रुपए महीना भी गाड़ी कमा नहीं पा रही है। तो क्या करें। इस इलाक़े से फ़ाइनेंसर 500 से अधिक गाड़ियां खींच चुके हैं।"
देश में औद्योगिक उत्पादन में आई गिरावट का सीधा असर ट्रांसपोर्ट कारोबार पर पड़ा है। इसे समझाते हुए इरशाद हुसैन कहते हैं, "माल नहीं है तो भाड़े नहीं हैं। खाली गाड़ियां होने की वजह से भाड़ा भी कम हो गया है। जिन कंपनियों के पास माल है वो अब अपनी मर्ज़ी का भाड़ा दे रही हैं। हालात ऐसे हो गए हैं कि हम ड्राइवरों को भी वेतन नहीं दे पा रहे हैं। जहां से डीज़ल भरवाते हैं उनका भी पैसा नहीं दे पा रहे हैं।"
शैक्षणिक और आर्थिक रूप से पिछड़े अल्पसंख्यक मुसलमानों की आबादी वाले इस क्षेत्र में 1990 के दशक में ट्रांसपोर्ट का कारोबार एक-दो लोगों ने शुरू किया था। देश की बढ़ती अर्थव्यवस्था के दौर में ये कारोबार यूं आगे बढ़ा कि देखा देखी लोग ट्रक ख़रीदने लगे।
डींगरपुर और आसपास के गांवों के अधिकतर लोग किसी न किसी रूप में ट्रांसपोर्ट कारोबार से जुड़े हैं। जिसकी ज़रा भी गुंज़ाइश हुई उसने ट्रक ख़रीद लिया। ख़ासकर 2006 के बाद ये कारोबार यहां ख़ूब फला फूला और ये पिछड़ा इलाक़ा आर्थिक प्रगति के पथ पर चलने लगा।

लेकिन अब आई आर्थिक सुस्ती ने यहां की बड़ी ट्रांसपोर्ट कंपनियों को भी बेहाल कर दिया है। यहां की चर्चित जीजे ट्रांसपोर्ट कंपनी के अकाउंटेंट रियाज़ अहमद बताते हैं, "मंदी की वजह से आधी से ज़्यादा गाड़ियां खड़ी हैं। लेकिन हमें खड़ी गाड़ियों पर भी ख़र्च करना पड़ता है। ये पहली बार है कि हम अपनी गाड़ियों की किश्त वक़्त पर नहीं भर पा रहे हैं।"
वो कहते हैं, "ऑनलाइन चालान बहुत ज़्यादा आ रहे हैं। पुलिसवाले कहीं भी चालान कर देते हैं। हमें पता भी नहीं होता है कि हमारी गाड़ी का चालान हो गया है। कई बार तो ऐसी जगह का ई-चालान भेज दिया जाता है जहां हमारी गाड़ी गई ही नहीं होती है।"
आमदनी ज़ीरो हो गई है : डींगरपुर की हबीबी ट्रांसपोर्ट कंपनी ने अपने लंबे-लंबे कंटेनर ट्रकों से अलग पहचान बनाई है। आर्थिक मंदी से हबीबी ट्रांसपोर्ट भी अछूती नहीं है। कंपनी से जुड़े साजिद हुसैन कहते हैं, "हमारे पास अस्सी के क़रीब गाड़ियां हैं जिनमें से आधी खाली खड़ी हैं। हमारी गाड़ियां खड़ी होने की वजह से आमदनी ज़ीरो हो गई है। लेकिन इन खड़ी गाड़ियों पर भी हमारा प्रति माह एक गाड़ी पर नौ हज़ार रुपए तक का ख़र्च आता है। डीज़ल के बढ़े हुए दामों ने भी मुश्किल पैदा कर दी है।"
साजिद कहते हैं, "हम अपने ड्राइवरों और क्लीनरों को समय पर पैसे नहीं दे पा रहे हैं। वेतन न मिलने की वजह से ड्राइवर काम छोड़कर भी जा रहे हैं।" यहां अधिकतर ड्राइवर महीने के वेतन के बजाए प्रति चक्कर के हिसाब से काम करते हैं। काम न होने की वजह से ड्राइवर खाली हैं। ऐसे ही एक ट्रक ड्राइवर मोहम्मद फ़ुरकान इस उम्मीद में हैं कि उनकी गाड़ी को कोई काम मिलेगा। लेकिन आज भी उनके पास कोई काम नहीं है।
