કારગિલની કહાણી : જ્યારે રૉએ ટેપ કર્યો મુશર્રફનો ફોન અને બહાર આવ્યું એ સત્ય

26 મે, 1999ના રોજ રાત્રે સાડા નવ વાગ્યે ભારતના ભૂમિદળના વડા જનરલ વેદપ્રકાશ મલિકના સિક્રેટ ઇન્ટરનલ એક્સચેન્જના ફોનની ઘંટડી વાગી. સામા છેડે ભારતની જાસૂસી સંસ્થા રૉના સેક્રેટરી અરવિંદ દવે હતા.

તેમણે જનરલ મલિકને જણાવ્યું કે તેમણે પાકિસ્તાનના બે ટોચના જનરલો વચ્ચેની વાતચીત રેકર્ડ કરી લીધી છે.

વાતચીત કરનારા એક જનરલ બેઇજિંગમાં હતા. તેમણે ફોન પર જ જનરલ મલિકને વાતચીતના કેટલાક અંશ વાંચી સંભળાવ્યા.

તેમણે કહ્યું કે આ ખાનગી વાતચીત આપણા માટે બહુ ઉપયોગી સાબિત થઈ શકે છે.

જનરલ મલિકે એ ઘટનાને યાદ કરતાં બીબીસીને જણાવ્યું હતું કે, 'દવે ખરેખર મિલિટરી ઇન્ટેલિજન્સના ડિરેક્ટર જનરલને ફોન કરીને આ વાત જણાવવા માગતા હતા."

"પરંતુ તેમના સેક્રેટરીએ ભૂલથી ફોન મને લગાવી દીધો હતો. તેમને ખ્યાલ આવ્યો કે ફોન પર ડીજીના બદલે હું છું ત્યારે તેઓને સંકોચ થયો. મેં તેમને કહ્યું કે તરત મને આ વાતચીતની ટ્રાન્સસ્ક્રિપ્ટ મોકલી આપજો.'

જનરલ મલિકે આગળ કહ્યું કે, 'ટ્રાન્સસ્ક્રિપ્ટ વાંચ્યા પછી મેં અરવિંદ દવેને ફોન કર્યો હતો. મેં કહ્યું કે મારી ધારણા મુજબ હાલમાં બેઇજિંગમાં રહેલા જનરલ મુશર્રફ અને કોઈ બહુ સિનિયર જનરલ વચ્ચેની આ વાતચીત છે."

"મેં દવેને સલાહ આપી કે તમે આ ફોન-નંબરો પરની વાતચીત રેકર્ડ કરતાં રહેજો. તેમણે રેકર્ડિંગ કરવાનું ચાલુ રાખ્યું પણ હતું."

યુદ્ધમાં દબદબા માટે રૉની કોશિશ

જનરલ મલિક કહે છે, ''ત્રણ દિવસ પછી રૉએ આ બન્ને વચ્ચેની વધુ એક વાતચીતને રેકર્ડ કરી લીધી હતી.''

''પરંતુ આ વખતે તેની જાણ મને કે મિલિટરી ઇન્ટેલિજન્સના ડીજીને કરવાના બદલે તેમણે સીધી રાષ્ટ્રીય સુરક્ષા સલાહકાર બ્રજેશ મિશ્રા અને વડા પ્રધાન અટલ બિહારી વાજપેયીને કરી દીધી."

"બીજી જૂને હું વડા પ્રધાન વાજપેયી અને બ્રજેશ મિશ્રા સાથે નૌકાદળના એક સમારોહમાં ભાગ લેવા માટે મુંબઈ ગયો હતો. વળતી વખતે વડા પ્રધાને મને પૂછ્યું કે છેલ્લે ઇન્ટરસેપ્ટ થયા છે તેનું કેમ છે.''

''તે વખતે બ્રજેશ મિશ્રાને ખ્યાલ આવ્યો કે મેં છેલ્લા ઇન્ટરસેપ્ટ તો જોયા જ નથી. પાછા ફર્યા પછી તરત જ તેમણે એ ભૂલને સુધારી લીધી અને મને વાતચીતની ટ્રાન્સસ્ક્રિપ્ટ મોકલી આપી હતી.''

