नज़रियाः भारत की परेशानी बढ़ी, चीन के साथ नजदीकी बढ़ा रहा है भूटान

22-24 जुलाई के बीच चीन के उपविदेश मंत्री कौंग शुआनयू ने भूटान का तीन दिवसीय दौरा किया। डोकलाम में पिछले साल अगस्त में भारत और चीन की सेना के 73 दिनों तक चले विवाद के खत्म होने के बाद यह पहली बार है जब चीन और भूटान ने सीधा संपर्क किया है।

चीन और भूटान के बीच कोई औपचारिक कूटनीतिक संबंध नहीं है, यही कारण है कि चीन के विदेश मंत्रालय की वेबसाइट पर बताए गए एशियाई देशों में उसका नाम नहीं है, लेकिन समय-समय पर यहां के अधिकारी एक दूसरे देश का दौरा करते रहते हैं, और चीन के नई दिल्ली स्थित राजदूत भूटानी राजदूत के साथ नियमित आधिकारिक बातचीत भी करते रहते हैं।

इस दौरे पर अधिकांश रिपोर्ट्स में यह ज़रूरी तथ्य मौजूद है कि कूटनीति में रैंक को लेकर प्रोटोकॉल को थोड़ा बदला गया और कौंग की औपचारिक बैठक को सर्वोच्च सम्मान दिया गया। चीन के उपविदेश मंत्री ने भूटान नरेश और पूर्व नरेश के साथ बैठकें कीं और प्रधानमंत्री सेरिंग तोबगे के साथ ही विदेश मंत्री दामचो दोरजी से भी मिले।

आधिकारिक बयान में कहा गया कि दोनों देशों ने सीमाई विवाद सुलझाने के लिए आपसी बातचीत पर सहमति जताई। सीमा को लेकर देशों के बीच एक आम राय बनी। हालांकि बयान में आम राय के स्वरूप के विषय में नहीं बताया गया।

चीन के विदेश मंत्रालय द्वारा जारी प्रेस विज्ञप्ति में कहा गया कि "दोनों देशों को सीमाई इलाकों में शांति बनाए रखने और सीमाई मुद्दे के अंतिम निपटान के लिए सकारात्मक स्थितियां पैदा करने के लिए, दोनों पक्षों को आगे भी सर्वसम्मति से सीमा पर बातचीत करते रहना चाहिए।" भूटानी समाचारपत्रों ने दोनों देशों के बीच क्या बातचीत हुई इसे बताए बिना इस मुलाकात की सूचना दी।

डोकलाम पर भूटान और चीन पास पास

ऐतिहासिक रूप से, भूटान और तिब्बत के बीच मजबूत सांस्कृतिक और आर्थिक संबंध हैं लेकिन ब्रिटिशों के समय से ही भूटानियों को उनके विदेशी संबंध को लेकर हमेशा भारत गाइड करता रहा है। वास्तव में भूटान अभी भारत पर पूरी तरह से निर्भर है। हालांकि डोकलाम की घटना नींद से जगाने का संकेत है।

भूटान इन दो ताकतवर देशों के बीच गोलीबारी के बीच में अपने यहां खून बहते नहीं देखना चाहता। सवाल यह है कि चीन के साथ अपनी सीमाओं को लेकर भूटान कब तक नियंत्रित होता रहेगा और भारत की सामरिक आवश्यकताओं को चुपचाप स्वीकार करता रहेगा।

डोकलाम चीन के लिए ज़रूरी है क्योंकि यह चुंबी घाटी की बनाई सामरिक कमज़ोरी से तीन ओर से घिरा है, उधर भारत के लिए यही स्थिति सिलीगुड़ी कॉरिडोर में स्थित चिकन नेक पर है जहां चीन अस्वीकार्य लाभ की स्थिति में है, यह भारत को पूर्वोत्तर भारत से जोड़ने वाला भूभाग है।

यह ध्यान में रखना ज़रूरी है कि 2017 में डोकलाम विवाद के दौरान भूटान से भी कई ऐसी आवाज़ें उठीं थी जिसमें डोकलाम को लेकर भारत की सामरिक आवश्यकताओं को प्राथमिकता देने पर सवाल उठाया गया था। इसके बाद चीन ने जब भूटान के साथ अपनी वार्षिक बातचीत को रद्द कर दिया तो भी कई नकारात्मक प्रतिक्रियाएं आई थीं। अब यह किसी से छुपा नहीं है कि डोकलाम के महत्व को लेकर भारत और भूटान के बीच स्पष्ट असहमति है।

ख़ास कर चीन के साथ सीमाई मुद्दों को हल करने के लिए भूटान पर घरेलू दबाव बढ़ता ही जा रहा है। युवा पीढ़ी के नज़रिये को बखूबी दर्शाते सोशल मीडिया पर उस रणनीति की समझदारी को लेकर बहुत से सवाल पूछे जा रहे थे जिसकी वजह से वहां के लोग भारत और चीन के बीच गोलीबारी का शिकार हो सकते थे।

भूटान के चरवाहे सीमाओं पर चीनी अतिक्रमण और लगातार हो रहे बुनियादी ढांचे के निर्माण के बारे में शिकायत कर रहे हैं, इसकी वजह से उनकी खुली आवाजाही में खलल पैदा हो रही है और यह चीन के साथ इस मामले को सुलझाने की तात्कालिकता पर जोर डालता है। अब भूटान चुनाव की ओर बढ़ रहा है, तो वहां की घरेलू राजनीति में इस मामले के एक मुद्दा बनने की संभावना है।