वो कहते हैं, "मालिक लोग पगार नहीं दे पा रहे हैं जिस वजह से हमारे बच्चों की फ़ीस जमा नहीं हो पा रही है। मेरी गाड़ी के मालिक ने बीवी के जेवर बेचकर टायर डलवाए थे। किश्त जमा करने के लिए उन्हें ज़मीन बेचनी पड़ी। सुस्ती की बहुत बुरी मार पड़ रही है। गाड़ी को काम ही नहीं मिल पा रहा है।"
ट्रकों के पहिए थमे तो इससे जुड़े अन्य कारोबार भी अछूते नहीं रहे। किंग फ्यूल स्टेशन के मालिक मोहम्मद नवेद कहते हैं कि उनकी बिक्री तीस प्रतिशत तक कम हो गई है।
नवेद कहते हैं, "जो ट्रक महीने में तीन बार डीज़ल लेता था अब वो बमुश्किल एक ही बार ले पा रहा है। दरअसल ट्रकों को फ़ैक्ट्रियों से माल नहीं मिल पा रहा है। उत्पादन कम होने की वजह से ट्रक फ़ैक्ट्री के बाहर ही खड़े रहते हैं। हालात बीते तीन महीनों में ज्यादा ख़राब हुए हैं। हम इस पेट्रोल पंप पर महीने में 10 लाख लीटर तक डीज़ल बेचते थे। ये बिक्री अब घटकर बमुश्किल सात लाख लीटर रह गई है। पहले पंप पर ट्रकों की लाइन लगी रहती थी। अब आप देख लीजिए, मशीनें खाली पड़ी है।"
ट्रक मालिक फ़ाइनेंस कंपनियों को पहुंचा रहे गाड़ियां : इस क्षेत्र में ट्रकों को फ़ाइनेंस करने वाली एक कंपनी के अधिकारी नाम न ज़ाहिर करने की शर्त पर बताते हैं कि अब ट्रक मालिक गाड़ियां ख़ुद ही फ़ाइनेंस कंपनियों को पहुंचाने लगे हैं।
वो कहते हैं, "हमने जो गाड़ियां फाइनेंस कर रखी हैं उनकी किश्ते मिलने में पिछले तीन महीनों से समस्या आ रही है। गाड़ी चले या न चले बैंक को तो अपनी किश्त चाहिए। लेकिन जब गाड़ी चल ही नहीं रही है तो मालिक भी किश्त नहीं दे पा रहे हैं। लोगों को नोटिस भेजे जा रहे हैं।"
वो कहते हैं, "इस इलाक़े में हमने एक हज़ार से अधिक गाड़ियां फाइनेंस की हुई हैं। पहली बार इतने मुश्किल हालात हैं। जिन लोगों की किश्तें टूट रही हैं, उनकी गाड़ियां भी ज़ब्त की जा रही हैं। कुछ गाड़ी मालिक तो ख़ुद ही गाड़ी सरेंडर कर दे रहे हैं। इस वजह से फाइनेंस कंपनियां भी बुरी तरह प्रभावित हुई हैं।"
डींगरपुर और आसपास के गांवों में हमें कई ऐसे लोग मिले जिन्होंने घाटा उठाकर अपनी गाड़ियां बेच दी हैं। लेकिन सामाजिक शर्म की वजह से उन्होंने कैमरे पर बात नहीं की। दबी आवाज़ में उन्होंने इतना ही कहा कि जिस ट्रांसपोर्ट कारोबार इन इस क्षेत्र को आगे बढ़ाया था वो अब ख़त्म होने की कगार पर है।
सेक्टर के छोटे कामगारों की हालात ज़्यादा ख़राब : यहां ट्रांसपोर्ट कारोबार से आसपास के गांवों और क़स्बों के क़रीब 50 हज़ार लोगों को रोज़गार मिलता है। ट्रांसपोर्ट कारोबार से जुड़े छोटे-मोटे काम करने वाले लोगों के लिए हालात और भी ज़्यादा मुश्किल हैं।