આ ઘટના એ દર્શાવે છે કે લડાઈના સમયે પણ આપણું જાસૂસી તંત્ર ખાનગી માહિતી સૌને આપવાના બદલે ટોચના સત્તાધીશોને જ પહોંચાડતું હતું, જેથી યુદ્ધમાં તેમનો દબદબો રહે.

ટેપ નવાઝ શરીફને સંભળાવવાનો નિર્ણય

એક જૂન સુધીમાં વડા પ્રધાન વાજપેયી અને સુરક્ષા બાબતોની કૅબિનેટ કમિટીએ આ વાતચીત સાંભળી લીધી હતી.

ચોથી જૂને ભારતે આ વાતચીતની જાણ પાકિસ્તાનના વડા પ્રધાન નવાઝ શરીફને કરવાનું નક્કી કર્યું હતું.

મુશર્રફની વાતચીત રેકર્ડ કરવાનું કામ ભારતીય જાસૂસી તંત્રે કર્યું હતું તે પણ જોરદાર હતું, પણ હવે આ ટેપ શરીફ સુધી પહોંચાડવાનું કામ પણ એટલું જ મોટું હતું.

આ સંવેદનશીલ ટેપ લઈને ઇસ્લામાબાદ કોણ જાય તે સવાલ હતો?

એ ભારતીયોનો ગુપ્ત ઇસ્લામાબાદ પ્રવાસ

નામ ન આપવાની શરતે એક સ્રોતે અમને જણાવ્યું હતું કે આ કામ માટે જાણીતા પત્રકાર આર. કે. મિશ્રાની પસંદગી કરવામાં આવી હતી.

એ વખતે તેઓ ઑસ્ટ્રેલિયા હતા, ત્યાંથી બોલાવીને તેમને આ કામ સોંપાયું હતું.

ઇસ્લામાબાદ ઍરપૉર્ટ પર તેમની તપાસ કરવામાં આવશે તેવા ભયથી તેમને ડિપ્લોમેટનો દરજ્જો આપવામાં આવ્યો, જેથી તપાસમાંથી 'ડિપ્લોમેટિક ઇમ્યુનિટી' મળે.

તેમની સાથે ભારતીય વિદેશ મંત્રાલયના સંયુક્ત સચિવ વિવેક કાટ્જુ પણ હતા.

આર. કે. મિશ્રા સવારે આઠ વાગ્યે નાસ્તાના સમયે નવાઝ શરીફને મળ્યા હતા અને તેમને વાતચીતનું રેકર્ડિંગ સંભળાવ્યું હતું. વાતચીતની ટ્રાન્સસ્ક્રિપ્ટ પણ તેમને આપી દેવાઈ હતી.

મિશ્રા અને કાટ્જુ કામ પતાવીને એ જ રાત્રે દિલ્હી પરત આવી ગયા હતા. આ પ્રવાસ એટલો ગુપ્ત હતો કે તે વખતે તો કોઈને ગંધ સુધ્ધાં આવી નહોતી.

બાદમાં કોલકાતાના અખબાર ટેલિગ્રાફમાં ચોથી જુલાઈ, 1999ના રોજ પ્રણય શર્માનો અહેવાલ પ્રકાશિત થયો હતો. તેમના અહેવાલનું શીર્ષક હતું 'ડેલ્હી હિટ્સ શરીફ વિધ આર્મી ટેપ ટૉક'.

આ અહેવાલમાં જણાવ્યા અનુસાર ભારતે આ ટેપ નવાઝ શરીફને સંભળાવવા માટે વિદેશ મંત્રાલયના સંયુક્ત સચિવ વિવેક કાટ્જુને મોકલ્યા હતા.

રૉના ભૂતપૂર્વ એડિશનલ સેક્રેટરી બી. રમણે 22 જૂન, 2007ના રોજ આઉટલૂક મૅગેઝિનમાં લેખ લખ્યો હતો કે 'રિલીઝ ઑફ કારગિલ ટેપ, માસ્ટરપીસ ઓર બ્લન્ડર?'.

