Gujarat Budget Live - 5 લાખ વિધવા બહેનોને 500 કરોડ સહાયની જાહેરાત

- ખેડૂતોને દિવસે વીજળી પૂરી પાડવા બજેટમાં દિનકર યોજનાની જાહેરાત. આશરે એક લાખ કૃષિ વિષયક વીજ જોડાણો આપવા 1489 કરોડની જોગવાઈ. ખેડૂતોને સબસિડાઈઝ્ડ દરે વીજ પુરવઠો આપવા 7385 કરોડની જોગવાઈ

- ફાયર સ્ટેશનો ખાતે આધુનિક સાધનો વસાવવા રૂ. 106 કરોડની જોગવાઈ .

- મુખ્યમંત્રી ગ્રામ્ય સ્વનિર્ભર યોજનાની જાહેરાત. આ યોજના હેઠળ સ્વ – સહાય જૂથોની બહેનોને અનાજ અને મસાલા દળવાની ઘંટી ખરીદવા માટે સહાય આપવામાં આવશે . જે માટે રૂ.7 કરોડની જોગવાઈ

સરકાર 3600 કરોડના ખર્ચે 11,200 કિમી રસ્તાઓનું રિસરફેસિંગ

- માનવ ગરિમા યોજના હેઠળ 12,000 લાભાર્થીઓને સ્વરોજગારીનો લાભ આપવા રૂ.15 કરોડની જોગવાઈ

- નવા સ્ટાફ ક્વાર્ટર્સ બનાવવા માટે ૧૦ કરોડની જોગવાઈ

- દિવ્યાંગોને સ્વરોજગારીના સાધનો માટે રૂ.20,000ની મર્યાદામાં સહાય અપાશે

- 1 લાખ એપ્રેન્ટિસોની ભરતી માટે 92 કરોડની જોગવાઈ

- 70 હજાર યુવાનોને કૌશલ્ય તાલીમ આપવા 50 કરોડની જોગવાઈ

- મહિલા બાંધકામ શ્રમિકોને પ્રેગનેન્સીના છેલ્લા બે મહિના અને પ્રસુતિના બે મહિના બાદ એમ કુલ ચાર માસ સુધી દર મહિને 5000ની સહાય અપાશે

- અમદાવાદ, વડોદરા, રાજકોટ અને સુરતમાં બાંધકામ શ્રમિકોને બસમાં મુસાફરી કરવા સરકાર સહાય આપશે, રૂ. 50 કરોડ ફાળવ્યા

- ગુજરાત યુનિવર્સિટી ખાતે D R DO સાથે MoU કરી સ્કૂલ ઓફ ડિફેન્સ સ્ટડીઝ શરૂ કરવા માટે રૂ.7 કરોડની જોગવાઈ

- ધોરણ 1 થી 8ના આશરે 43 લાખ બાળકોને મધ્યાહન ભોજન યોજના અને અન્ન સંગમ યોજના માટે રૂ.980 કરોડની જોગવાઈ

- 1.60 લાખ કન્યાઓને વિના મૂલ્યે સાયકલ આપવા રૂ 80 કરોડની જોગવાઈ

- ગુજરાત બિનઅનામત શૈક્ષણિક અને આર્થિક વિકાસ નિગમ માટે રૂ 500 કરોડ

- પાલક માતા-પિતા યોજના અંતર્ગત 18200 લાભાર્થીઓ માટે 50 કરોડની જોગવાઈ

- નવા ઘર સાથે શૌચાલય બનાવવા સરકાર 8 હજાર રૂપિયાની સહાય

- અમદાવાદ, સુરત, વડોદરા અને રાજકોટ જિલ્લા જેલમાં મીની આંગણવાડી બનાવવાની બજેટમાં જાહેરાત

- આગંણવાડી અને પ્રાથમિક શાળાના બાળકોને ફલેવર્ડ મિલ્ક પૂરૂ પાડવા બજેટમાં 342 કરોડની જોગવાઈ

- 5 લાખ વિધવા બહેનોને 500 કરોડ સહાયની જાહેરાત

- દરિયાનું પાણી પીવા લાયક બનાવવા 1080 કરોડની ફાળવણી

- ગાંધીનગર શહેરમાં 24 કલાક પાણી માટે 240 કરોડની યોજનાનું આયોજન

- 2022 સુધી તમામ ઘરોને નળથી જોડાશે, ગ્રામ્ય વિસ્તારના હજી પણ 22 ટકા ઘરમાં નળ નહીં

