"दबाव चाहे जितना हो, अगर आप सच के लिए लड़ रहे हैं, सच्चा काम कर रहे हैं और किसी ऐसे व्यक्ति के लिए लड़ रहे हैं जिसे एक ऐसे व्यक्ति के ख़िलाफ़ न्याय दिलाना है जो बेहद प्रभुत्वशाली है तो आपको थोड़ी ज़्यादा मेहनत करनी होती है।"
ये शब्द उस महिला पुलिस अधिकारी के हैं जिन्होंने आसाराम के ख़िलाफ़ नाबालिग के साथ बलात्कार मामले की जांच की है। साल 2010 में राजस्थान पुलिस सेवा में शामिल होने वाली पुलिस अधिकारी चंचल मिश्रा के लिए शुरुआत से ही इस मामले की जांच आसान नहीं थी।
आसाराम मामले की जांच कैसे हुई?
इस मामले में आसाराम को गिरफ़्तार करने के साथ ही उन पर लगाए गए आरोपों की जांच करना भी अपने आप में बहुत मुश्किल था। इसकी वजह ये थी कि आसाराम को इंदौर में गिरफ़्तार किया, उन पर दिल्ली में एफ़आईआर की गई, पीड़िता उत्तर प्रदेश की रहने वाली थी और घटना के वक्त वह किसी दूसरे प्रदेश में पढ़ रही थी।
ऐसे में इस जांच का दायरा इतना बड़ा था कि मुख्य जांच अधिकारी को दूसरे राज्यों के जांच अधिकारियों के साथ समन्वय स्थापित करने में ही बहुत समय लगता था।
इस मामले की मुख्य जांच अधिकारी चंचल मिश्रा बताती हैं, "जांच की सबसे बड़ी मुश्किल ये थी कि ये कई राज्यों में फैली हुई जांच थी। अलग-अलग राज्यों में जाकर आपको सबूत और दस्तावेज़ जुटाने थे और गवाहों की तलाश करनी थी। दूसरी बात हमें इस जांच को समय रहते पूरा करना था। तीसरी बात ये थी कि एफ़आईआर करने के बाद गिरफ़्तार करने की परिस्थितियों में क्या होगा। क्योंकि ये एक स्वयंभू संत थे जिन्हें गिरफ़्तार करना अपने आप में एक चुनौती थी।"
"हम आसाराम को तब तक गिरफ़्तार नहीं करना चाहते थे जब तक हमारे पास पुख़्ता सबूत न हों। जब हमारे पास पर्याप्त सबूत हो गए तब हमने गिरफ़्तारी की। इसके बाद लगभग हर रोज़ कोर्ट में पेश होना, ज़मानत की अर्ज़ी पर बहस करना। ये सारे काम एक साथ चल रहे थे। आपको इस सबके साथ-साथ अपनी व्यक्तिगत ज़िंदगी भी मैनेज करनी थी।"
हमने इस मामले में लग रहे राजनीतिक साज़िश के दृष्टिकोण से भी जांच की और पाया कि ये संभव नहीं है।
आसाराम कैसे हुए गिरफ़्तार?
