बिहार बाढ़: जहां रह रहे वहीं लाश जला रहे लोग

मुख्यमंत्री नीतीश कुमार ने विधानसभा में बयान देते हुए भारी बारिश को बाढ़ का ज़िम्मेदार बताया और इसे प्राकृतिक आपदा कहा। कुछ लोग नेपाल को भी दोषी ठहरा रहे हैं कि उसने पानी छोड़ दिया। नदियों को मोड़ने के लिए बनाए गए तटबंधों और सुरक्षा बांधों को भी लोग बाढ़ के लिए ज़िम्मेदार मान रहे हैं।

बिहार में बाढ़ जैसे हालात लगभग हर साल बनते हैं, लेकिन तबाही तब मचती है, जब कोई बांध टूट जाता है। 2008 की कुसहा त्रासदी को भला कौन भुला सकता है। उसके पहले भी जितनी बार बिहार ने बाढ़ की विभीषिका को झेला है उसके कारण बांधों का टूटना रहा।

इस बार की तबाही का एक कारण कई जगहों से तटबंधों का टूटना ही है। जैसे ही कोई तटबंध टूटता है तो पानी इतनी तेज़ी से आगे बढ़ता है कि लोगों को संभलने का वक़्त नहीं मिल पाता। पिछले शनिवार को मधुबनी के झंझारपुर प्रखंड के नरवार गाiव के पास कमला बलान बांध टूट गया था।

सैकडों लोग गांव से निकल कर तटबंध पर शरण लिए हैं। दोनों तरफ़ सैलाब ही सैलाब दिख रहा था। जिस जगह पर तटबंध टूटा है उसके ठीक सामने ही नरवार गांव है। तटबंध पर शरण लिए लोगों ने कहा कि गांव की शुरुआत में 40 घर थे। 39 गिर गए, बह गए, धंस गए।

लोगों ने बताया कि तटबंध टूटने के बाद आए पानी का बहाव इतना तेज़ था कि वे अपनी जान छोड़कर कुछ भी नहीं बचा पाए। लोगों ने बताया कि रातभर पुलिस और प्रशासन को ख़बर करते रहे। कोई नहीं आया। सुबह तक जब एनडीआरएफ की टीम आई, तब तक काफ़ी कुछ बह गया था।

कई लोगों के परिजन लापता थे। किसी के मवेशी बह गए थे। कई अब भी अपनी चीज़ों को सहेजने के लिए गांव के अंदर फंसे हुए हैं। तटबंध से ठीक सामने दो तल्ले के एक मकान का एक तल्ला धंस चुका था। दूसरे तल्ले के ऊपर एक गाय दिख रही थी।

लोगों में स्थानीय प्रशासन से काफ़ी नाराज़गी है। एक स्थानीय युवक ने कहा, "एनडीआरएफ की तरफ से केवल दो बोट भेजे गए। उसके बाद कोई नहीं आया। अंदर सब कुछ फंसा है। लोग आ रहे हैं, वीडियो बना रहे हैं। बचाने का कोई काम नहीं हो रहा है। दोपहर हो गई किसी ने कुछ खाया नहीं है। शिकायत करने पर लोग कह रहे हैं कि खाना भेज रहे हैं, लेकिन यहां तक नहीं पहुंच रहा है।"

दोनों महिलाओं में से एक नवविवाहिता थीं जिनकी शादी 10 महीने पहले ही हुई थी। पति बाहर कमाने गए थे। रोते हुए कहती हैं, "10 लाख रुपया लगाकर बाबूजी ने शादी की थी। सब बह गया। कुछ नहीं बचा। वहां एक नहीं दो गाय थीं। दूसरी गाय कल तक दिख रही थी, लेकिन आज सुबह से वो भी नहीं दिख रही।

इतना कहकर वो अपनी गाय की ओर देखकर ज़ोर-ज़ोर से रोने लगीं। कमला बलान का तटबंध अब कई जगहों से टूट चुका है। झंझारपुर में ही समिया के आगे एक और जगह पर क़रीब 200 फीट तक तटबंध टूटा है, जिससे कई गांवों तक संपर्क ख़त्म हो गया। पहले तटबंध टूटा तो घर बह गया। किसी तरह जान बचाकर लोग तटबंध पर आए। अब जब लाशें मिलनी शुरू हुई हैं, तो अंतिम संस्कार के लिए जगह तक नहीं बची है।

जहां तम्बू गाड़कर लोग रह रहे हैं, वहीं बगल में लाशों को भी जलाया जा रहा है। वहां पहुंचने पर हमने देखा कि एक लाश तटबंध पर रखी थी, बांध के निचले हिस्से में ज़मीन खोदकर शव को जलाने का काम चल रहा था। नरवार गांव के एक आदमी की लाश एनडीआरएफ़ जवान ढूंढकर लाए थे और उसे परिजनों को सौंप दिया गया था।

