प्रधानमंत्री नरेंद्र मोदी ने बुधवार को कोरोना वायरस पर सर्वदलीय बैठक के बाद कहा है कि लॉकडाउन का एक साथ ख़त्म होना मुश्किल दिख रहा है। भारत सरकार ने कोरोना वायरस को फैलने से रोकने के लिए 25 मार्च को देशभर में 21 दिनों की लॉकडाउन लागू किया था। ये 14 अप्रैल को ख़त्म होना है। इसी बीच सरकार ये समीक्षा कर रही है कि लॉकडाउन को आगे बढ़ाया जाए या नहीं। कई राज्यों ने केंद्र सरकार को लॉकडाउन को आगे बढ़ाने का सुझाव भी दिया है। प्रधानमंत्री नरेंद्र मोदी ने देश के हालातों को सामाजिक आपातकाल कहा है। उन्होंने कहा है कि उनकी सरकार की प्राथमिकता देश के प्रत्येक व्यक्ति की जान बचाना है।
राजस्थान में बढ़ाया जा सकता है लॉकडाउन
राजस्थान में लगातार बढ़ रहे कोरोना के मामलों को देखते हुए फ़िलहाल लॉकडाउन ख़त्म करने पर सरकार ने स्पष्ट फ़ैसला नहीं लिया है। हालांकि, मुख्यमंत्री अशोक गहलोत ने मीडिया से रूबरू होते हुए कई लॉकडाउन को आगे बढ़ाने की ओर इशारा किया।
मुख्यमंत्री सलाहकार और गृह विभाग के अतिरिक्त मुख्य सचिव राजीव स्वरूप के नेतृत्व में एक कमेटी का गठन किया गया है। जो 14 अप्रेल को ख़त्म हो रहे लॉकडाउन को आगे बढ़ाने या चरणबद्ध तरीके से खोलने पर विचार कर रही है।
राजस्थान गृह विभाग के अतिरिक्त मुख्य सचिव राजीव स्वरूप ने बीबीसी को बताया कि, "हम इस पर तैयारी कर रहे हैं। फ़िलहाल कुछ नहीं कह सकते।" मुख्यमंत्री अशोक गहलोत ने एनडीटीवी पर लॉकडाउन ख़त्म को लेकर कहा कि, "मेरा मानना है कि इसको एक साथ नहीं खोल सकते हम। इसको खोलेंगे तो 21 दिन के लॉकडाउन के मायने ख़त्म हो जाएंगे।"
मध्य प्रदेश सरकार ने दिए लॉकडाउन बढ़ाने के संकेत
मध्यप्रदेश में 14 अप्रैल के बाद लॉकडाउन ख़त्म होने की संभावना कम ही नज़र आ रही है। हालांकि इस पर अभी तक कोई अंतिम फ़ैसला नही लिया गया है। मुख्यमंत्री शिवराज सिंह चौहान ने संकेत दिए हैं कि लॉकडाउन को बढ़ाया जा सकता है। उन्होंने पत्रकारों से बात करते हुए कहा, "जिस तरह के स्थिति अभी है उसमें लोगों से बातचीत की जा रही है। अभी कुछ भी फ़ैसला नहीं लिया गया है।"
उन्होंने कहा कि जिस तरह की स्थिति बनेगी उसके अनुसार फ़ैसला लिया जाएगा। मुख्यमंत्री ने कहा कि भोपाल और इंदौर में अभी जो स्थिति, उसमें इसे हटाना मुश्किल नज़र आ रहा है। लोगों की जान बचाना सबसे पहला उद्देश्य है, उसके बाद ही कुछ सोचा जा सकता है।
शिवराज सिंह चौहान ने यह ज़रुर कहा है कि जहां पर अभी तक कोरोना पीड़ित नहीं है वहां ज़रुर लॉकडाउन खोलने को लेकर विशेषज्ञों से बातचीत की जा रही है। प्रदेश के इंदौर और भोपाल में कोरोना पॉजिटिव मरीज़ लगातार मिल रहे है। प्रदेश में अब तक आकड़ा 327 पहुंच चुका है। इंदौर अकेले में 173 मरीज़ मिल चुके हैं। वही भोपाल में स्वास्थ्य विभाग के 45 अधिकारी कर्मचारी मिल चुके है जिसकी वजह से आंकड़ा 91 तक पहुंच चुका है।

असम सरकार कंडिशनल लाकडाउन के पक्ष में
असम में अगर नई दिल्ली के निज़ामुद्दीन मरकज़ से जुडे कोरोना वायरस के मामले इतनी तादाद में सामने नहीं आते तो राज्य को 10 अप्रैल से आशिंक लॉकडाउन के तहत खोलने की चर्चा होने लगी थी।
असम सरकार के कैबिनेट ने तो 30 मार्च को एक बैठक कर चाय बागानों को लॉकडाउन से छूट देने तक का फ़ैसला ले लिया था। लेकिन 31 मार्च को जब कोरोना वायरस से संक्रमित पहला मामला सामने आया तो सरकार की सारी योजना पर पानी फिर गया। अब तक यानी 8 अप्रेल की शाम 6 बजे तक असम में कोविड-19 से संक्रमित मरीज़ों की कुल संख्या 28 हो गई है।
असम सरकार के स्वास्थ्य मंत्री हिमंत बिस्वा सरमा लॉकडाउन पर मीडिया के समक्ष कई बार 15 अप्रेल के बाद कंडिशनल लाकडाउन के पक्ष में अपनी बात कह चुके हैं।
