ભારતના બંધારણ મુજબ કોઈ પણ વ્યક્તિ નાત-જાત, વર્ણ, લિંગ, જ્ઞાતિ કે કોમના ભેદભાવ વિના મતદાન કરી શકે છે. જોકે, મતદાન કરીને બહાર નીકળે એટલે તેમનામાં એક સમાનતા જોવા મળે છે. મતદાનમથકમાં તેમના ડાબા હાથની પહેલી આંગળી અને નખ ઉપર શાહી લગાડવામાં આવે છે જેને ભૂંસી શકાતી નથી. ડુપ્લિકેટ મતદાન થતું અટકાવવા માટે આ વિશિષ્ટ શાહી લગાડવામાં આવે છે, જે ભારતમાં એકમાત્ર કંપની તૈયાર કરે છે. ગુરુવારે પહેલા તબક્કાના મતદાનની સાથે ચૂંટણી પર્વની શરૂઆત થઈ, જેનું સમાપન 19મી મેના દિવસે સાતમા અને અંતિમ તબક્કાના મતદાન સાથે થશે.
શાહીને ભૂંસી શકાય?
ચૂંટણીપંચ દ્વારા જે શાહી લગાડવામાં આવે છે તે ઓછામાં ઓછા સાત દિવસ અને ઘણી વખત પખવાડિયા સુધી જતી નથી. સાબુ, ડિટર્જન્ટ, ઑઇલ કે કૅમિકલની તેની ઉપર અસર નથી થતી. જો કોઈ રીતે દૂર કરવામાં સફળતા મળી જાય તો પણ અલ્ટ્રાવાયોલેટ લાઇટમાં સ્પષ્ટ જોઈ શકાય છે. ઇન્કમાં સિલ્વર નાઇટ્રેડ હોય છે, જેને કારણે તેનો રંગ સરળતાથી જતો નથી. તેની ટકાવારી સાતથી 25%ની વચ્ચે હોય છે. જોકે, તેની ચોક્કસ ટકાવારી સિક્રેટ છે. કર્ણાટકની સરકારી કંપની મૈસૂર પેઇન્ટ્સ ઍન્ડ વાર્નિસ લિમિટેડને ઇન્ક બનાવવાનો એકાધિકાર મળેલો છે.

વર્ષ 1937માં મૈસૂરના રાજવી પરિવાર દ્વારા તેની સ્થાપના કરવામાં આવી હતી ત્યારે તેનું નામ મૈસૂર લેક ઍન્ડ પૅઇન્ટ વર્ક્સ લિમિટેડ હતું. જેની ફૉર્મ્યુલા વર્ષ 1962માં નૅશનલ રિસર્ચ ડેવલપમૅન્ટ કૉર્પોરેશને તૈયાર કરી હતી. આ કામમાં કાયદા વિભાગ અને ચૂંટણીપંચ પણ સંકળાયેલા હતા. ભારતની લોકસભા અને વિધાનસભાની ચૂંટણીમાં આ શાહીનો ઉપયોગ થાય છે.
2016માં નોટબંધી સમયે એક જ વ્યક્તિ વારંવાર નોટો બદલાવે નહીં તે માટે પણ આ શાહીનો ઉપયોગ કરવામાં આવ્યો હતો. અહીં તૈયાર થતી શાહી વિશ્વના 20 જેટલા દેશોમાં નિકાસ થાય છે અને ત્યાંની ચૂંટણીપ્રક્રિયામાં વપરાય છે. કંપની દ્વારા કાટ ના લાગે તેવો, ઍલ્યુમિનિયમ પેઇન્ટ, સામાન્ય રંગ સહિતની પ્રોડક્ટ્સ તૈયાર કરવામાં આવે છે. રેલવે, ભારત સંચાર નિગમ લિમિટેડ, ભારત હેવી ઇલેક્ટ્રિકલ લિમિટેડ, BEML સહિતની કંપનીઓ તેની મોટી ગ્રાહક છે.

શાહીના નિયમ
- મતદારના ડાબા હાથની પહેલી આંગળી ઉપર આંગળી અને નખની ઉપર સળંગ શાહી લગાવવામાં આવે છે.
- જો મતદાર અન્ય 'કોઈના વતી' મતદાન કરી રહ્યો હોય તો ડાબા હાથની વચલી આંગળીમાં શાહી લગાડવામાં આવે છે.
- જો મતદારને ડાબો હાથ ન હોય તો જમણા હાથની પ્રથમ આંગળી ઉપર શાહી લગાડવામાં આવે છે અને જો બંને હાથ ન હોય તો ડાબા પગના અંગૂઠા ઉપર લગાડવામાં આવે છે.
આંકડામાં ઇન્ક
- ચૂંટણીપંચે વર્ષ 2019ની સામાન્ય ચૂંટણી વખતે વપરાશમાં લઈ શકાય તે માટે 26 લાખ બૉટલ્સનો ઑર્ડર આપ્યો છે. આ માટે કુલ રૂ. 33 કરોડનો ખર્ચ થશે.
- આ વખતે અંદાજે 90 કરોડ લોકોને મતાધિકાર મળેલો છે. 2014ની સરખામણીએ લગભગ આઠ કરોડ 50 લાખ નવા મતદાતા ઉમેરાયા છે.
- આથી, આ વખતે સાડા ચાર લાખ બૉટલ્સનો વધુ ઑર્ડર આપવામાં આવ્યો છે. ગત વખતે 21 લાખ 50 હજાર બૉટલ્સનો ઑર્ડર આપવામાં આવ્યો હતો.
- દેશભરમાં લગભગ 10 લાખ મતદાનમથક ઊભાં કરવામાં આવશે, જેમાં આ શાહીનો ઉપયોગ થશે.
