भारत में कोविड-19 के संक्रमण में बीते एक महीने से बड़ा इज़ाफ़ा देखने को मिला रहा है। इस ट्रेंड को लोग कोरोना की भारत में दूसरी लहर के रूप में देख रहे हैं।
अंग्रेज़ी अख़बार द इंडियन एक्सप्रेस की रिपोर्ट के मुताबिक़ सरकार ने मंगलवार को हालात को लेकर आगाह करते हुए कहा कि आने वाला वक़्त और भी बुरा साबित हो सकता है।
अख़बार ने देश की कोविड टास्क फोर्स के प्रमुख डॉक्टर वीके पॉल के हवाले से कहा है, "ये चिंता की स्थिति है। कुछ राज्यों में चिंता विशेष रूप से ज़्यादा है, लेकिन कोई भी राज्य आत्मसंतुष्ट नहीं हो सकता। रुझान बता रहे हैं कि वायरस अभी भी बहुत सक्रिय है और हमारे डिफ़ेंस को तोड़ने में सक्षम है। और जब हम सोच रहे थे कि हमने वायरस को नियंत्रित करने के तरीके ढूंढ लिए हैं, तो यह वापस आ गया।"
कैसे हैं मौजूदा हालात?
जॉन्स हॉपकिन्स यूनिवर्सिटी के आंकड़ों के अनुसार, भारत में 31 मार्च को खत्म होने वाले सप्ताह में हर दिन औसतन 62,000 नए मामले सामने आए। यह पाँच महीनों में दर्ज किए गए नए मामलों का सबसे अधिक साप्ताहिक औसत है।
16 सितंबर को खत्म होने वाले सप्ताह में कोरोना की भारत में पहली लहर देखी गई जब लगभग 93,000 सामने आए। वर्तमान में, रोज़ाना सामने आने वाली टैली इसका लगभग 67% है, और ये संख्या अभी भी बढ़ रही है।

ऐसा क्यों हुआ है?
कोविड -19 के मामले में शीर्ष छह देशों में भारत एकमात्र ऐसा था, जिसमें दूसरी लहर नहीं आई थी। लेकिन प्रतिबंधों में ढील दिए जाने से मामलों में वृद्धि की उम्मीद थी खासकर ऐसे वक़्त में जब टीकाकरण कार्यक्रम अभी भी प्रारंभिक चरण में है।
गूगल की कोविड-19 सामुदायिक मोबिलिटी रिपोर्ट पूर्व-कोविड समय की तुलना में लोगों की वर्तमान गतिविधि को मापने का काम करती है। इस रिपोर्ट के मुताबिक़ भारत में विभिन्न गैर-आवासीय स्थानों पर लोगों की गतिविधियां लगातार बढ़ रही है। मार्च 2021 तक ये मोबिलिटी या गतिशीलता महामारी के पहले वाले स्तर के करीब आ चुकी है।
वर्तमान समय में कोरोना संक्रमण के मामलों में आई बढ़त कई राज्यों में बढ़े संक्रमण का नतीजा है। महाराष्ट्र संक्रमण के मामले में सबसे आगे है, जो 12 करोड़ 30 लाख आबादी के साथ भारत का दूसरा सबसे घनी आबादी वाला राज्य है।
सरकारी आंकड़ों के मुताबिक, महाराष्ट्र में 30 मार्च को खत्म होने वाले सप्ताह में औसतन लगभग 34,000 मामले दर्ज किए गए, जो सितंबर में आई पहली लहर के पीक से 55% अधिक है।
30 मार्च के सप्ताहांत में भारत में लगभग 58% नए मामले अकेले महाराष्ट्र से सामने आए, और लगभग 80% नए मामले छह राज्यों - महाराष्ट्र, कर्नाटक, पंजाब, छत्तीसगढ़, गुजरात और मध्य प्रदेश से ही आए। इन सभी राज्यों में केस तेजी से बढ़ रहे हैं।
आर वर्ल्ड इन डेटा की रिपोर्ट के मुताबिक़ टीकाकरण के मोर्चे पर, भारत में कोरोना वायरस वैक्सीन की लगभग 6 करोड़ 10 लाख खुराक़ 29 मार्च तक दी गई हैं। यानी प्रति 100 लोगों में लगभग 4।4 खुराक़ दी गई हैं।
सरकार कैसे निपट रही है?