- બાળ અને મહિલા વિકાસ માટે 3150 કરોડની જોગવાઇ

- કોલેજમાં પ્રવેશ મેળવવા અંદાજે ત્રણ લાખ વિદ્યાર્થીઓને ટેબલેટ યોજના હેઠળ ટેબલેટ આપવા 200 કરોડની જોગવાઈ

- 108 સેવા માટે 150 નવી એમ્બ્ય્લુન્સ ખરીદાશે

- શહેરી વિસ્તારોમાં 10,000ની વસ્તીએ એક અર્બન હેલ્થ સેન્ટર કાર્યરત કરાશે

- મા યોજના માટે 1105 કરોડ, આયુષ્યમાન યોજના માટે 450 કરોડની ફાળવણી

- આરોગ્ય અને પરિવાર કલ્યાણ માટે 11,243 કરોડની જોગવાઈ

માઈક્રો ઈરીગેશનથી સિંચાઈ કરશે તે ખેડૂત જૂથોને પીયાવાના દરમાં 50% રાહત

- કલ્પસર યોજના અંતર્ગત અભ્યાસો પૂર્ણ કરવા 400 કરોડની જોગવાઈ

- સુક્ષ્મ સિંચાઈ યોજના માટે 750 કરોડ રૂપિયાની જોગવાઈ

-વીમા કંપની સામે ફરિયાદ મામલે સરકારે કહ્યું કે, છેલ્લા બે વર્ષમાં વિમા કંપની સામે છેતરપિંડીની કોઈ ફરિયાદ નથી થઈ. બેદરકારી રાખી હોય તેવી સરકારને 12 ફરિયાદ મળી છે.
- ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમ ની ત્રણ વર્ષ માં 7107 કરોડ ની આવક સામે 2632.80 કરોડ ની ખોટ

- વિધાનસભામાં પ્રશ્નોતરી કાળ દરમિયાને વિવિધ સવાલોના જવાબ આપ્યા.

- વિધાનસભા ગૃહમાં વિપક્ષાના સુત્રોચ્ચાર, વિપક્ષે રાજ્યના ખેડૂતોને ન્યાય અપાવવા માટે સરકાર સામે સવાલો ઉભા કર્યા હતા.

- રાજ્યના જિલ્લામાં સૌથી વધુ જામનગર જિલ્લાના સર્વે માટે રૂ. 2 કરોડ 61 લાખ 16 હજાર રૂપિયા ચૂકવવામાં આવ્યા છે.

- બોટાદ અને ભાવનગર જિલ્લા માં પાક નુકસાની વળતર પેટે એક લાખ 97 હજાર 530 ખેડૂતો ને ચૂકવાયા 132 કરોડ 28 લાખ

- ભાવનગર જિલ્લા માં ખેડૂતો એ પાક નુકસાની વળતર માટે 1 લાખ 52 હજાર223 અરજી કરી તેની સામે 1 લાખ 40 હજાર 686 અરજી પાત્ર ઠરતા તેમને 90 કરોડ 28 લાખ ની ચૂકવણી થઈ

- બોટાદ જિલ્લા માં 62 હજાર 520 અરજીઓ સામે 56 હજાર 847 અરજીઓ મંજૂર

બોટાદ માં ખેડૂતો ને 42 કરોડ નું પાક નુકસાની વળતર ચૂકવવું

- પ્રશ્નોત્તરી અવર્સ બાદ કોંગ્રેસના ધારાસભ્ય ઋત્વિક મકવાણા એ સ્ટીકર મારવાનો મુદ્દો ઉપસ્થિત કર્યો

વિધાનસભાના અધ્યક્ષ રાજેન્દ્ર ત્રિવેદીએ મંત્રી ગૃહમાં રજૂ કરતા પહેલા પોતાનો જવાબ બદલી શકે છે તેવો બચાવ કરીને પોતાની મંજૂરી સાથે જ મારવા હોવાની વાત કરી

- પ્રશ્નોતરી કાળ દરમિયાન કોંગ્રેસના ધારાસભ્યોએ પ્રશ્નો પૂછ્યા હતા. જેમાં રાજ્યમાં ખેડૂતોએ વર્ષ 2019માં કરેલા વાવેતર વિસ્તારના અંદાજો માટે સેટેલાઈટ ઈમેજ અને ડ્રોન ફોટોગ્રાફી દ્વારા સર્વે કરી આંકડા મેળવવા માટે એમનેક્ષ ટેકનોલોજી પ્રા.લિ.ને રૂ.10 કરોડ 65 લાખ જેટલી માતબર રકમ ચૂકવી હોવાનો ખુલાસો થયો હતો.

