कोविड की दूसरी लहर देश की अर्थव्यवस्था को इतना क्यों दहला रही है?

पिछले साल मार्च में देश में संपूर्ण लॉकडाउन की घोषणा करने वाले प्रधानमंत्री मोदी ने अपने ताज़ा संबोधन में ज़ोर देकर कहा कि देश को लॉकडाउन से बचाना ज़रूरी है।

उनके ऐसा कहने के पीछे ठोस वजहें हैं, मार्च 2020 से अप्रैल 2021 के तेरह महीनों में कोविड संक्रमण की वजह से पूरा देश भारी मुश्किलों और चुनौतियों के दौर से गुज़रा है। लॉकडाउन के बाद अनलॉक की प्रक्रिया शुरू करके देश की अर्थव्यवस्था को पटरी पर लाने की कोशिशें की गईं।

पिछले महीने तक लग रहा था कि महामारी से तबाह हुई भारत की अर्थव्यवस्था संभल रही है। इस रिकवरी को देखते हुए कई अंतरराष्ट्रीय रेटिंग एजेंसियों और अंतरराष्ट्रीय मुद्रा कोष (आईएमएफ़) ने वित्त वर्ष 2021-22 में भारत की विकास दर 10 से 13 प्रतिशत के बीच बढ़ने की भविष्वाणी की थी।

लेकिन अप्रैल में कोरोना वायरस की दूसरी भयावह लहर के कारण न केवल इस रिकवरी पर ब्रेक लगा है बल्कि पिछले छह महीने में हुए उछाल पर पानी फिरता नज़र आता है। रेटिंग एजेंसियों ने अपनी भविष्यवाणी में बदलाव करते हुए भारत की विकास दर को दो प्रतिशत घटा दिया है।

अब जबकि राज्य सरकारें लगभग रोज़ नए प्रतिबंधों की घोषणाएं कर रही हैं तो अर्थव्यवस्था के विकास में बाधाएं आना स्वाभाविक है। बेरोज़गारी बढ़ रही है, महंगाई के बढ़ने के पूरे संकेत मिल रहे हैं और मज़दूरों का बड़े शहरों से पलायन भी शुरू हो चुका है।

वित्त मंत्रालय के सूत्रों के मुताबिक़ केंद्र सरकार आर्थिक हालात का गहराई से जायज़ा ले रही है। सरकार इस नतीजे पर पहुँची है कि पिछले साल की तरह देश भर में लॉकडाउन नहीं लगाया जाएगा और 2020 में जिस तरह से बड़े आर्थिक पैकेज दिए गए थे इस बार ऐसी कोई योजना नहीं है। मदद दी जाएगी, लेकिन वो ज़रुरत के हिसाब से होगी।

अर्थव्यवस्था को कितना बड़ा झटका?

मुंबई में आर्थिक मामलों पर किताबें लिखने वाले और शेयर मार्केट के एक नामी व्यापारी विजय भंबवानी ने बीबीसी से कहा, ''इसका असर ये होगा कि अर्थव्यवस्था सिकुड़ेगी, उत्पादन कम होगा और उपभोग नीचे जाएगा।"

मुंबई में ही चर्चित किताब "बैड मनी" के लेखक और अर्थशास्त्री विवेक कौल कहते हैं कि अर्थव्यवस्था के हर क्षेत्र पर इस लहर का असर पड़ेगा, चाहे वो ऑटो सेक्टर हो, या रियल एस्टेट, या बैंकिंग, एयरलाइंस, पर्यटन या फिर मनोरंजन।

वो कहते हैं, ''सेंटर फ़ॉर मॉनिटरिंग इंडियन इकोनॉमी' के आंकड़ों से पता चलता है कि 31 मार्च तक बेरोज़गारी 6।5 प्रतिशत थी, यह 18 अप्रैल तक 8.4 प्रतिशत तक बढ़ गई है। एचडीएफ़सी बैंक ने कहा कि अप्रैल 2021 में (15 अप्रैल तक) कोविड -19 के बीच चिकित्सा इमरजेंसी के कारण चेक बाउंस के मामले बढ़ गए हैं।"

वो कहते हैं, "इसके अलावा, कई ऐसे प्रभाव होंगे जिसे आसानी से मापा नहीं जा सकता, सरकार के कर संग्रह में कमी आएगी, कंपनियां नुक़सान कम करने के लिए ख़र्च को कम करेंगी या चीज़ों के दाम बढ़ाएँगीं।"'

दिल्ली और मुंबई में एक हफ़्ते के लॉकडाउन लगाए जाने के बाद से इन शहरों से मज़दूरों का पलायन शुरू हो गया है। अंदाज़न 25 से 30 प्रतिशत मज़दूर अपने घरों को लौट गए हैं। इससे खुदरा व्यापार, कंस्ट्रक्शन के कामों, मॉल और दुकानों पर फ़र्क़ पड़ने लगा है।

उदाहरण के तौर पर शॉपिंग सेंटर एसोसिएशन ऑफ़ इंडिया ने एक बयान में कहा है कि देश भर के मॉल अपने व्यवसाय का 90% तक दोबारा हासिल चुके थे, लेकिन अप्रैल में एक बार फिर स्थिति बदलने लगी है।

उनके बयान के अनुसार, "उद्योग प्रति माह राजस्व में 15 हज़ार करोड़ रुपये कमा रहा था, लेकिन स्थानीय प्रतिबंधों के साथ लगभग 50% राजस्व में गिरावट आई है।"

