'ઊડતા પંજાબ' બાદ ધરતી ઉપરના સ્વર્ગ કાશ્મીર પર ડ્રગનું જોખમ

"લગભગ આઠ મહિના પહેલાં મારી જિંદગી બદલાઈ હતી હતી. એ સમયે મેં પહેલી વાર ડ્રગ્સ લીધું હતું. મારા મિત્રોએ કહ્યું કે ડ્રગ્સ લેવાથી હું સાવ બદલાઈ જઈશ અને ઉત્સાહનો સંચાર થશે, આથી મેં ડ્રગ્સ લીધું હતું, પરંતુ મેં જ્યારે ડ્રગ્સ લેવાનું શરૂ કર્યું તો તેનાથી મારી ખુશીઓ છીનવાઈ ગઈ, મારો તણાવ ઘટવાની જગ્યાએ વધી ગયો."

આ શબ્દો છે ભારત પ્રશાસિત કાશ્મીરના શ્રીનગરની શ્રી મહારાજા હરિસિંહ હૉસ્પિટલના નશામુક્તિ કેન્દ્રમાં દાખલ નશાના વ્યસની 25 વર્ષીય મુસ્તાક અહમદ (નામ બદલ્યું છે)ના. રિપોર્ટ પ્રમાણે ભારત પ્રશાસિત કાશ્મીરમાં ડ્રગ્સની લતના કેસ ઝડપથી વધી રહ્યા છે. 

મુસ્તાકે કહ્યું, "પહેલા દિવસે મેં ગાંજો પીધો, થોડા દિવસો પછી મારા મિત્રોએ મને હેરોઇન આપ્યું. બીજા દિવસે મને હેરોઇનની લત લાગી ગઈ."

"બાદમાં રોજ મને હેરોઇન લેવાની ટેવ પડી ગઈ."

મુસ્તાક છેલ્લા ચાર દિવસથી હૉસ્પિટલમાં ઇલાજ કરાવી રહ્યા છે. તેઓ કહે છે કે તેમના કેટલાક મિત્રોએ નશાનો બંધાણી બનાવી દીધો.

તેઓ કહે છે, "હું જ્યારે પણ ડ્રગ્સ લઉં છું ત્યારે સીધો પોતાના રૂમમાં ચાલ્યો જાઉં છું."

"મેં છેલ્લા આઠ મહિનામાં ડ્રગ્સ પાછળ ત્રણ લાખથી વધુ રૂપિયા ગુમાવ્યા છે."

"હું જ્યારે ડ્રગ્સ નહોતો લેતો ત્યારે મારા પેટ અને શરીરમાં દર્દ થતું હતું."

"જ્યારે મારા પરિવારને ખબર પડી તો તેમણે મારી સાથે વાત કરવાનું બંધ કરી દીધું."

"પરિવારનો કોઈ સભ્ય મારી સાથે વાત કરતો તો એવું લાગતું કે એ મારી સાથે ઝઘડી રહ્યો છે."

"બાદમાં મેં પરિવારને કહ્યું કે મને ઇલાજ માટે નશામુક્તિ કેન્દ્રમાં લઈ જાવ, ત્યારથી હું અહીં છું."

ડ્રગ્સ મગજનો વિકાસ રોકી દે છે

શું ડ્રગ્સ સરળતાથી મળી રહે છે? આ સવાલ જ્યારે મુસ્તાકને પૂછવામાં આવ્યો તો તેણે કહ્યું, "અમે દક્ષિણ કાશ્મીરના સંગમ વિસ્તારમાં જતા હતા."

"ત્યાં હેરોઇન સરળતાથી મળી રહેતું. ત્યાં કેટલાક શખ્સ છે જે હેરોઇન વેચે છે."

તેઓ કહે છે કે જ્યારે તેઓ નશામુક્તિ કેન્દ્રમાં આવ્યા ત્યારે લતથી મુક્તિ મળતી હોય એવું લાગી રહ્યું છે.

તેઓ કહે છે, "હવે હું ઠીક છું. હું અહીં નહોતો આવ્યો ત્યારે ડ્રગ્સ વિના ઊંઘી નહોતો શકતો, પરંતુ બધું બદલાઈ ગયું છે અને હું ઊંઘી શકું છું."

"હું નશો કરનાર દરેક વ્યક્તિને કહું છું કે આને છોડી દો, કેમ કે આ બરબાદ કરી નાખે છે. આ ઘર-પરિવાર, પૈસા અને જિંદગી બરબાદ કરી નાખે છે."

આ નશામુક્તિ કેન્દ્રમાં દાખલ અન્ય એક યુવા પોતાની કહાણી જણાવે છે. તેઓ કહે છે કે કેવી રીતે તેના મિત્રોએ તેને નશાનો બંધાણી બનાવી દીધો અને પછી તેની જિંદગી બરબાદ થઈ ગઈ.