- વિધાનસભામાં પ્રશ્નોત્તરી કાળ દરમિયાન વિપક્ષી સભ્યોએ હંગામો કર્યો હતો, સરકાર સામે પાક વીમા અને ખેડૂતોના પ્રશ્નોને લઇને ગૃહમાં વિપક્ષી સભ્યોએ ઉભા થઇને સુત્રોચ્ચાર કર્યા હતા. વિપક્ષ નેતા પરેશ ધાનાણીએ પણ સરકાર પર આરોપો લગાવ્યા હતા.

- નીતિન પટેલ બજેટ રજૂ કરે તે પહેલાં વિધાનસભામાં એક કલાકનો પ્રશ્નોતરીકાળ રાખવામાં આવ્યો હતો. જેમાં કોંગ્રેસે ખેડૂતોના નુકસાનની સહાય સહિત વિવિધ પ્રશ્નો પુછ્યા હતા. તો ખેડૂતોની આત્મહત્યા અંગેનો સવાલ પણ વિધાનસભામાં પુછવામાં આવ્યો હતો. વિવિધ પ્રશ્નોનાં સરકારે જવાબ આપ્યા હતા.

- પ્રશ્નોતરીકાળ દરમિયાન ખેડૂતોનાં નુકસાન અંગે કોંગ્રેસનો ધારદાર સવાલ

-વિરોધ પક્ષના નેતા પરેશ ધાનાણી એ ટકોર કરી કે 3700 કરોડની ખેડૂતોને સહાયની જાહેરાત કરવામાં આવી હતી જેમાંથી માત્ર 1200 કરોડ ચૂકવવામાં આવ્યા છે

- વિધાનસભામાં કોંગ્રેસના ધારાસભ્યોએ ખેડૂતોના પ્રશ્ને ઉપર પોતાની જગ્યા પર ઊભા થયા અને ખેડૂતોને ન્યાય આપવા સૂત્રોચ્ચારો કરવા

- વિધાનસભાની પ્રશ્નોત્તરીમાં પ્રશ્ન ત્રણ પ્રશ્ન પૂર્ણ થયા પછી વિધાનસભાના અધ્યક્ષે ગૃહને ટકોર કરી

તમામ ધારાસભ્યો ખેડૂતોની આટલી ચિંતા કરી રહ્યા છે પણ કોઈ સભ્ય એ આ પ્રશ્ન વાંચ્યો જ નથી પ્રશ્ન પૂછવામાં આવ્યું છે કયા કયા પાકોને નુકસાન થયું છે પણ તેનો કોઈ ઉલ્લેખ પ્રશ્ન ન કરવામાં આવ્યો

- નાયબ મુખ્યમંત્રી નીતિન પટેલે કોંગ્રેસના સભ્યો હર્ષદભાઈ ના વર્તન સામે ટકોર કરી

જો આ પ્રકારનું વર્તન કરતા હોય તો અમારે બહાર કાઢવા ની દરખાસ્ત કરવી પડશે

આ રીતે કોંગ્રેસના સભ્યો વર્તન કરે તો ગૃહમાં કોઈ સંજોગોમાં નહીં ચલાવી લેવામાં આવે

વિધાનસભાના અધ્યક્ષ ય હર્ષદ રિબડિયા પાસેથી ને કાર્ડ લેવડાવી દીધુ

પ્રશ્નોતરીકાળ દરમિયાન કોંગ્રેસના ધારાસભ્યોએ કૃષિમંત્રીને 2019ના કમોસમી વરસાદને કારણે થયેલા ખેતીના પાકોમાં થયેલા નુકસાન અંગે પણ પ્રશ્ન પૂછ્યો હતો. જેમાં કોંગ્રેસે આક્ષેપ કર્યો છે કે, રૂ.25 હજાર કરોડની નુકસાની સામે રૂ.1229 કરોડની જ સહાય ચૂકવી હોવાનો ખુલાસો થયો હતો.

ખેડૂતોની આત્મહત્યાના આંકડા જાહેર કર્યાં

તો પ્રશ્નોતરીકાળ દરમિયાન રાજ્યમાં ખેડૂતોના આપઘાતના આંકડા જાહેર કરવામાં આવ્યા હતા. દેવભૂમિ દ્ગારકામાં 2 વર્ષમાં 4 ખેડૂતોનો આપઘાત, જૂનાગઢમાં 2 વર્ષમાં 3 ખેડૂતનો આપઘાત, પોરબંદરમાં 1, સાબરકાંઠામાં 1 ખેડૂતનો આપઘાત જ્યારે સુરેન્દ્રનગર અને અમરેલીમાં 2 ખેડૂતોએ આપઘાત કર્યો હોવાનું સરકારે જાહેર કર્યું હતું.