शाकिर हुसैन ट्रकों के पहियों में ग्रीस लगाने का काम करते हैं। इन दिनों उनके लिए अपने बच्चों का पेट भरना मुश्किल हो गया है। वो कहते हैं, "काम इस समय बिलकुल मंदा है, गाड़ी आ ही नहीं रही है। किसी दिन दो गाड़ी आती हैं किसी दिन तीन। कभी-कभी तो पूरा दिन खाली बैठकर घर लौट जाते हैं।"
शाकिर कहते हैं, "एक गाड़ी का काम करने पर हमें तीस रुपए बचते हैं। रोज़ दस पंद्रह गाड़ी मिलें तो कुछ पैसे कमा पाएं। अब तो बच्चों का पेट नहीं पाल पा रहे हैं। काम बिलकुल ही ख़त्म हो गया है। यही काम आता है, और कोई काम नहीं आता लेकिन इस काम में हम बच्चों को दो वक़्त का खाना तक नहीं खिला पा रहे हैं। अब जब गाड़ी ही नहीं चल रही हैं तो हमें ही काम कहां से मिले।"
सद्दाम हुसैन बिहार से यहां आकर एक टायर पंचर शॉप पर मज़दूरी करते हैं। इन दिनों उन्हें कई बार भूखा तक रहना पड़ रहा है। सद्दाम कहते हैं, "बिहार से आकर यहां मज़दूरी कर रहे हैं। महीने में छह हज़ार की तो हम रोटी ही खा जाते हैं। मंदी की वजह से पेट भरना मुश्किल हो गया है। घर पैसे भेजना तो दूर की बात की है। गाड़ियां सब खड़ी हैं, हमें काम ही नहीं मिल पा रहा है। अब मज़दूरी नहीं मिल रही है तो खाना कहां से खाएं, कई बार तो भूखा रहना पड़ जाता है।"
वहीं गाड़ियों की बॉडी मेकिंग का काम करने वाले ज़ाकिर हुसैन बताते हैं कि काम न होने की वजह से मज़दूरों को रोज़गार नहीं मिल पा रहा है। वो कहते हैं, "पहले महीने में तो तीन गाड़ी बन ही जाती थीं। अब तो महीने-दो महीने में एक गाड़ी भी नहीं आ पा रही है। चार मज़दूरों को नौकरी से हटा दिया है। हमें नहीं पता कि सुस्ती की वजह क्या है। हमें बस ये पता है कि हमारा पेट नहीं भर पा रहा है।"
सरकार जल्दी से जल्दी सुध ले : यूनियन ऑफ़ ट्रांसपोर्ट एसोसिएशन के चेयरमैन हरीश सब्बरवाल कहते हैं कि अगर सरकार ने ट्रक मालिकों की सुध नहीं ली तो इस सेक्टर से जुड़े लोग भी आत्महत्याएं करने लगेंगे।
सब्बरवाल कहते हैं, "औद्योगिक उत्पादन में गिरावट का सीधा असर ट्रांसपोर्ट कारोबार पर पड़ा है। गाड़ी मालिक अपनी किश्तें नहीं दे पा रहे हैं। छोटे ट्रांसपोर्ट कारोबारियों की हालत बेहद ख़राब है। सरकार को गाड़ी मालिकों को कम से कम छह महीनों की किश्तें माफ़ करनी चाहिए। अगर इतना न हो तो किश्तें जमा करने में राहत देनी चाहिए।"
वो कहते हैं, "देश में किसानों की आत्महत्याओं की ख़बरें आती रहती हैं। अगर ट्रांसपोर्ट कारोबार की सुध नहीं ली गई तो ट्रांसपोर्ट कारोबारी भी आत्महत्याएं करने लगेंगे। हालात इस समय बेहद ख़राब हैं। सरकार को तुरंत क़दम उठाने चाहिए।"
सरकार भ्रष्टाचार ख़त्म कर दे तो दिन फिर जाएं : सब्बरवाल कहते हैं कि भ्रष्टाचार भी ट्रांसपोर्ट कारोबार की हालत ख़राब होने की एक अहम वजह है। वो कहते हैं, "बीजेपी ने अपने चुनावी घोषणापत्र में भ्रष्टाचार ख़त्म करने का वादा किया था। सरकार सड़क से भ्रष्टाचार ख़त्म कर दे तो ट्रांसपोर्ट कारोबार के दिन फिर जाएं।"
