નોંધનીય છે કે 31 ઑક્ટોબર, 2018ના રોજ સરદાર પટેલના જન્મદિવસ નિમિત્તે વડા પ્રધાન નરેન્દ્ર મોદીએ આશરે ત્રણ હજાર કરોડ રૂપિયાના જંગી ખર્ચે તૈયાર કરાયેલ 182 મીટર ઊંચી સરદાર પટેલની પ્રતિમાનું અનાવરણ કર્યું હતું.
વડા પ્રધાન નરેન્દ્ર મોદીએ એક નિવેદનમાં કહ્યું હતું કે સ્ટેચ્યૂ ઑફ યુનિટીને જોવા અત્યાર સુધી દેશ-દુનિયામાંથી 23 લાખથી વધુ મુસાફરો આવી ચૂક્યા છે.
તેમણે એવું પણ કહ્યું હતું કે પ્રતિ દિવસ સ્ટેચ્યૂ ઑફ યુનિટીને જોવા માટે 8,500 મુસાફરો આવે છે.
હવે એક વર્ષ બાદ ફરી વડા પ્રધાન મોદી આ મહિનાના અંતે સ્ટેચ્યૂ ઑફ યુનિટીની મુલાકાતે આવવાના છે.
તેથી આ પ્રતિમા અને તેની આસપાસનાં આકર્ષણોના વિકાસ માટે આદિવાસીઓની જમીનના સંપાદનના મામલાએ ફરીથી માથું ઊચક્યું છે.
નોંધનીય છે કે સરકાર દ્વારા જમીન સંપાદિત કરાયા બાદ કથિતપણે સ્થાનિક આદિવાસીઓની રોજી-રોટી છીનવાઈ ગઈ હોવાની પણ ફરિયાદો ઊઠી છે.
સરકાર ત્યાં શું વિકસાવવા માગે છે?
સરકાર સ્ટેચ્યૂ ઑફ યુનિટીને પ્રવાસી માટે આકર્ષણનું કેન્દ્ર બનાવવા માગે છે.
સરદારની પ્રતિમાની આસપાસ કેક્ટસ ગાર્ડન, બટરફ્લાય ગાર્ડન, જંગલ સફારી, રિવર રાફ્ટિંગ, મ્યુઝિયમ, ઓડિયો-વિઝ્યુઅલ ગૅલરી, સેલ્ફી પૉઇન્ટ, લાઇટ અને સાઉન્ડ શોની વ્યવસ્થા, વૅલિ ઑફ ફ્લાવર અને શ્રેષ્ઠ ભારત ભવન જેવાં ઘણાં આકર્ષણો વિકસાવવાની કામગીરી ચાલી રહી છે

ઇન્ડિયન એક્સપ્રેસના એક અહેવાલ પ્રમાણે ગુજરાત સરકાર દ્વારા જુદાં-જુદાં રાજ્યોને કેવડિયા કૉલોની ખાતે પોતાનાં રાજ્યોનાં ભવનો વિકસાવવા માટે આમંત્રણો પાઠવવામાં આવ્યાં છે.
અહેવાલ મુજબ દિલ્હીમાં આવેલાં તમામ રાજ્યોનાં ભવનોની જેમ જુદાં-જુદાં રાજ્યોના મુસાફરોને આકર્ષવા માટે રાજ્યોને સ્ટેચ્યૂ ઑફ યુનિટીની નજીક જ પોતાનાં ભવનો વિકસાવવા માટે જમીનો આપવાની પેશકશ કરાઈ છે.

નોંધનીય છે કે ઉત્તરપ્રદેશ અને નાગાલૅન્ડ જેવાં રાજ્યોએ તો તરત જ આ પેશકશનો સ્વીકાર પણ કરી લીધો છે.
સ્ટેચ્યૂ ઑફ યુનિટીનું જ્યાં નિર્માણ કરાયું છે, એવા ગુજરાતના નર્મદા જિલ્લામાં કુલ વસતિના લગભગ 85% વસતિ આદિવાસીઓની છે. તેમજ નર્મદા જિલ્લાનો સમાવેશ ગુજરાતના કેટલાક સૌથી ગરીબ જિલ્લાઓમાં થાય છે.
ન્યૂઝ ક્લિકના અહેવાલ પ્રમાણે સ્ટેચ્યૂ ઑફ યુનિટી, શ્રેષ્ઠ ભારત ભવન, વૅલિ ઑફ ફ્લાવર અને સાધુ બેટ સુધી જવા માટેના ફોર-લૅન રસ્તા માટે સરકાર દ્વારા જમીન સંપાદિત કરાયાની અસર ત્યાંના 75 હજાર આદિવાસીઓનાં જીવન પર પડી છે.