આ લેખમાં તેમણે લખ્યું હતું કે નવાઝ શરીફને ટેપ ફક્ત સંભળાવવાની હતી, તેમને સોંપવાની નહોતી. ઇસ્લામાબાદ ગયેલા પ્રતિનિધિઓને આ સૂચના ખાસ આપવામાં આવી હતી.

મિશ્રાએ બાદમાં એ વાત નકારી કાઢી હતી કે તેમણે આ કામ કર્યું હતું. વિવેક કાટ્જુએ પણ ક્યારેય જાહેરમાં આ વાતનો સ્વીકાર કર્યો નથી.

આ વ્યૂહરચના પાછળ ભારતીય છાવણીમાં રૉના સેક્રેટરી અરવિંદ દવે, રાષ્ટ્રીય સુરક્ષા સલાહકાર બ્રજેશ મિશ્રા અને જસવંત સિંહ વગેરે હતા.

તેમનો વિચાર એવો હતો કે આ રીતે ભારત પાસે વધારે મજબૂત પુરાવા હશે તેમ માનીને પાકિસ્તાની નેતાગીરી કારગિલના મામલે ભીંસમાં આવી જશે.

ટેપ્સ જાહેર કરી દેવાઈ

આ વાતચીત નવાઝ શરીફે સાંભળી લીધી તેના એક અઠવાડિયા બાદ 11 જૂન, 1999ના રોજ વિદેશમંત્રી સરતાઝ અઝીઝ ભારતના પ્રવાસે આવવાના હતા.

તેના થોડા કલાક અગાઉ જ ભારતે પ્રેસ કૉન્ફરન્સ કરીને આ ટેપ્સને જાહેર કરી દીધી હતી.

આ ટેપ્સની અનેક કૉપી તૈયાર કરીને દિલ્હીમાં આવેલા દરેક વિદેશી દૂતાવાસમાં પણ મોકલી દેવાઈ.

મુશર્રફની લાપરવાહી

ભારતીય જાસૂસી તંત્ર સાથે જોડાયેલા લોકો આજે પણ તેમણે આવું કામ કઈ રીતે કરી બતાવ્યું તે જણાવવાનું ટાળે છે.

પાકિસ્તાનીઓનું માનવું છે કે આ કામમાં સીઆઈએ અથવા મોસાદે ભારતને મદદ કરી હતી.

ટેપ સાંભળનારાનું કહેવું છે કે ઇસ્લામાબાદ તરફની વાતચીત વધારે સ્પષ્ટ છે. એટલે કદાચ તેનો સ્રોત ઇસ્લામાબાદ પણ હોઈ શકે.

કારગિલ વિશે બહુચર્ચિત પુસ્તક 'ફ્રૉમ કારગિલ ટૂ ધ કૂ' લખનારા પાકિસ્તાની મહિલા પત્રકાર નસીમ ઝહેરાએ પોતાના પુસ્તકમાં લખ્યું છે, "પોતાના ચીફ ઑફ જનરલ સ્ટાફ સાથે આવી સંવેદનશીલ વાતચીત ખુલ્લેઆમ ફોન પર કરીને જનરલ મુશર્રફે એ સાબિત કરી આપ્યું હતું કે તેઓ કેટલી હદે લાપરવાહ હતા."

"આ વાતચીતે એ વાત જગજાહેર કરી દીધી કે કારગિલના ઑપરેશનમાં પાકિસ્તાનની ટોચની નેતાગીરીનો કઈ હદે હાથ હતો."

મજાની વાત એ છે કે પોતાની આત્મકથા 'ઇન ધ લાઇન ઑફ ફાયર'માં પરવેઝ મુશર્રફે આ ઘટનાનો ઉલ્લેખ જ કર્યો નથી.

જોકે બાદમાં પ્રમુખ તરીકે ભારતના પત્રકાર એમ. જે. અકબરને આપેલા ઇન્ટરવ્યૂમાં તેમણે આ ટેપની વાસ્તવિકતાનો સ્વીકાર કર્યો હતો.

સરતાજ અઝીઝનું દિલ્હીમાં મોળું સ્વાગત

નવાઝ શરીફને ટેપ્સ સંભળાવવામાં આવી તેના એક અઠવાડિયા પછી પાકિસ્તાનના વિદેશમંત્રી સરતાજ અઝીઝ દિલ્હીની મુલાકાતે આવવા નીકળ્યા હતા.