એ યુવાએ જણાવ્યું, "ગત બે વર્ષમાં હું એસપી ગોળીઓ અને હેરોઇન લેતો હતો. પહેલાં આનંદ આવતો હતો પણ હવે આદત પડી ગઈ છે."

"ડ્રગ્સને કારણે મેં બધું જ ગુમાવી દીધું. કુટુંબ મારું સન્માન નહોતું કરતું."

"મેં ડ્રગ્સ માટે પાંચથી દસ લાખ રૂપિયા ખર્ચી નાખ્યા. એક ગ્રામ ત્રણ હજારનું આવતું હતું અને હું દરરોજ બેથી ત્રણ ગ્રામ હેરોઇન ખરીદતો હતો."

"મેં હેરોઇન માટે મારી મોટરસાઇકલ પણ વેચી મારી."

"ડ્રગ્સ લીધા બાદ હું પોતાને કંઈક બીજું સમજતો હતો, પરંતુ જ્યારે સવારે નશો ઊતરતો ત્યારે હું કંઈ પણ નહોતો."

"તેનાથી મારી જિંદગી નર્ક બની ગઈ હતી. ડ્રગ્સની લત સારાં કામ કરવા દેતી નથી. એ કહે છે કે મને લો. એ તમારા બૌદ્ધિક વિકાસને રોકી દે છે."

આ યુવાએ આગળ જણાવ્યું, "જ્યારે મારી માતા અને મારી બહેનને મારી ડ્રગ્સની આદત વિશે ખબર પડી તો તેઓ બહુ રોયાં."

"હવે મેં મારી માતા અને બહેનને વચન આપ્યું છે કે હું ડ્રગ્સ નહીં લઉં."

"મારા ઘણા એવા મિત્રો હતા જે ડ્રગ્સના બંધાણી હતા અને મરી ગયા. મેં સોગંદ ખાધા છે કે હું હવે આ જાળમાં ફરી નહીં ફસાઉં."

ઝડપથી ફેલાતી નશાની લત

આ શખ્સે પણ દક્ષિણ કાશ્મીરની કેટલીક જગ્યાઓ વિશે જણાવ્યું જ્યાં સરળતાથી હેરોઇન મળે છે. તેણે કહ્યું કે તે શ્રીનગર શહેરના 16થી 25 વર્ષના ઘણા યુવાઓ વિશે જાણે છે કે જે હેરોઇન લે છે. નિષ્ણાતોનું કહેવું છે કે ગત બે વર્ષમાં નશાની લત કાશ્મીરમાં એટલી ઝડપથી ફેલાઈ છે, જેટલી ચાર વર્ષમાં નહોતી ફેલાઈ. એસએમએચએસ હૉસ્પિટલના ડૉક્ટરોનું કહેવું છે કે જે રીતે લોકોમાં નશો કરવાની લત વધી રહી છે એ આ સમાજ માટે જોખમી છે. નશાખોરના એક ભાઈએ બીબીસીને કહ્યું કે જો ઘરમાં કોઈ નશાનો બંધાણી હોય તો બહુ મુશ્કેલી પડે છે. તેમનો ભાઈ નશાનો વ્યસની હોવાથી એસએમએચએસ હૉસ્પિટલમાં ભરતી હતો.

તેમણે કહ્યું, "આખો પરિવાર બહુ પરેશાન રહેતો હતો. મારો ભાઈ નશાનો બંધાણી થઈ ગયો છે એ વાત મને ખબર પડી, તે મારા માટે કોઈ આઘાતથી કમ નહોતું."

"તે ઘરમાં એક રૂમમાં એકલો ચુપચાપ બેસી રહેતો."

"પરિવાર સાથે બેસીને ભોજન નહોતો લેતો. અને દરેક વખતે ગુસ્સામાં રહેતો. તેણે નશાની આદતને કારણે અઢળક પૈસા ઉડાવ્યા."

"જ્યારે તેની વિવિધિ હરકતોને લઈને અમે સવાલજવાબ કર્યા ત્યારે ખબર પડી કે તે નશો કરે છે. હાલમાં તે શ્રીનગરના નશામુક્તિ કેન્દ્રમાં છે અને તેનો ઇલાજ ચાલી રહ્યો છે."

માત્ર 10 ટકા લોકો જ ઇલાજ કરાવે છે

ડૉ. યાસિર અહમદ રહતર એસએમએચએસ હૉસ્પિટલમાં મનોચિકિત્સા વિભાગમાં ઍસોસિયેટ પ્રોફેસર છે. 