ઉપરાંત નર્મદા જિલ્લાનાં 19 ગામોના રહેવાસીઓને સરકારે 'પ્રોજેક્ટના કારણે અસરગ્રસ્ત' જાહેર કર્યા છે.
અહેવાલમાં જણાવ્યા મુજબ સરકારે આ તમામ લોકોના પુનર્વસન માટે અને વળતરરૂપે 5 લાખ રૂપિયા કે જમીનનો નવો પ્લૉટ આપવાની જાહેરાત કરી હતી. જોકે, નવાગામ, કેવડિયા, ગોરા, લીમડી અને વઘારિયા જેવાં ગામોને હજુ સુધી આ યાદીમાં સમાવાયાં નથી.
ન્યૂઝ ક્લિકના અહેવાલમાં એવો પણ દાવો કરાયો છે કે હકીકત એવી છે કે કેવડિયાની 90% જમીન પહોળા રસ્તા બનાવવા માટે સંપાદિત કરી લેવાઈ હોવાનું કહેવાય છે.
ગોરા, કોઠી અને લીમડીની કુલ જમીન પૈકી 25% જમીન માત્ર પુનર્વસનના મૌખિક વાયદા કરીને સંપાદિત કરી લેવાઈ હોવાનું કહેવાય છે. આ સિવાય આસપાસનાં 28 ગામોને ખેતી માટે નર્મદા નદીનું પાણી વાપરવાની મંજૂરી નથી અપાઈ.
નોંધનીય છે કે ગુજરાતના માજી મુખ્ય મંત્રી સુરેશ મહેતાની આગેવાનીમાં સ્થાનિક આદિવાસીઓ દ્વારા પત્રકારપરિષદ યોજવામાં આવી હતી, જેમાં ગુજરાત સરકાર પર પ્રોજેક્ટના કારણે અસરગ્રસ્ત થયા હોય એવા લોકોને નોકરીઓ અને અન્યત્રે જમીન આપવાની વાતથી ફરી ગઈ હોવાનો આરોપ મૂક્યો હતો.
આ પત્રકારપરિષદમાં એ વાત પર ભાર મુકાયો હતો કે સ્ટેચ્યૂ ઑફ યુનિટીની આસપાસનાં નર્મદા જિલ્લાનાં આ 72 ગામોને બંધારણની પાંચમી અનુસૂચિમાં આવરી લેવાયેલાં છે.
જેથી આ વિસ્તારો પર પેસા (પંચાયત ઍક્સટેન્શન ટુ શિડ્યુલ્ડ એરિયા) ઍક્ટ લાગુ પડે છે. તેથી સરકાર અહીં સ્થાનિક ગ્રામસભાની મંજૂરી વગર કશું ન કરી શકે.
આદિવાસીઓની જમીન પર સરકારની નજર કેમ?
આદિવાસીઓની જમીન પર સરકારની નજર હોવાની વાતની પુષ્ટિ કરતાં આદિવાસી કાર્યકર પ્રફુલ્લ વસાવા જણાવે છે, "આદિવાસીઓની સંસ્કૃતિ અને અસ્તિત્વને ટકાવી રાખવાના આશયથી ભૂમિ અધિગ્રહણના કાયદામાં જે હેતુ માટે જમીન સંપાદિત કરાઈ હોઈ, જો પાંચ વર્ષ સુધી એ હેતુ માટે તેનો ઉપયોગ ન કરવામાં આવે તો જમીન તેના મૂળ માલિકને સોંપી દેવાની જોગવાઈ કરાઈ છે, પરંતુ સ્ટેચ્યૂ ઑફ યુનિટી અને તેની આસપાસનાં આકર્ષણોના વિકાસ માટે આ જોગવાઈઓનું પૂરેપૂરું પાલન કરાયું નથી."
"નર્મદા જિલ્લામાં ખાસ કરીને ગરુડેશ્વર તાલુકાની આદિવાસી પ્રજામાં શિક્ષણનું પ્રમાણ ખૂબ જ ઓછું છે."
"100માંથી માત્ર 5 વિદ્યાર્થીઓ જ કૉલેજ સુધી પહોંચી શકે છે. તેમજ આ વિસ્તારની આદિવાસી પ્રજામાં ગરીબીનું પ્રમાણ પણ ખૂબ જ વધુ છે."
"ગુજરાત સરકાર આ તમામ હકીકતોથી વાકેફ હતી, જેથી સ્ટેચ્યૂ ઑફ યુનિટી અને તેની આસપાસના બીજાં આકર્ષણોના વિકાસ માટે આ વિસ્તાર પસંદ કરાયો છે."