एक बार फिर डोकलाम में वापस पहुंचा चीन

कौंग का दौरा निश्चित रूप से दक्षिण एशियाई राजनीति में एक बदलाव चिह्नित करता है- खास कर डोकालाम की घटना और तीनों देशों पर पड़े इसके नतीजे को देखते हुए। हालांकि जैसा कि दोनों देशों के बीच समझौता हुआ कि दोनों देशों की सेना पीछे हटेंगी और इस त्रिभुज पर कोई निर्माण नहीं होगा, तथ्य यह है कि चीनी मशीनें और मजदूर वापस आ गए हैं।

इससे भी बदतर, चीन ने पहले की तुलना में डोकलाम के और भी अधिक बड़े इलाके पर अपना प्रभावी कब्जा बढ़ा लिया है।

प्रभावशाली रूप से चीन के साथ सीमाई मुद्दे पर चर्चा में भूटान के लाभ की स्थिति कम हो गया है- और सवाल यह है कि भूटानी अधिकारियों और सीमावर्ती इलाकों में स्थानीय लोगों को क्या संदेश मिल रहा है। डोकलाम विवाद के बाद इसे लेकर इसमें कोई संदेह नहीं है कि चीन सड़क निर्माण गतिविधियों के कारण पश्चिमी भूटान में मामूली बदलाव के अलावा अपनी वर्तमान स्थिति से पीछे नहीं हटेगा।

चीन से पींगे बढ़ा रहा है भूटान

एक छोटे दक्षिण एशियाई देश के इंजन के रूप में चीन भारत के पड़ोस में अपनी गतिविधियां बढ़ा रहा है, निस्संदेह वो यह निर्माण भारत की तुलना में आधी शर्तों पर कर रहा है। कुछ हद तक इसने एक कूटनीतिक संवाद स्थापित किया है और चीन के साथ हमारे पड़ोसी देशों के संबंध और उनकी दोस्ती का फैसला भारत-चीन के बीच विरोध के आधार तय किया जा रहा है।

भारत में ऐसे संसाधन नहीं हैं जैसा कि चीन के पास हैं और जो उसे दक्षिण एशिया में बुनियादी ढांचे के विकास में योगदान देने में सक्षम बना रहा है- भूटान भी चीन के साथ अपने आर्थिक संबंध को बढ़ाना चाहता है- चीन-भूटान की सीमा पर एक विशेष आर्थिक क्षेत्र बनाने की योजना है- इसलिए जब तक भारत अपने पड़ोसियों को यह बताने में सक्षम नहीं होता है कि चीन के पास वो ना जाएं- हम आपकी ज़रूरतों को पूरा करेंगे, तब तक इन गतिविधियों पर कोई प्रभाव नहीं पड़ने वाला।

दक्षिण एशिया के इस भूभाग में पिछले एक दशक में काफी बदलाव आया है- जिसमें चीनी निवेश और उसकी उपस्थिति काफी हद तक बढ़ गई है और भारत के सभी पड़ोसी चीन की इस दरियादिली का लाभ उठाने उसके पास पहुंच रहे हैं।

अब भूटान को लेकर क्या होगी भारत की रणनीति?

अंत में, भारत दक्षिए एशिया का एकमात्र देश है जिसने शी जिनपिंग की महत्वकांक्षी बेल्ट ऐंड रोड परियोजना का खुले तौर पर विरोध किया है। चीन इससे निश्चित रूप से चिढ़ा हुआ है- और उन्होंने इसे प्रभावशाली तरीके से बता भी दिया है। डोकलाम में बनाई जा रही सड़क भी उसके बुनियादी ढांचे के विकास का हिस्सा है और जिसे बीआरआई से जोड़ दिया जाएगा।

चीन की प्रेस विज्ञप्ति के मुताबिक कौंग के दौरे के दौरान भूटान ने चीन की विकास उपलब्धियों की प्रशंसा की और राष्ट्रपति शी जिनपिंग की निश्चित तौर पर आगे बढ़ती 'वन बेल्ड, वन रोड' परियोजना का स्वागत किया। इसके अलावा, भूटान ने विश्व शांति, समृद्धि और विकास को बढ़ावा देने में चीन के योगदान की भी सराहना की। भूटान ने कहा कि वो अंतरराष्ट्रीय क्षेत्र में बड़ी भूमिका निभाने के लिए चीन का स्वागत करता है।

हालांकि पूरे मामले में इस उभरती नई स्थिति पर कोई नाटकीय बदलाव की उम्मीद नहीं की जानी चाहिए, लेकिन पेंडुलम निश्चित तौर पर चीन की ओर लटक गया है। आने वाले चुनावों में भूटान इस यात्रा को अपनी जनता के साथ कैसे पेश करेगा यह देखना होगा और साथ ही आगामी चुनाव को लेकर चीन के साथ संभावित फायदे को देखते हुए ये महत्वपूर्ण साबित होंगे।

भारत को इससे अपने फायदे हैं लेकिन रणनीतिक तालमेल में परिवर्तन आ रहा है। निश्चित रूप से भूटान को चीन के साथ सीधे और औपचारिक संबंध या जुड़ाव से अलग रखना अब संभव नहीं होगा।