एनडीआरएफ़ के इंस्पेक्टर सुधीर कुमार ने कहा, "जिन लोगों ने तटबंध के किनारे शरण ले रखी है, उनके लिए ज़िला प्रशासन ने इंतजाम किया है। हम रेस्क्यू का काम कर रहे हैं। जो लोग अंदर फंसे हैं उन्हें बाहर ला रहे हैं। जो नहीं आना चाहते उनके लिए फूड पैकेट्स और ज़रूरी सामान पहुंचा रहे हैं।"

नेशनल हाइवे पर बने शरणार्थी कैंप के पास एनडीआरएफ़ के इंस्पेक्टर अभी हमसे बात ही कर रहे थे तभी कुछ पीड़ित लोग भागे-भागे आए। गुहार लगाने लगे कि उनका 14 साल का लड़का पानी में डूब गया है, क्या उसे खोजा नहीं जा सकता?

तुरंत एक मोटरबोट मंगाई गई। एनडीआरएफ़ के जवानों के साथ परिजन बोट में सवार हुए और साथ में बीबीसी भी। परिजनों के इशारे पर गांव के चारों ओर शव खोजा जाने लगा। जब भी कोई पेड़ या झाड़ी दिखती बोट को क़रीब ले जाया जाता। परिजनों को शक था कि लड़के की लाश पानी में फुलकर ऊपर आ गई होगी और बहते हुए किसी पेड़ या झाड़ी से अटक गई होगी।

क़रीब एक घंटे की मशक्कत के बाद भी लाश नहीं मिली। हताश परिजन अपना मोबाइल फ़ोन निकालकर एनडीएआरएफ के जवानों को बच्चे की तस्वीर दिखाने लगे। लेकिन उस सैलाब में डूब चुके बच्चे को तस्वीर देख कर ढूंढना कहां संभव था। ग्रामीणों से बातचीत में पता चला कि ऐसे बहुत से लोग लापता हैं जिन्हें पानी के अंदर ढूंढना मुश्किल है। इसलिए लोग इंतज़ार कर रहे थे कि शव जब पानी में फुलकर ऊपर आएगा तो दिखेगा।

बिहार राज्य आपदा प्रबंधन विभाग ने बुधवार की शाम तक बाढ़ से अब तक 67 लोगों की मौत की पुष्टि की है। सबसे अधिक 17 लोग सीतामढ़ी में मारे गए हैं। लगातार टूट रहे तटबंधों और सुरक्षा बांधों के कारण बाढ़ की विभीषिका बढ़ती जा रही है। मंगलवार की शाम जहां 27 लाख लोग बाढ़ से प्रभावित बताए जा रहे थे, वहीं बुधवार की शाम को प्रभावितों की संख्या 47 लाख के क़रीब पहुंच गई है।

पूरे बिहार में 47 लाख से अधिक लोग बाढ़ से प्रभावित हुए हैं। क़रीब एक लाख लोगों ने राहत शिविरों में शरण ले रखी है। आपदा विभाग के अपडेट में एक आंकड़ा चौंकाने वाला था। मंगलवार की शाम को अपडेट में लिखा गया कि 125 मोटरबोटों को रेस्क्यू के काम में लगाया गया है।

लेकिन अगले दिन जब प्रभावितों की संख्या दोगुनी के क़रीब पहुंच गई, तब भी अपडेट यही कह रहा था कि 125 मोटरबोटों को रेस्क्यू में लगाया गया है। क्या एनडीआरएफ़ के पास और मोटरबोट नहीं है? इंस्पेक्टर सुधीर कुमार कहते हैं, "हमारे पास जितने मोटरबोट थे, सभी रेस्क्यू ही कर रहे हैं। अगर और मोटरबोटों की ज़रूरत पड़ी तो मंगाना पड़ेगा।"

नेशनल हाइवे की एक तरफ़ की लेन पर हज़ारों लोगों को तम्बुओं में शरण लिए हुए देख आपके मन में भी यही सवाल उठेगा कि इसका ज़िम्मेदार कौन है? तटबंधों का टूटना, नदियों की धारा को बांधने का प्रयास, नेपाल से आई नदियों का पानी और राहत-बचाव कार्य में सिस्टम की सुस्ती समेत इसके तमाम कारण हो सकते हैं।

लेकिन सरकार से जवाब मांगने पर सिर्फ़ एक ही मिलता है। जैसा कि मुख्यमंत्री भी कह चुके हैं।" बिहार में आई बाढ़ प्राकृतिक आपदा है।"
