मान लीजिए आप अरबपति हैं और नया कारोबार शुरू करने की सोच रहे हैं। शायद आपको वर्जिन अटलांटिक एयरलाइन के संस्थापक रिचर्ड ब्रैनसन की कहानी पता हो और उनकी तरह आप अपनी एयरलाइन लॉन्च करने का मन बना लें।
अगर आपका भारत से कोई भी नाता है तो आपने कभी न कभी इंडियन एयरलाइंस या इंडियन या एयर इंडिया का नाम भी सुना ही होगा। आपको ये भी पता लग ही गया होगा कि भारत सरकार पिछले कई वर्षों से एक हो चुकी एयर इंडिया में से अपना 76% हिस्सा बेच रही है। धड़कनें तेज़ होना लाज़मी है। अगर आपकी कंपनी इस डील में सफल रही तो आपको ये हासिल होगा:-
*क़रीब 100 जहाज़ जिसमें बोइंग 787 से लेकर एयरबस 320 तक का बेड़ा शामिल है।
*इन जहाज़ों की क़ीमत 15,000 करोड़ रुपए से ज़्यादा है।
*20,000 से ज़्यादा कर्मचारी जिसमें से 11,000 से ज़्यादा फ़ुल-टाइम और बाकी कॉन्ट्रैक्ट पर हैं।
*भारत और विदेश में सैंकड़ों करोड़ रुपयों की प्रॉपर्टी।
*38 से ज़्यादा अंतरराष्ट्रीय हवाई अड्डों पर हर हफ़्ते 2,500 से ज़्यादा लैंडिंग स्लॉट्स।
*भारत के हर हवाई अड्डे पर बेहतरीन लैंडिंग स्लॉट्स और जहाज़ों के हैंगर।
*मिलेगी दशकों पुरानी एयर इंडिया ब्रैंड जिसे टाटा समूह ने खड़ा किया और इसने ब्रिटिश एयरवेस और पैन-एम जैसी एयरलाइनों से लोहा लिया।
अटकलों का दौर
बतौर एक कारोबारी अगर इतना पढ़ कर भी आपकी नीयत नहीं डोली तो एक और बात जानिए। एयर इंडिया में 76% शेयर लेने के लिए दुनिया की कम से कम चार बड़ी एयरलाइनों के नाम पर क़यास जारी है। अगर अब तक आपका मन बन गया है तो ज़रा ध्यान से पढ़िए:-
*2018 में पूर्व उड्डयन मंत्री अशोक गजपति राजू ने ज़िक्र किया था कि "हैरानी नहीं होगी अगर एयर इंडिया का क़र्ज़ 70,000 करोड़ तक पहुँच जाए"।
*मार्च, 2017 तक एयर इंडिया पर 50,000 करोड़ रुपए तक का क़र्ज़ चढ़ चुका था।
*एयर इंडिया में 76% हिस्सा खरीदने के लिए आपकी या दूसरे की जेब में 7,000 करोड़ रुपए होना चाहिए।
*जो भी 76% का शेयर जिस दिन ख़रीदेगा उसके ऊपर उसी दिन से 30,000 करोड़ रुपए से ज़्यादा का क़र्ज़ चढ़ जाएगा।
*मंत्रालय ने हाल ही में एक संसदीय समिति को बताया कि कई जहाज़ हैंगरों में खड़े है क्योंकि बाहर से पुर्ज़े मंगा कर मरम्मत कराने में हर महीने क़रीब 200 करोड़ रुपए की कमी पड़ रही है।
इन पांच बातों से अगर आपके हौसले थोड़े पस्त से हुए हों तो इसका भी ध्यान रखिए कि 76% हिस्सेदारी खरीदने के बाद भी 24% सरकारी दखल बरक़रार रहेगा। जो लोग एयर इंडिया लंबे समय से जुड़े रहे हैं उनमें से अधिकांश को लगता है ये आख़िरी प्वाइंट सबसे अहम है।
1953 के बाद से एयर इंडिया भारत सरकार के पास रही है और उसके कई दशकों बाद तक इसने प्रॉफ़िट भी दर्ज किया। एयरलाइन के पूर्व महाप्रबंधक अश्विनी शर्मा को लगता है कि "एयर इंडिया की आज की दशा के लिए सिर्फ़ एयरलाइन क्यों ज़िम्मेदार हों।"
उन्होंने कहा, "जब आप हमारे हाथ बाँध के तालाब में उतार देंगे और कहेंगे तैरो तो हम कैसे करेंगे। हमारे अच्छे-अच्छे रूट्स दूसरों को दे दिए। फिर लेवल-प्लेयिंग फ़ील्ड कहाँ रही।"
हकीकत यही है कि एयर इंडिया की मुश्किलें बढ़नी भी तब से ही शुरू हुईं जब 1993 के बाद से भारत की एयरलाइन इंडस्ट्री का निजीकरण शुरू हुआ। जानकार बताते हैं कि इसके पहले तक एयर इंडिया ज़्यादातर मुनाफ़े में ही उड़ती रही।

ख़ुद की खड़ी की गई मुश्किलें
एविएशन कवर करने वाले वरिष्ठ पत्रकारों में से एक अश्विनी फड़नीस हैं जो मानते हैं कि मुश्किलें खुद की खड़ी की हुई हैं और अब हल निकलना मुश्किल है।
उन्होंने बताया "अमेरिका में हाल में हुई एक एविएशन बैठक में मेरी मुलाक़ात एमिरेट्स एयरलाइन के प्रेसिडेंट से हुई। उन्होंने कहा एयर इंडिया एक बेहतरीन असेट है जिसे कोई भी खरीदना चाहेगा। वे याद कर रहे थे जब बचपन में माता-पिता के साथ वे इंडोनेशिया में रहते थे और एयर इंडिया से ही लंदन सफ़र करते थे।"
बड़ा मसला ये भी है कि जब से भारत सरकार ने विनिवेश करने की घोषणा की है उसके बाद से उम्म्मीदवारों के नामों पर कयास तो बहुत लगे हैं पर कुछ ठोस निकल कर क्यों नहीं आ रहा।
अश्विनी फड़नीस के मुताबिक़, "जो भी कंपनी, भारतीय या विदेशी, इतना पैसा लगाएगी वो चाहेगी कि फिर एयर इंडिया में किसी दूसरे का हस्तक्षेप न हो। क्योंकि सरकार शामिल रहेगी तो कह सकती है ये क्यों हो रहा है, वो क्यों हो रहा है। निवेशकों को डर है कि स्थिति ऐसी ही बनी रहेगी।"
मामले पर अपनी प्रतिक्रिया देने के लिए नागरिक उड्डयन राज्य मंत्री जयंत सिन्हा उपलब्ध नहीं थे। लेकिन एयर इंडिया विनिवेश पर फ़ैसले के बाद से सरकार की तरफ़ से बयान कम ही आए हैं।