તેઓ કહે છે, "મને આને બીમારી કહેવામાં જરા પણ સંકોચ થતો નથી. કાશ્મીરમાં આ બીમારીની માફક ફેલાઈ રહ્યું છે.

અમારી હૉસ્પિટલના રેકર્ડથી સ્પષ્ટ થાય છે કે ઓપીડી અને આઈપીડીમાં આ પ્રકારના કેસ વધ્યા છે."

"અમે અમારા સંશોધનને આધારે કહી શકીએ કે નશાની લત ધરાવતા માત્ર 10 ટકા લોકો જ ઇલાજ માટે આવે છે અને અન્ય 90 ટકા લોકો નથી આવતા."

જ્યારે બીબીસીએ તેમને પૂછ્યું કે કેવા પ્રકારનો નશો સૌથી વધુ કરવામાં આવે છે.

તો તેમણે કહ્યું, "આ ઉંમર પ્રમાણે હોય છે. દરેક ઉંમર પ્રમાણે અલગઅલગ. કેટલાક કિસ્સામાં તો નશો કરનારની ઉંમર આઠથી દસ વર્ષ વચ્ચે હોય છે."

"આ બાળકો ઇનહેલર દવાઓ કે બૂટપાલીસ જેવા પદાર્થોનો નશો કરે છે."

"આ પ્રકારના નશાની ચીજવસ્તુઓને ગેટ-વે ડ્રગ કહેવાય છે. હવે યુવાઓમાં નશાની લતને લઈને એક ખાસ પ્રકારનો ફેરફાર જોવા મળે છે."

"હવે તેઓ હાર્ડ ડ્રગ્સ, જેમ કે હેરોઇન અને બ્રાઉન શુગર પણ લેવા લાગ્યા છે."

"તમને એ જાણીને નવાઈ લાગશે કે આ વર્ષે અમે જેટલા પણ દર્દીઓ જોયા છે તેમાં 90 ટકા હેરોઇન અને બ્રાઉન સુગરના બંધાણી હતા."

"આ એક ખતરનાક ટ્રૅન્ડ છે. ત્રણ વર્ષ પહેલાં આવું નહોતું."

મહિલાઓ પણ ડ્રગ્સ લઈ રહી છે

ડૉ. અહમદ કહે છે, "કેટલાક કિસ્સા મહિલાઓના પણ સામે આવ્યા છે. ચિંતાજનક બાબત એ છે કે યુવતીઓ પણ હાર્ડ ડ્રગ્સ તરફ આગળ વધી રહી છે."

તેઓ કહે છે કે થોડા વખત પહેલાં જ તેમની પાસે એક યુવતી આવી હતી, જે નશાની બંધાણી હતી. તે હેરોઇન લેતી હતી. તે ગ્રૂપમાં નશો કરતી. તેના ગ્રૂપની એક યુવતીનું નશાને કારણે મોત થઈ ગયું, જેના કારણે તે બહુ પરેશાન હતી અને એટલે મારી પાસે આવી હતી. ડૉક્ટર રહતર કહે છે કે ડ્રગ્સ લેવું એ સામાજિક કલંક માનવામાં આવે છે.

આથી મહિલાઓ લોકોને ખબર ન પડી જાય એટલા માટે નશામુક્તિ કેન્દ્ર આવવાથી ખચકાય છે. છેલ્લાં ચાર વર્ષના આંકડાઓ દર્શાવતાં ડૉ. રહતર કહે છે, "અમે તમને છેલ્લાં ચાર વર્ષના નંબર આપી રહ્યા છીએ."

"વર્ષ 2019માં અમારી પાસે 500 ઓપીડી અને 200 આઈપીડીના કેસ આવ્યા હતા."

"વર્ષ 2016માં કાશ્મીર છ મહિના માટે બંધ રહ્યું હતું. આથી આ સમયે એટલા કેસ સામે આવ્યા નહોતા, પરંતુ 2017માં અચાનક આ સંખ્યા વધીને 3500 સુધી પહોંચી ગઈ."

"અમે 350 લોકોને એકસાથે ભરતી કર્યા હતા."

"2018માં વધુ દર્દીઓ આવવા લાગ્યા. અને માત્ર ઓપીડીમાં આ સંખ્યા 5000ને પાર કરી ગઈ, જ્યારે આઈપીડીમાં 650."

"વર્ષ 2019માં શરૂઆતના ત્રણ મહિનામાં અમારી પાસે ઓપીડીમાં 1500 કેસ આવ્યા અને આઈપીડીમાં 150. તમે જોઈ શકો છો કે દર્દીઓની સંખ્યા વધતી જ જાય છે."

જોકે પોલીસ નથી માનતી કે નશાખોર લોકોની સંખ્યા વધી રહી છે. પોલીસ માટે સંખ્યા નહીં પણ પાકિસ્તાનથી ભારતમાં ડ્રગ્સનું સ્મગલિંગ થવું એ ચિંતાનો વિષય છે.