महाराष्ट्र में सरकारी प्रबंधों के कारण वाहनों के कारख़ानों में उत्पादन 50-60 प्रतिशत कम हो गया है। देश में वाहनों का सबसे अधिक प्रोडक्शन महाराष्ट्र में है। इकनोमिक टाइम्स अख़बार के मुताबिक़ वाहन उत्पादन में इस कमी से रोज़ाना 100 करोड़ रुपये से अधिक का घाटा हो रहा है। अगर रियल एस्टेट की बात करें तो ये सेक्टर पहले से ही संकट में है लेकिन इसका संकट और बढ़ गया है।

विवेक कौल कहते हैं, "अब लोग घरों से काम कर रहे हैं जिसका सिलसिला जारी रहेगा, रियल एस्टेट की एक कंसल्टिंग कंपनी कुशमैन एंड वेकफ़ील्ड के अनुसार इस साल जनवरी से मार्च तक किराए पर दिए गए ऑफ़िस स्पेस का कारोबार 48 प्रतिशत घटा है।"

सर्विसेज़ उद्योग और पर्यटन क्षेत्र को अब तक सब से बड़ा झटका लगा है। अमेरिका और ब्रिटेन जैसे कई देशों ने अपने नागरिकों को भारत जाने से बचने की सलाह दी है जबकि घरेलू पर्यटन भी कोरोना के डर से घटने लगा है।

कहा जा रहा है कि कोरोना की पहली लहर के लपेट में सब से अधिक आने वाले हॉस्पिटैलिटी, पर्यटन और एयरलाइंस पर दूसरी लहर का भी सबसे बुरा असर पड़ेगा।

मुंबई में एक बड़े होटल के मालिक अशोक चैनीतला ने बताया कि होटल 70-80 प्रतिशत ख़ाली हैं। उन्होंने कहा, "होटल, विशेष रूप से बड़े होटल, लक्ज़री, कन्वेंशन सेंटर, रिसॉर्ट-स्टाइल वाले, कई साल की तैयारी और मेहनत के बाद बनते हैं। हम पहले से ही बुरे हाल में थे, अब इस नई लहर ने हमारे उद्योग को चौपट कर दिया है। हमारे पास स्टाफ़ को पगार देने के लिए पैसे भी जल्द ख़त्म हो जाएंगे।''

महाराष्ट्र के रेस्टोरेंट एसोसिएशन ने कुछ दिन पहले कहा कि दूसरी लहर कुछ सप्ताह तक जारी रही तो 90 प्रतिशत रेस्टोरेंट बंद हो जाएंगे।

हॉस्पिटैलिटी उद्योग में पिछले साल से अब तक अगर किसी की कमाई बढ़ी है तो वो घर पर खाना डिलिवर करने वाले लोग हैं। इनमें जोमैटो और स्विगी सब से आगे हैं। मिंट अख़बार के मुताबिक़ सॉफ्टबैंक स्विगी होम डिलीवरी कंपनी में 450 मिलियन डॉलर का निवेश करने जा रहा है।

जान बनाम जहान?

पिछले साल कोरोना की लहर के शुरुआत में देश भर में लॉकडाउन लगाते समय प्रधानमंत्री नरेंद्र मोदी ने कहा था, 'जान है तो जहान है'। यानी पहले जान बचाओ और फिर बाद में व्यापार और व्यवसाय पर ध्यान देंगे, डॉक्टर और स्वास्थ्य से जुड़े विशेषज्ञ ये मान रहे हैं कि दूसरी लहर अधिक घातक है।

अस्पतालों में बिस्तरों की कमी है, आईसीयू में और मरीज़ नहीं भर्ती किए जा सकते, दवाइयों की कमी है और सबसे अहम ऑक्सीजन की सख़्त क़िल्लत है। लोग अस्पताल पहुँचने से पहले दम तोड़ रहे हैं हैं। ऐसे में क्या देश भर में लॉकडाउन लगाया जाए?

विजय भंबवानी कहते हैं कि कोरोना वायरस की दूसरी लहर के अनियंत्रित प्रसार को देखते हुए भारत सरकार को लॉकडाउन लगाना चाहिए। "हालात को सामने रखते हुए, महामारी के विस्तार को रोकने के लिए लॉकडाउन लगाने के अलावा और कोई चारा नहीं।"

लेकिन केंद्रीय सरकार का ऐसा कोई इरादा नहीं, मंगलवार की शाम प्रधानमंत्री ने भी राज्यों से कहा था कि लॉकडाउन आख़िरी उपाय होना चाहिए। वित्त मंत्रालय के एक अधिकारी ने कहा, "लॉकडाउन लगाए जाने का कोई इरादा नहीं है। पिछली बार सब कुछ नया था। हमने देखा लॉकडाउन से किस तरह अर्थव्यवस्था बैठ गई थी। हम हालात को लगातार मॉनिटर कर रहे हैं।''

उन्होंने आगे कहा, "पिछले साल की तरह बड़े आर्थिक पैकेज का एलान नहीं किया जाएगा, ये मैराथन दौड़ है, 100 मीटर की दौड़ नहीं। हमें हर उद्योग को अलग-अलग उसकी ज़रुरत के हिसाब से मदद करनी पड़ सकती है।"

आम तौर से उद्योग जगत पूर्ण लॉकडाउन के ख़िलाफ़ है लेकिन महाराष्ट्र और दिल्ली की सरकारों के पास कोरोना की रोकथाम के लिए लॉकडाउन का सहारा लेना पड़ा, हालाँकि ये लॉकडाउन पिछले साल की तरह सख़्त नहीं हैं।

कई और राज्य सरकारें अब इस उधेड़बुन में हैं कि जान और जहान, दोनों को मिल रही चुनौती के बीच संतुलन कैसे बनाया जाए।