जांच अधिकारी चंचल मिश्रा जब अपनी टीम के चार अन्य सदस्यों के साथ इंदौर आश्रम पहुंचीं तो आसाराम ने प्रवचन शुरू कर दिया। इसके बाद वह आराम करने चले गए और इस दौरान चंचल मिश्रा अपनी टीम और इंदौर पुलिस के साथ गिरफ़्तार करने की कोशिश में लगी थीं।
इसी प्रक्रिया में चंचल मिश्रा ने कहा कि 'आसाराम जी दरवाज़ा खोल दीजिए नहीं तो तोड़कर अंदर आ जाऊंगी।'
चंचल मिश्रा ने बीबीसी से बात करते हुए कहा, "हमारे पास क़ानूनी अधिकार हैं, अगर कोई अपराधी गिरफ़्तारी में बाधा उत्पन्न कर रहा है। उसने अपने आपको किसी घर में बंद करके रखा हुआ है। ऐसे में हमें अधिकार है कि दरवाज़ा तोड़कर उसे गिरफ़्तार करें।"
"इंदौर आश्रम के बाहर बहुत भीड़ मौजूद थी। हमारी रणनीति ये थी कि जल्दी से जल्दी आसाराम को लेकर आश्रम से बाहर निकलें क्योंकि सुबह तक आश्रम के बाहर भीड़ बढ़ने वाली थी। हमारे पास दो घंटे का वक़्त था और उसमें ही हमें सारे काम करने थे क्योंकि सुबह की स्थिति में वो इतनी भीड़ जमा कर लेते कि हम वहां से निकल नहीं पाते। हम साढ़े आठ या नौ बजे के आसपास आश्रम में घुसे। इसके बाद रात डेढ़-दो बजे तक ही हम आसाराम को गिरफ़्तार कर सके।"

इंदौर एयरपोर्ट पर कटी आसाराम की रात
31 अगस्त को आसाराम को उनके आश्रम से गिरफ़्तार करने के बाद पुलिस ने उनको तुरंत ही इंदौर एयरपोर्ट के लिए रवाना कर दिया क्योंकि उन्हें जोधपुर कोर्ट में पेश किया जाना था।
ऐसे में पुलिस के पास समय की कमी थी और इंदौर से जोधपुर के बीच साढ़े छह सौ किलोमीटर की दूरी है। ऐसे में उन्हें तुरंत जोधपुर पहुंचाने के लिए एयरपोर्ट लाया गया, लेकिन जोधपुर की टीम को अगली फ़्लाइट के लिए कई घंटों का इंतज़ार करना पड़ा।
चंचल मिश्रा बताती हैं, "आसाराम को लेकर हम इंदौर एयरपोर्ट गए जिसके बाद हमें फ़्लाइट का इंतजार करना पड़ा। इसके बाद अगली सुबह हम लगभग साढ़े दस बजे जोधपुर पहुंचे।''
'बम से उड़ाने की साजिश'
चंचल मिश्रा के बारे में ऐसी रिपोर्टें भी आईं, जिसमें कहा गया कि उनकी हत्या की साज़िश रची गई थी। इंडियन एक्सप्रेस की एक रिपोर्ट के मुताबिक़- "कार्तिक हलदर ने गुजरात पुलिस को दिए अपने बयान में स्वीकार किया था कि जांच अधिकारी चंचल मिश्रा को बम से उड़ाने की साज़िश रची गई थी और इसके लिए डायनामाइट मुंबई के रास्ते लाया जा रहा था।"

लेकिन जब बीबीसी ने चंचल मिश्रा से इस बारे में जानने की कोशिश की तो उन्होंने कहा कि वो नकारात्मक चीज़ों के बारे में बात करना पसंद नहीं करती हैं क्योंकि अगर नकारात्मक चीज़ें सामने लाई जाएंगी तो लोग प्रेरणा लेने की जगह डरने लगेंगे।
वह बताती हैं, "मैं निगेटिव चीज़ों की जगह पॉज़ीटिव चीज़ों को ज़्यादा बताना चाहूंगी ताकि लोग उससे प्रेरित हों। गुजरात पुलिस से राजस्थान पुलिस को एक इनपुट मिला था। इस बारे में जो ज़रूरी कार्रवाई थी वो हमारे विभाग ने की थी।"
जोधपुर की विशेष अदालत ने नाबालिग से बलात्कार के मामले में आसाराम को जो आजीवन कारावास की सज़ा सुनाई है, उसमें चंचल मिश्रा की बेहद अहम भूमिका रही है और चंचल मिश्रा की मानें तो आज उन्हें अपने काम को सही तरीके से अंजाम देने का संतोष भी है।
