- हृदय विहारी
हॉलैंड की रहने वाली क्लेमेन्टीन पाऊस जानवरों के बेहद प्यार करती हैं। वो भारत में रहती हैं और उन्होंने अपना जीवन प्लास्टिक के ख़तरे से जानवरों को बचाने के लिए समर्पित कर दिया है।
बीते कुछ सालों में देश के तमाम बड़े-छोटे शहरों में प्लास्टिक का इस्तेमाल बढ़ा है और ये प्लास्टिक कूड़े का रूप लेकर कूड़े के ढ़ेर में पहुंच जाते हैं। जानवर बचा खाना तलाश करते हुए इन कूड़े के ढेरों में पहुंचते हैं। खाने की तलाश में भूखे जानवर वो प्लास्टिक भी खा लेते हैं जिसमें खाना फेंका गया होता है। गांवों और शहरों में जानवर, ख़ास कर सड़कों पर भटकती गायें इसे खाती हैं।
प्लास्टिक की गायें
साल 2010 में आंध्र प्रदेश की अनंतपुर नगरपालिका ने पुट्टपर्थी में मौजूद ग़ैर-सरकारी संगठन करुणा सोसायटी ऑर एनिमल्स एंड नेचर को सड़कों पर मिलीं 18 गायें दीं। संगठन की संस्थापक क्लेमेन्टीन पाऊस ने बीबीसी को बताया, "इन 18 गायों में से 4 गायों की मौत जल्दी ही हो गई। पोस्टमॉर्टम किया गया तो पता चला कि उनके पेट में 20 से 40 किलो प्लास्टिक है। इतना ही नहीं उनके पेट में और भी घातक चीज़ें मिली जैसे कि पिन और चमड़ा।"
बीते 20 सालों से जानवरों की सेवा के काम में लगी हुई हैं। उन्होंने सैंकड़ों गायों का ऑपरेशन कर उनके पेट से टनों प्लास्टिक निकाला है। इन गायों को वो 'प्लास्टिक गायें' कहती हैं।
वो कहती हैं कि गायों के पेट में प्लास्टिक जमा होने का बुरा असर उनके पाचन तंत्र पर और स्वास्थ्य पर पड़ता है। इससे गायों की आयु भी कम हो जाती है। अधिक प्लास्टिक खाने से घास खाने के लिए गायों की भूख ख़त्म हो जाती है और वो घास नहीं खा पाती हैं।
व्यवसाय के रूप में गोपालन
क्लेमेन्टीन पाऊस ने अनंतपुर जाकर गायों के मालिकों से मुलाक़ात की। उन्हें पता चला कि गायों के मालिक व्यवसाय के रूप में गो पालन करते थे और गायों की सेवा से उन्हें कोई सरोकार नहीं था।
क्लेमेन्टीन कहती हैं कि व्यवसाय करने वाले ये लोग अपनी गायों को सड़कों पर खुला छोड़ देते थे, नतीजतन गायें खाने की तलाश में कूड़े के ढ़ेर की तरफ बढ़ जाती हैं और उन्हें जो मिलता है वो खा लेती हैं। अंत में वो बूचड़खाने भेज दी जाती हैं। वो कहती हैं कि उन्हें याद है एक बीमार गाय का ऑपरेशन कर के उन्होंने उसके पेट से 80 किलो तक प्लास्टिक निकाला था। लेकिन वो उस गाय को बचा नहीं सकी थीं।
गायों की मौत का ज़िम्मेदार कौन?
'प्लास्टिक गायों' के मुददे पर काम करने वाले कार्यकर्ताओं ने 2012 में सुप्रीम कोर्ट में पशु अधिकारों और पर्यावरण सुरक्षा क़ानून 1986 के तहत प्लास्टिक की थैलियों पर पूरी रोक लगाने के संबंध में याचिका दायर की। इस याचिका में जानवरों की सुरक्षा के लिए ज़रूरी कदम उठाने के लिए अपील की गई थी।

*पूरे भारत में सभी नगरपालिकाओं और नगर निगमों में प्लास्टिक की थैलियों के इस्तेमाल, बिक्री और कूड़े में फ़ेंकने पर रोक लगाना।
*सभी राज्य सरकारों, नगर पालिकाओं और नगर निगमों को खुले में कचरा फेंकना रोकने के लिए उचित दिशा निर्देश जारी करना।
*हर घर से कचरे को जमा करने की व्यवस्था लागू करना और ये सुनिश्चित करना कि जानवर कचरे के ढ़ेरों के भीतर न जाएं।
*कचरे में मौजूद प्लास्टिक को अलग करने के लिए सभी राज्य सरकारों, नगर पालिकाओं और नगर निगमों को उचित निर्देश जारी करना।
*सरकार सड़कों पर घूमने वाले जानवरों के लिए आश्रयस्थल, पशु घर और पशु चिकित्सा सेवाएं देने की पूरी व्यवस्था करे।
सर्वोच्च अदालत का फ़ैसला
सुप्रीम कोर्ट ने साल 2016 में इस याचिका पर अपना फ़ैसला सुनाया। कोर्ट ने कहा, "ये स्पष्ट है कि देश में स्थिति चिंताजनक है लेकिन अपने इलाके में प्रदूषण रोकने के लिए उठाए जाने वाले नगरपालिका और दूसरे स्थानीय निकायों की गतिविधियों पर निगरानी करना इस कोर्ट का काम नहीं है।"
लेकिन यदि ऑपरेशन के बाद गायों को फिर से सड़कों पर छोड़ दिया जाएगा तो हो सकता है कि वो फिर से प्लास्टिक खा लें और उनके स्वास्थ्य को नुक़सान हो। क्लेमेन्टीन पाऊस बताती हैं, "गायों को ऑपरेशन के बाद आयुर्वेदिक दवाएं दी जा सकती हैं और कुछ वक्त के लिए उन्हें घास खाने के लिए दी जानी चाहिए।"
वो बताती हैं कि उनके संगठन करीब 500 जानवरों की ख़्याल रखती है। वो कहती हैं कि उनका संगठन गायों के रखरखाव के लिए 30 लाख रुपये और कुत्तों के रखरखाव के लिए 10 लाख रुपये खर्च करता है।
72 साल की क्लेमेन्टीन पाऊस
72 साल की क्लेमेन्टीन हॉलैंड की नागरिक हैं और वो खुद का पशुप्रेमी बताती हैं। साल 1985 में वो आंध्रप्रदेश के अनंतपुर पहुंची थी। उन्होंने इस साल पुट्टपर्थी में आध्यात्मिक गुरु सत्य साईं बाबा से मुलाकात की। उन्होंने भारत में बस जाने का फ़ैसला किया और 1995 में यहां आकर बस गईं।
2000 में उन्होंने ग़ैर-सरकारी संगठन करुणा सोसायटी ऑर एनिमल्स एंड नेचर शुरू की जिसके तहत जानवरों की सेवा की जाती हैं। उन्होंने यहां एक पशु अस्पताल भी खोला। उनके संगठन के द्वारा चलए जा रहे पशुघर में कुत्ते, बिल्ली, हिरण, गधे और भैंसे भी हैं।
वो दुर्घटना में घायल हुए जानवरों का इलाज करती हैं। जानवरों की मदद करने के लिए उन्हें 8 मार्च 2018 में भारत सरकार की तरफ से 'नारी शक्ति पुरस्कार' से सम्मानित किया गया है।