मंगलवार को कैबिनेट की एक बैठक के बाद लाकडाउन पर मीडिया से बात करते हुए मंत्री सरमा ने कहा, "21 दिनों की लॉकडाउन के बाद पूर्ण लॉकडाउन की स्थिति को बरक़रार रखना संभव नहीं है। हमारी सार्वजनिक वितरण प्रणाली लॉकडाउन का समर्थन नहीं करती है। इसलिए हम कुछ छूट के साथ कंडिशनल लॉकडाउन के पक्ष में हैं। देश के कई राज्य की कुल मिलाकर इसके बारे में एक जैसी राय है।"
इसी महीने मनाए जाने वाले रोंगाली बिहु और गुड फ्राइडे जैसे त्योहार के दौरान लोगों को इकट्ठा होने से बचने की सलाह देते हुए मंत्री कहा, 'केंद्र सरकार लॉकडाउन की स्थिति के बारे में फ़ैसला करेगी और तदनुसार राज्य सरकार के मंत्रिमंडल की बैठक 13 अप्रैल को होगी। यदि केंद्र लॉकडाउन को खोलने और जारी रखने का फ़ैसला राज्यों पर छोड़ती है तो फिर हम फ़ैसला लेंगे। और यदि केंद्र सरकार लॉकडाउन को आगे भी जारी रखने का निर्णय लेती है तो हम उसी के अनुसार आगे बढ़ेंगे।'

छत्तीसगढ़ ने दिया लॉकडाउन बढ़ाने का सुझाव
छत्तीसगढ़ के स्वास्थ्य मंत्री टीएस सिंहदेव का कहना है कि 14 अप्रैल के बाद भी, राज्य में लॉकडाउन कम से कम दो सप्ताह तक और बढ़ाया जाना चाहिए।
उन्होंने कहा, "वैश्विक स्तर पर और देश के स्तर पर विशेषज्ञों का जो आकलन है, उसके अनुसार हमारे यहां बहुत बड़ी आबादी ऐसी है, जिसमें कोरोना के लक्षण अभी नज़र नहीं आ रहे हैं। आशंका जताई जा रही है कि आने वाले दिनों में हमारे देश में ऐसे मामले और बढ़ेंगे।"
सिंहदेव ने कहा, "छत्तीसगढ़ जिन सात राज्यों से घिरा हुआ है, वहां कोरोना का प्रकोप बढ़ा है। लॉकडाउन के कारण छत्तीसगढ़ में कोरोना के संक्रमण को रोकने में हम कामयाब हुए हैं। दस में से नौ मरीज़ों को अस्पताल से छुट्टी मिल चुकी है। ऐसे में अभी के जो हालात हैं, उसे बरक़रार रखने के लिए छत्तीसगढ़ में 14 अप्रैल के बाद भी कम से कम दो सप्ताह तक लॉकडाउन और जारी रहना चाहिए।"
इससे पहले सोमवार को राज्य के मुख्यमंत्री भूपेश बघेल ने प्रधानमंत्री को पत्र लिख कर अंतर्राज्यीय आवागमन प्रारंभ करने के पूर्व पूरे देश में कोविड-19 के प्रसार की स्थिति को नियंत्रण में रखने के लिए ठोस उपाय सुनिश्चित करने का आग्रह किया है।
केरल ने कहा लॉकडाउन को आगे बढ़ाया जाए
वहीं केरल ने अधिकारिक तौर पर केंद्र सरकार से कहा है कि लॉकडाउन को चरणबद्ध तरीके से ही हटाया जाए। केरल ने केंद्र सरकार से कहा है कि लॉकडाउन को तीस जून तक तीन चरणों में हटाया जाए।
ये सलाह एक विशेषज्ञ समिति ने दी है जिसकी अध्यक्षता पूर्व मुख्य सचिव और सेबी के सदस्य केके अब्राहम कर रहे हैं।
वहीं कर्नाटक उन 12 ज़िलों से लॉकडाउन हटाने पर विचार कर रहा है जहां अब तक कोरोना संक्रमण का कोई भी मामला सामने नहीं आया है। वहीं मुख्यमंत्री बीएस येदियुरप्पा ने संकेत दिए हैं कि अन्य ज़िलों में लॉकडाउन चरणबद्ध तरीके से हटाया जाएगा।
तेलंगाना के मुख्यमंत्री के चंद्रशेखर राव ने कहा है कि उन्होंने प्रधानमंत्री से लॉकडाउन को आगे बढ़ाने की अपील की है। उन्होंने कहा, अर्थव्यवस्था को चोट पहुंचेगी लेकिन अगर लोगों की मौत हुई तो हम इस नुक़सान की भरपाई नहीं कर पाएंगे। अर्थव्यवस्था को फिर ज़िंदा किया जा सकता है, इसलिए ही मुझे लगता है कि लॉकडाउन को आगे बढ़ाया जाए।
इसी बीच आंध्र प्रदेश के मुख्यमंत्री जगन मोहन रेड्डी ने अभी अपना पक्ष स्पष्ट नहीं किया है लेकिन उनकी सरकार ये कहती रही है कि केंद्र और राज्य सरकार सही वक़्त पर फ़ैसला लेगी इसी बीच कोरोना हॉटस्पाट इलाक़ों में सख़्त क़दम उठाए जा रहे हैं।