"કારણ કે આ વિસ્તારના આદિવાસીઓની જમીન સંપાદિત કરવાનું ખૂબ જ સરળ બની રહે છે."
"એવા ઘણા કિસ્સા પણ બન્યા છે જેમાં માત્ર પોલીસબળનો ઉપયોગ કરીને ગામની જમીનો સંપાદિત કરવા માટે આદિવાસીઓને પોતાનાં જ ઘરો તોડવા મજબૂર કરાયા હોય."
અન્ય એક કાર્યકર આનંદભાઈ મઝગાંવકર જણાવે છે કે, "સરકાર એવું માને છે કે તેઓ વિરોધ કરી રહેલા આદિવાસીઓની જમીન પહેલાંથી જ સંપાદિત કરી ચૂકી છે."
"જ્યારે બધા કિસ્સામાં એવું નથી બન્યું. નવા ભૂમિ અધિગ્રહણના કાયદામાં જમીન સંપાદિત કરવા માટે સરકારે જે તે વિસ્તારના 70% લોકોની મંજૂરી મેળવવી પડે છે, પરંતુ ગરુડેશ્વર જિલ્લાના 'અસરગ્રસ્ત ગામોમાં' આ જોગવાઈને નજરઅંદાજ કરાઈ છે."
"સાથે જ જો સ્ટેચ્યૂ ઑફ યુનિટી અને અન્ય આકર્ષણોના વિકાસ માટે આદિવાસીની બહુમતીવાળા નર્મદા જિલ્લાની પસંદગીની વાત કરીએ તો સરકારના મનમાં ક્યાંક ને ક્યાંક એવું તો હતું જ કે ભવિષ્યમાં વિકાસકાર્યો માટે આદિવાસીઓ પાસેથી સરળતાપૂર્વક જમીનો મેળવી શકાશે."
"જો બીજા કોઈ વિસ્તારોમાં આ યોજનાનો પાયો નખાયો હોત તો જમીન સંપાદિત કરવામાં ત્યાંના નાગરિકો વધુ અવરોધો પેદા કરી શક્યા હોત."
આદિવાસીઓના વિરોધ છતાં વિકાસ કેમ?
ર્મદા જિલ્લામાં સ્ટેચ્યૂ ઑફ યુનિટી બની ગયા બાદ સ્થાનિકોને રોજગારી અને આવકનાં અન્ય સાધનો ઉપલબ્ધ કરાવવાની વાત અવારનવાર થતી રહી છે.
જોકે, સ્થાનિકોનું કહેવું છે કે પ્રોજેક્ટ પૂર્ણ થયાના એક વર્ષ બાદ પણ સ્થાનિકોને કરાયેલા વાયદાઓ સરકાર કથિતપણે પૂરા કરી શકી નથી.
આદિવાસીઓના વિરોધ અંગે વાત કરતાં વરિષ્ઠ પત્રકાર અજય ઉમટ જણાવે છે, "વિકાસનું મૉડલ હંમેશાં સર્વગ્રાહી હોય એ જરૂરી છે. હું માનું છું કે વિકાસના કોઈ પણ કામમાં સ્થાનિકો સહભાગી હોવા જોઈએ."
"તેથી વિકાસ ભલે થયો હોય, પરંતુ જો તેનાં ફળ જો સ્થાનિકોને જ ન મળે તો સ્થાનિકો રોષે ભરાય એ વાત તો સ્વાભાવિક જ છે."
"તેથી સ્થાનિકો આદિવાસીઓના મૂળ પ્રશ્નો, જેમ કે રોજગારી, પુનર્વસન અને યોગ્ય વળતર છે. આ દિશામાં સરકારે સહાનુભૂતિપૂર્વક અને સંવેદનાપૂર્વક વિચારવું જોઈએ."
"સમયનો તકાજો એ જ છે કે સમાજનો વિકાસ સર્વગ્રાહી, સંતુલિત સમાજના છેવાડાના માનવીને લાભ આપે એવો હોવો જોઈએ."
"આ મૉડલમાં ક્યાંક ને ક્યાંક ખામી દેખાઈ રહી છે. તેના કારણે જ સ્થાનિક આદિવાસીઓમાં નારાજગી છે."
અજય ઉમટ જણાવે છે, "મારું માનવું છે કે ગુજરાતને ટૂરિસ્ટ હબ બનાવવા માટે અને સરદાર સરોવરની નજીક સરદારની પ્રતિમા હોય તેવા આગ્રહને કારણે નર્મદા જિલ્લામાં સ્ટેચ્યૂ ઑફ યુનિટી બનાવાયું છે ના કે રાજકીય લાભ મેળવવા માટે."