कोरोना वायरस की दूसरी लहर को देखते हुए टेस्टिंग बढ़ा दी गई है। आर वर्ल्ड इन डेटा के अनुसार, 30 मार्च को ख़त्म होने वाले सप्ताह में हर दिन औसतन 10 लाख से अधिक नए टेस्ट किए गए हैं। ये संख्या सितंबर में आए पहले कोरोना लहर के दौरान किए गए टेस्ट जितनी ही है।
लेकिन जब इस साल फरवरी में दूसरी लहर आने के संकेत मिले तो उस वक़्त टेस्टिंग की संख्या वर्तमान समय से 55% कम थी।
अंग्रेजी दैनिक हिंदुस्तान टाइम्स के अनुसार, महाराष्ट्र राज्य के अधिकारियों ने कहा है कि राज्य में जल्द ही चरणबद्ध तरीके से कड़े प्रतिबंध लगाए जा सकते हैं, लेकिन इनमें संपूर्ण लॉकडाउन नहीं होगा। रिपोर्ट में कहा गया है, "राज्य सरकार रेस्तरां, होटल, सिनेमाघर, दुकान और बाजार की समय सीमा को तय सकती है, यहां तक कि अधिकारियों ने भी प्रतिबंधों के लिए एसओपी (स्टैंडर्ड ऑपरेटिंग प्रोसिज़र) तैयार करना शुरू कर दिया है।"
वहीं 25 मार्च की एक अन्य रिपोर्ट कहती है कि भारत कोविड-19 मामलों में आई बढ़त के बाद अपने घरेलू टीकाकरण कार्यक्रम पर ध्यान केंद्रित करेगा और टीकों के निर्यात का विस्तार नहीं करेगा।
भारत ने अब 45 या उससे अधिक आयु वर्ग के लोगों के लिए टीकाकरण को मंजूरी दे दी है। इससे पहले पहले न्यूनतम आयु 60 या 45 साल या उससे अधिक आयु वाले वो लोग इसे लिए योग्य थे जिन्हें कुछ स्वास्थ्य संबंधी शिकायतें हैं।
आगे क्या होगा?
बीते 15 दिनों से भारत में कोरोना वायरस का मामला हर दिन औसतन लगभग 6% बढ़ रहा है। यदि यह गति जारी रहती है, तो 12 दिनों में भारत 93,000 नए मामलों के साथ (साप्ताहिक औसत) कोरोना की पहली लहर के आंकड़ों को भी पार कर जाएगा।
वर्तमान में, दुनिया भर में रिपोर्ट किए गए नए मामलों में भारत की हिस्सेदारी 11% है। भारत ने 31 मार्च तक औसतन लगभग 62,000 नए मामले दर्ज किए, जो केवल दो देशों -ब्राजील और संयुक्त राज्य अमेरिका से ही पीछे है।
इस वक़्त इन दोनों देशों की तुलना में भारत में मामला तेजी से बढ़ रहा है, और यदि वर्तमान रुझान जारी रहता है तो भारत सात दिनों में वैश्विक टैली में सबसे आगे होगा। बीते साल अगस्त और सितंबर में भारत वैश्विक स्तर कोरोना के मामलों में सबसे आगे था। यह वह वक़्त था जब भारत में पहली लहर अपने शीर्ष पर थी।
भारत में कोरोना से होने वाली मौत दर वर्तमान समय में 1.34 फ़ीसदी हैं। लेकिन पहली लहर के समय ये दर 1.63 फ़ीसदी थी। भारत में एक महीने पहले संक्रमण से मरने वालों की संख्या 100 की तक थी लेकिन में 31 मार्च वाले सप्ताह में औसतन 319 मौतें हुईं।
हिंदुस्तान टाइम्स की एक रिपोर्ट के अनुसार, कोविड -19 मामलों में ताजा उछाल से भारत के स्वास्थ्य संबंधी बुनियादी ढांचे को प्रभावित हो सकता है, भारत सरकार ने राज्यों को चेतावनी देते हुए, आईसीयू की क्षमता बढ़ाने के लिए तत्काल कदम उठाने के लिए कहा है। 29 मार्च तक, भारत में 50,000 के करीब सक्रिय मामले थे, यह संख्या पहली लहर में सामने आए केसों के मुकाबले आधे हैं।
