सुबह के नौ बज रहे हैं और आमराघाट गाँव में एक छोटे घर से घंटी बजने की आवाज़ें आ रही हैं। घर के आँगन में एक मंदिर है जिसके चबूतरे पर बैठी महिला बाएं हाथ से घंटी बजा रही है और दाएं हाथ से आरती भी कर रही है।
चबूतरे के नीचे उनके दो छोटे बच्चे बैठे हैं जिसमें से एक - चार साल की बेटी, ऑटिज़्म की शिकार यानी शारीरिक रूप से विकलांग है। पूजा के दौरान 30 साल की इस महिला के आसूं भी लगातार बह रहे हैं।
आंसुओं पर मुश्किल से काबू पाकर जुतिका दास ने कहा, "आज फिर से जेल जा रहे हैं उनका हाल लेने। ग्यारह बार जा चुके हैं और हर मुलाक़ात में वे ज़्यादा दुबले और बीमार दिखे हैं।"
असम के सिलचर ज़िले के इस ख़ूबसूरत गांव में ढाई महीने पहले तक जुतिका अपने परिवार के साथ हंसी-ख़ुशी ज़िन्दगी बिता रही थीं। पति अजित दास की आमदनी राशन की दुकान से होती थी और बेटी का इलाज भी चल रहा था। छोटे बेटे को स्कूल भेजने की भी तैयारी चल रही थी, लेकिन एक शाम सब बदल गया।
पति अस्थाई डिटेंशन कैंप भेजे गए
अजित दास दुकान में बैठे थे और इलाके की पुलिस वहीं से उन्हें पूछताछ के लिए ले गई। अगले दिन तक घर नहीं लौटे तो पता चला कि उन्हें सिलचर सेंट्रल जेल के भीतर बनाए गए अस्थाई डिटेंशन कैंप भेज दिया गया है।
आरोप था रजिस्ट्रार जनरल ऑफ़ इंडिया के पास अपने उन दस्तावेज़ों को न जमा करने का जिससे प्रमाणित हो सके कि उनका या उनके पूर्वजों का नाम 1951 के एनआरसी में या 24 मार्च 1971 तक के किसी वोटर लिस्ट में मौजूद था।
दरअसल अजित का परिवार 1960 के दशक में बांग्लादेश से भारत आया था। इसी के चलते उनकी भारतीय नागरिकता पर सवाल है और मामला अब विदेशी ट्राइब्यूनल में है। अजित के दो बड़े भाइयों के ख़िलाफ़ भी वारंट निकला हुआ है और उन्हें भी सरेंडर करने का नोटिस जारी हो चुका है।

परिवार का भविष्य दांव पर
30 जुलाई, 2018 को नागरिक रजिस्टर का फ़ाइनल ड्राफ़्ट जारी हुआ है। असम के लाखों लोगों के साथ-साथ अजीत दास की नागरिकता भी ख़तरे में है और उनके परिवार का भविष्य भी दांव पर है।
राज्य में लाखों ऐसे हैं जिन्हें इस दौर से गुज़रना पड़ रहा है क्योंकि असम भारत का अकेला राज्य है जहाँ इस तरह की प्रक्रिया जारी है। इस कश्मकश के बीच जुतिका दास जैसों की ज़िंदगी अधर में लटकी हुई है।
जुतिका ने बताया, "घर नदी के मुहाने पर है इसलिए आए दिन साँप आ जाते हैं। बच्चों को देखूं, खाना बनाऊं या दुकान संभालूं? वकील की फ़ीस भी एक बड़ी ज़िम्मेदारी है।"
एनआरसी प्रक्रिया में कई परिवार पिसे
रजिस्ट्रार जनरल ऑफ़ इंडिया ने 1 जनवरी, 2018 को 1.9 करोड़ असमिया लोगों की सूची जारी की थी। ये असम के कुल 3.29 करोड़ लोगों में से हैं।