"તેમ છતાં સ્થાનિકોના પ્રશ્નો પર સરકારે ગંભીરતાપૂર્વક વિચારવું જ પડે, એ વાતે કોઈ બેમત નથી."
આદિવાસીઓની જમીન અને વાયદાઓ
આદિવાસી માટે કામ કરતા કાર્યકરો અને સ્થાનિકોનું કહેવું છે કે નર્મદા જિલ્લાનાં જુદાં-જુદાં ગામોમાં સ્ટેચ્યૂ ઑફ યુનિટી અને અન્ય વિકાસકાર્યોને કારણ ગણાવીને સરકાર દ્વારા ઘણા આદિવાસીઓની જમીનો સંપાદિત કરી લેવાઈ છે, પરંતુ ગુજરાત સરકારની દાનત પોતાની જમીનો આપનાર આદિવાસીઓને કરાયેલા વાયદોઓને પૂરા કરવાની નથી.
સરકાર વિરુદ્ધ પોતાનો આક્રોશ વ્યક્ત કરતાં કેવડિયાના સ્થાનિક આદિવાસી યુવક દિલીપભાઈ જણાવે છે, "સરકારે અમારી જમીનો પર શ્રેષ્ઠ ભારત ભવન બાંધી દીધું છે. અમને વળતરરૂપે અપાયેલી જમીનનો અમે અસ્વીકાર કર્યો છે."
"જમીન ગુમાવ્યા બાદ હું મારા પરિવારના ગુજરાન માટે જે ગલ્લો ચલાવતો હતો, એ પણ દબાણનું કારણ આપી સ્થાનિક તંત્રએ તોડી પાડ્યો છે."
"જમીન આપતા સમયે અમને અમારું માનવીય ગૌરવ જળવાઈ રહે તેવી વૈક્લ્પિક રોજગારી આપવાની વાત કરવામાં આવી હતી, પરંતુ તંત્ર દ્વારા અમને માત્ર સફાઈ કામદારોની જ નોકરીઓ અપાઈ છે."
"મને એ નોકરી કરતાં ગલ્લો ચલાવવાનું વધુ યોગ્ય લાગ્યું, પરંતુ હવે તો એ પણ તૂટી ગયો."
અન્ય એક સ્થાનિક આદિવાસી યુવક જે. જે. તડવી જણાવે છે, "શ્રેષ્ઠ ભારત ભવન બનાવવા માટે અમે અમારી જમીન આપી હતી. બદલામાં અમને અમારા હાલના ઘરથી 50 કિલોમિટર દૂર એક જમીન આપવામાં આવી છે."
"તેમજ સરકારે વૈકલ્પિક રોજગારીની તકો આપવાની વાત પાળી નથી. જ્યારે પણ કોઈ મોટા નેતા આવવાના હોય ત્યારે રોજગારી માટે અમે જે લારી-ગલ્લા ચલાવીએ છીએ તે ઉપાડી અથવા તોડી નાખવામાં આવે છે."
સ્ટેચ્યૂ ઑફ યુનિટી અને તેની આસપાસનાં અન્ય આકર્ષણોના વિકાસ માટે જે આદિવાસીઓની જમીન સંપાદિત કરવામાં આવી છે તેઓને તેમની જમીનના બદલામાં યોગ્ય વળતર અને રોજગારી આપવાનો વાયદો સરકારે પૂરો નથી કર્યો.
આદિવાસીઓના આ આક્ષેપ વિશે સરદાર સરોવર પુનર્વસવાટ એજન્સીના મુખ્ય કારોબારી અધિકારી અને પુનર્વસવાટ કમિશનર અને સ્ટેચ્યૂ ઑફ યુનિટીના મુખ્ય વહીવટકર્તા આઈ. કે. પટેલ જણાવે છે, "આ આક્ષેપો સત્યથી તદ્દન વેગળા છે."
"જે આદિવાસીઓની જમીન સંપાદિત કરાઈ છે તે પૈકી 500 કરતાં વધુ લોકોને આઉટસોર્સિંગ એજન્સીઓ મારફતે કાયમી નોકરીઓ અપાઈ છે. જ્યારે 1000 કરતાં વધારે લોકોને અન્ય પ્રોજેક્ટમાં નોકરીઓ મળી છે."
"તેમજ જે-તે સમયે સંપાદિત કરેલી જમીનના બદલામાં યોગ્ય વળતર અને જમીન બદલે જમીન પણ અપાઈ છે. જે લોકોએ જમીનના બદલે વળતરનો સ્વીકાર નથી કર્યો, તેમને યોગ્ય વળતર આપવા માટે પણ સરકારે સમયાંતરે ઠરાવો કર્યા છે."