સરકારે ભાડા પેટે એસટીની બસો લીધી, પણ પણ પૈસાની ચૂકવણી બાકી

છેલ્લા 2 વર્ષમાં રાજ્ય સરકારે સરકારી કાર્યક્રમો માટે એસટી બસો ભાડે લીધી તેની માહિતી પણ જાહેર કરવામાં આવી હતી. વર્ષ 2018માં રૂ.65.21 લાખના ભાડા સામે રૂ.46.21 લાખ સરકારે ચૂકવ્યા હતા. વર્ષ 2018ના ભાડા પેટે રૂ. 19 લાખની ચુકવણી બાકી છે. વર્ષ 2019માં રૂ.1.95 કરોડના ભાડા સામે રૂ.1.11 કરોડ સરકારે ચૂકવ્યા છે તો વર્ષ 2019ના ભાડા પેટે રૂ.84 લાખ ચૂકવવાના હજુ બાકી છે. કોંગ્રેસના ધારાસભ્ય ગ્યાસુદ્દીન શેખના સવાલમાં સરકારે લેખિત જવાબ આપ્યો હતો.

6 કરોડ 30 લાખ લોકોને બજેટ પસંદ આવશેઃ નીતિન પટેલ

- બુધવારથી શરૂ થઇ રહેલું વિધાનસભાનું સત્ર 31 માર્ચ સુધી એટલે કે 22 કામકાજના દિવસ સુધી ચાલશે. એ દરમિયાન 25 જેટલી બેઠકો મળશે. બજેટના બીજા દિવસથી રાજ્યપાલના પ્રસ્તાવ પર ચર્ચા થશે. સત્ર દરમિયાન 10 જેટલા વિધેયક રજૂ થશે.

મંદીની બજેટ પર અસર

ગુજરાત સરકારે વર્ષ 2019-20માં કુલ રૂ. 2.04 લાખ કરોડના કદનું બજેટ રજૂ કર્યું હતું. તેથી નવા વર્ષનું બજેટ સ્વાભાવિક રીતે તેનાથી વધશે, પણ એ માત્ર લાફો મારીને ગાલ લાલ બતાવવાનો ખેલ બની રહેશે, કારણ કે સૂત્રો કહે છે કે, મંદીના કારણે આવકો ઘટતાં ચાલુ નાણાકીય વર્ષમાં રૂ. 20થી 25 હજાર કરોડનો ખાડો પડી રહ્યો છે.

- ખેડૂતો ને વળતર આપવા મોટું પેકેજ જાહેર કર્યું છે

- છોટા ઉદેપુર ના 1152 ખેડૂતો બાકી છે એ અરજી માં ડુપ્લીકેશન ના કારણે બાકી બોલે છે , કોઈ ખેડૂત વળતર ચૂકવવાની બાકી નથી : કૃષિ મંત્રી

- ગૃહ માં પ્રશ્નોત્તરી દરમિયાન વિપક્ષ ની ટકોર પાક વિમો ખેડૂતો ને અપાવો

- કૃષિ મંત્રી જ્યારે ગૃહ માં બોલી રહ્યા હતા ત્યારે વિપક્ષ ના સભ્યો ની ટકોર

- અમદાવાદની આરટીઓ કચેરીમાં મેકમ ખાલી હોવાનું સ્વીકારતાં રાજ્ય સરકારે કર્યો

સુભાષ બ્રિજ આરટીઓ કચેરીમાં મંજૂર થયેલું મહેકમ 219 સામે 136 સ્ટાફ ભરાયેલો હોવાનો સ્વીકાર કર્યો ્ 83 જગ્યાઓ ખાલી હોવાનું સ્વીકારી

આજ રીતે વસ્ત્રાલ આરટીઓ માં મંજૂર થયેલી 61 જગ્યાઓ સામે ૩૭ જગ્યાઓ જ ભરાયેલી હોવાની વાતનો પણ સ્વીકાર કર્યો વસ્ત્રાલ આરટીઓ માં 23 જગ્યાઓ ખાલી

નાણામંત્રી નીતિન પટેલે જણાવ્યું કે, આ બજેટ સર્વાંગી વિકાલલક્ષી બજેટ છે જે દરેક વર્ગ અને દરેક ઉંમરનાં લોકોને ધ્યાનમાં રાખીને રજૂ કરવામાં આવશે. આઠમી વખત બજેટ રજૂ કરવાનો લાભ મને મળી રહ્યો છે તેથી હું ગૌરવ અનુભવું છું. ગુજરાતનાં 6 કરોડ 30 લાખ નાગરિકોને આજનું બજેટ પસંદ આવશે. ગુજરાતનો આગામી વિકાસ દ્રઢ રહેશે.