जिन लोगों का नाम उस सूची में नहीं आया है उन्हें ख़ास तौर से 30 जुलाई को जारी होने वाली सूची का इंतज़ार था। अब सूची आ गई है और असम के 2.89 करोड़ लोगों को ही देश का नागिक माना गया है। बाकी 40 लाख लोग अवैध नागरिक साबित हो गए हैं। हालांकि अभी इस सूची में जिन लोगों का नाम नहीं आया है उन्हें अपील कर अपना पक्ष रखने का मौका अभी बचा है।
जिन्हें इस सूची का इंतज़ार था उसमें प्रदेश के मुसलमान-हिंदू सभी शामिल हैं। लेकिन हक़ीक़त यही है कि एनआरसी की इस भारी-भरकम प्रक्रिया के बीच जुतिका दास जैसे कई और भी पिस कर रह गए हैं। जुतिका के घर से महज़ एक किलोमीटर की दूरी पर 48 वर्ष की कामाख्या दास भी रहती हैं। इनके पति पिछले 11 महीने से डिटेंशन कैंप में हैं और शादी-शुदा बेटी और दामाद ही कामाख्या की सुध लेते रहते हैं।

'पति को देख पाऊंगी भी या नहीं'
जुतिका दास एक शाम हमारे साथ इनका हाल लेने गईं। कामाख्या का कहना है, "पता नहीं पति को कभी देख भी पाऊँगी या नहीं। न जाने कहाँ से हम पर ये मुसीबत गिर पड़ी।" जैसे-जैसे 30 जुलाई क़रीब आई है, उन सभी लोगों की चिंता की लकीरें बढ़ी हैं जिनके अपने डिटेंशेन कैंपों में बंद हैं।
बच्चों के साथ जुतिका पहुंची सेंट्रल जेल
जुतिका दास और उनके दो बच्चों के साथ हम सिलचर के सेंट्रल जेल पहुँचे। जेल के बाहर मेले जैसा हाल था क्योंकि दर्जनों डिटेंशन कैंप में बंद अपने माँ या बाप, पति या पत्नी और भाई या बहन से मिलने आए थे।
गेट के बाहर बेंच पर बच्चों को बैठाकर जुतिका ने रजिस्टर पर साइन किया और एक घंटे का इंतज़ार शुरू हुआ। पति अजित दास जैसे ही जेल की सलाखों के पीछे से उनसे मिलने पहुँचे, बच्चों ने जाली पर हाथ मारना शुरू कर दिया। बच्चों तक अपना हाथ नहीं पहुँचा पा रहे अजित दास सिसक-सिसक कर रोने लगे।
'सोचा नहीं था पति गंवाने की नौबत आएगी'
जुतिका ने बाहर आकर मुलाक़ात के बारे में विस्तार से बताया। उन्होंने कहा, "फल देती हूं तो रोने लगते हैं और सलाखों के पीछे से बच्चों को खिलाने की कोशिश करते हैं। मैंने 100 रुपए थमाने की कोशिश की तो मना कर दिया और कहा कि जेल में इसके भी ग़ायब होने का ख़तरा रहता है। इतना घबराए हुए थे कि पूछ भी नहीं पा रहे थे कि क्या मैं ख़ुद एनआरसी सूची में परिवार का नाम ढूँढने जाऊँगी।"
30 जुलाई को पूरे असम राज्य में 'नेशनल रजिस्टर ऑफ़ सिटीजनशिप' के दूसरे भाग की लिस्ट जारी हुई है। हालाँकि बढ़ते तनाव को ध्यान में रखते हुए भारत सरकार ये कह चुकी है कि जिसे भी रजिस्टर को लेकर किसी तरह की शिकायत होगी उसकी जांच की जाएगी और ये प्रक्रिया फ़ाइनल नागरिकता को देने या न देने की प्रक्रिया नहीं है।
लेकिन जुतिका दास को इन बातों से ख़ास फ़र्क़ नहीं पड़ता। शाम को जेल से आमराघाट लौटते समय उन्होंने कहा, "सोचा नहीं था कि नागरिकता के चलते पति भी गँवाने की नौबत आ सकती है।"
