स्विस बैंको में जमा भारतीय धन में बढ़ोतरी दर्ज की गई है। स्विस नेशनल बैंक ने जारी किए आंकड़ों में बताया है कि स्विस बैंकों में भारतीयों का पैसा 50 फ़ीसदी बढ़कर क़रीब सात हज़ार करोड़ पहुंच गया है।
स्विस बैंक के मुताबिक़, सभी विदेशी ग्राहकों का पैसा साल 2017 में 3 फ़ीसदी बढ़कर 1.46 लाख करोड़ स्विस फ़्रैंक या क़रीब 100 लाख करोड़ रुपए हो गया। स्विस बैंक में जमा भारतीय पैसे में बढ़ोतरी कैसे हुई है? इसी सवाल पर बीबीसी संवाददाता मानसी दाश ने अर्थशास्त्र के पूर्व प्रोफ़ेसर अरुण कुमार से बात की।

स्विस बैंकों में 50 फ़ीसदी भारतीय धन बढ़ने की ख़बर जो आई है, उससे पता चलता है कि ये रकम सात से दस हज़ार करोड़ रुपये है। लेकिन ऐसा नहीं है कि क्योंकि ये पैसा स्विट्ज़रलैंड के बैंक में जमा है, इसलिए ये काला धन ही होगा।
स्विस बैंक ख़ातों में जो काला धन जाता है, वो सीधे नहीं जाता है। भारत से भेजा जाने वाला धन शेल यानी फ़र्जी कंपनियों के द्वारा भेजा जाता है। काला धन भेजने की प्रक्रिया कई परतों में सिमटी है। उदाहरण के तौर पर पहले यह फ़र्जी कंपनियों के माध्यम से बहमास या पनामा पहुंचता है और फिर वहाँ से स्विस बैंक के खातों में पहुंचता है।
यानी स्विस बैंकों के खातों में भारतीयों का पैसा तो है, लेकिन ये पैसा वहाँ सीधे भारत से न पहुँचकर टैक्स हैवन देशों के ज़रिये पहुँचा है। ज़ाहिर है स्विस बैंक अगर खाताधारकों की जानकारी देता भी है तो वो सीधे भारत से वहाँ पहुँचे भारतीयों के बारे में ही बताएगा।
एक मिसाल के तौर पर अगर स्विस बैंक में मिस्टर एक्स ने जर्सी आईलैंड से पैसा भेजा है तो उसके बारे में पूछने पर पता चलेगा कि वह ब्रिटिश पैसा है। इसी कारण सबसे ज़्यादा ब्रिटिश धन स्विस खातों में है, न कि भारतीय धन।
स्विस बैंकों में अभी भारतीय धन के आंकड़े जो आए हैं, वे बहुत कम हैं। इससे बहुत अधिक पैसा स्विस बैंक अकाउंट में होगा क्योंकि वह सीधे भारत से गए पैसे का आंकड़ा दे रहे हैं। चार साल पहले 14 हज़ार करोड़ का आंकड़ा था जो साल दर साल कम होता रहा। इसके बाज तीन साल बाद ये बढ़ कर अब सात हज़ार करोड़ (50 फ़ीसदी) बढ़ने की ख़बर आई है तो यह मामूली पैसा है। स्विस बैंक में असली भारतीय धन का पूरी तरह नहीं पता है।

नोटबंदी से नहीं हुआ फ़ायदा
नोटबंदी का उद्देश्य काले धन पर लगाम लगाना था लेकिन यह जिस पैसे की स्विस बैंकों में जाने की बात की जा रही है वो हो सकता है कि सरकार की कड़ी नीतियों के डर से बाहर भेजा गया है।
भारतीय रिज़र्व बैंक (आरबीआई) ने लेबलाइस रेमेटेंस (एलआरएस) नामक एक स्कीम शुरू की थी जिसमें ढाई लाख डॉलर अपने परिजनों के नाम पर देश से बाहर भेजा जा सकता था। ऐसा हो सकता है कि यह पैसा उसमें गया है।
आरबीआई ने एलआरएस योजना को बहुत सख़्त कर दिया है। अब इसके तहत केवल माता-पिता, पत्नी और बच्चों के लिए पैसा भेजा जा सकता है बाकी किसी के लिए नहीं। इसके कारण हो सकता है सरकार की पकड़-धकड़ के डर से लोगों ने पैसा बाहर भेजा हो।
कई अमीर लोग देश से फ़रार हैं तो उनका पैसा हो सकता है वहां जमा हो। तो यह एक वैध पैसा है। व्यापार करने में मुश्किल आई है, पैसा बाहर जाने का एक कारण यह भी है। इस डर के कारण कई करोड़पति एनआरआई भी बन सकते हैं। भारत से अभी काफ़ी पैसा और भी बाहर जा सकता है।