પોલીસ શું કહે છે?

કાશ્મીર રેન્જના ઇન્સ્પેક્ટર જનરલ ઑફ પોલીસ સ્વયં પણી પ્રકાશનું કહેવું છે, "તમે વિશેષજ્ઞોના હવાલાથી દર્દીઓની વધતી સંખ્યાના જે આંકડા આપી રહ્યા છો એ સાચા નથી."

તેઓ કહે છે, "પાકિસ્તાનથી અહીં જેનું સ્મગલિંગ થાય છે એ સિન્થેટિક ડ્રગ્સ હાલમાં અમારી માટે ચિંતાનો વિષય નથી."

"આ બધું સ્મગલિંગ ડ્રગ્સ પૈડલર અને સ્મગલર દ્વારા કરવામાં આવે છે, જે અહીંથી અન્ય વિસ્તારમાં ડ્રગ્સ મોકલવાની કોશિશ કરે છે."

"કાશ્મીર ઘાટીમાં કુપવાડા જિલ્લાના કેરન અને તેંગડાર વિસ્તારમાં ડ્રગ્સનું સ્મગલિંગ થાય છે."

"કાશ્મીર બહારથી જે પણ ડ્રગ્સ પૈડલર અને સ્મગલરને પકડવામાં આવ્યા છે એ લગભગ બધાએ આ વિસ્તાર સાથે સંબંધ હોવાની વાત સ્વીકારી છે."

તેઓ આગળ કહે છે, "આ લોકોનું એક નેટવર્ક હોય છે, જેને અમે તોડવાનો પ્રયાસ કરી રહ્યા છીએ."

"એ પણ જોવા મળ્યું છે કે જ્યારે કોઈ શખ્સ નશાનો બંધાણી થઈ જાય છે ત્યારે તે બાદમાં પોતે પણ ડ્રગ્સ પૈડલરની જેમ કામ કરવા લાગે છે."

"અગાઉ અમે એનડીપીએસ હેઠળ કેસ દાખલ કરતા હતા. આ સિવાય અમે ઘણા લોકોનાં નામ પબ્લિક સેફ્ટી ઍક્ટ હેઠળ પણ જાહેર કર્યાં છે."

"ડ્રગ્સને લઈને અમે કોઈ બાંધછોડ કરવા માગતા નથી."

જ્યારે અમે પૂછ્યું કે શું સીમા પારથી થનારા વેપારની આડમાં પણ ડ્રગ્સનું સ્મગલિંગ થાય છે.

તો આઈજી પ્રકાશે જણાવ્યું કે કેટલાક એવા કેસ પણ સામે આવ્યા છે. તેમણે કહ્યું કે બારામૂલામાં એક મોટો જથ્થો જપ્ત કર્યો હતો.

પ્રકાશ કહે છે કે ચિંતાજનક બાબત એ પણ છે કે વર્તમાન સમયમાં સિન્થેટિક ડ્રગ્સનો ઉપયોગ વધ્યો છે.

પાકિસ્તાન પર આરોપ

શું પાકિસ્તાન ડ્રગ્સના માધ્યમથી કાશ્મીરના યુવાઓને નિશાન બનાવી રહ્યા છે.

આ સવાલ પૂછતા તેઓ કહે છે, "અમે અહીંયાં જે પ્રકારની સ્થિતિનો સામનો કરી રહ્યા છીએ એ કોઈ અજાણી નથી."

"પાકિસ્તાનના સહયોગવાળા આતંકી સંગઠન અહીં બહુ સક્રિય છે અને તેઓ મુશ્કેલી વધારવા માગે છે."

"તેઓ અહીંના યુવાઓને પોતાની તરફેણમાં લેવા માગે છે અને એમાં કોઈ શંકાને સ્થાન નથી."

હાલમાં જ અલગાવવાદી નેતા મીરવાઇઝ ઉમર ફારુકે નશાના જોખમને લઈને એક દિવસીય સેમિનારનું આયોજન કર્યું હતું. જેમાં ધાર્મિક વક્તાઓ, સામાજિક સંગઠનો અને એનજીઓના વક્તાઓએ ભાગ લીધો હતો.

કાશ્મીરના પૂર્વ આઈજી ક્રાઇમ સૈયદ અહફદુલ મુજતબાએ કેટલાક દિવસ પહેલાં મીડિયાને કહ્યું હતું કે આખા જમ્મુ-કાશ્મીરમાં હેરોઇનનો નશો વધ્યો છે.

પોલીસે વર્ષ 2008-2009માં પોતાનું નશામુક્તિ કેન્દ્ર શરૂ કર્યું હતું.