પાકિસ્તાન હાઈ કમિશનના પ્રેસ અધિકારી દિલ્હી ઍરપૉર્ટના વીઆઈપી વિસ્તારમાં તેમની રાહ જોઈ રહ્યા હતા અને બહુ પરેશાન લાગતા હતા.

તેમના હાથમાં કમસેકમ છ ભારતીય અખબારો હતાં, જેમાં મુશર્રફ અઝીઝની વાતચીતની હેડલાઇન બનેલી હતી.

જસવંત સિંહે જરા પણ ઉષ્મા દાખવ્યા વિના તેમની સાથે હાથ મિલાવ્યા હતા.

આ ટેપ્સના કારણે દુનિયામાં અને ખાસ કરીને ભારતમાં એવી ધારણા મજબૂત થઈ હતી કે પાકિસ્તાનના વડા પ્રધાન શરીફનો હાથ કારગિલ હુમલા પાછળ નથી.

સેનાએ તેમને કારગિલમાં કરેલી કામગીરીની જાણ જ કરી નહોતી.

ટેપ્સ જાહેર કરવાના મુદ્દે ટીકા

આ ટેપ્સ જાહેર કરી દેવાઈ તે બાબતની ભારતીય જાસૂસી વર્તુળોમાં ભારે ટીકા થઈ હતી.

રૉના એડિશનલ સેક્રેટરી રહેલા મેજર જનરલ વી. કે. સિંહે આ વિશે "ઇન્ડિયાઝ એક્સટર્નલ ઇન્ટેલિજન્સ - સિક્રેટેલ ઑફ રિસર્ચ એન્ડ ઍનાલિસિસ વિંગ" નામે પુસ્તક લખ્યું હતું.

બીબીસી સાથેની વાતચીતમાં તેમણે કહ્યું કે, "એ ખબર નથી કે આવી રીતે ટેપ્સ જાહેર કરીને ભારતે અમેરિકા અને સંયુક્ત રાષ્ટ્રસંઘમાંથી કેટલા બ્રાઉની પૉઇન્ટ્સ મેળવ્યા, પણ એટલું ચોક્કસ થયું કે જે વિશેષ સેટેલાઇટ લિન્કને રૉએ ઇન્ટરસેપ્ટ કરી લીધી હતી તેની જાણ ઇસ્લામાબાદ અને બેઇજિંગને થઈ ગઈ."

"એ લિન્ક તરત બંધ કરી દેવાઈ હતી. એ વાતનો અંદાજ લગાવવો મુશ્કેલ છે કે તે લિન્ક ચાલુ રહી હોત તો ભારતને કેટલી વધુ કિંમતી માહિતીઓ મળતી રહી હોત."

ચર્ચિલનું ઉદાહરણ

મેજર જનરલ વી. કે. સિંહ આગળ જણાવે છે, "રૉ અથવા વડા પ્રધાન કાર્યાલયના અધિકારીઓએ કદાચ 1974માં પ્રગટ થયેલું એફ. ડબ્લ્યૂ વિન્ટરબૉથમનું પુસ્તક 'અલ્ટ્રા સિક્રેટ' વાંચ્યું નહીં હોય."

"તેમાં બીજા વિશ્વયુદ્ધ વખતના એક મહત્ત્વના જાસૂસી સ્રોતનો ઉલ્લેખ કરવામાં આવ્યો હતો. વિશ્વયુદ્ધ પહેલાં જ જર્મનીની એક ડિવાઇસ એન્ગિમાના કોડને તોડવામાં બ્રિટન સફળ રહ્યું હતું."

"આ જાણકારીને ખાનગી જ રખાઈ હતી. તેના કારણે યુદ્ધ દરમિયાન જર્મનો એન્ગિમાનો ઉપયોગ કરતાં રહ્યા હતા અને બ્રિટનના જાસૂસોને કિંમતી માહિતી મળતી રહી હતી."

"એક વખત તો બ્રિટનને એવી જાણકારી પણ મળી ગઈ કે બીજા દિવસે જર્મનીનું વાયુદળ કૉવેન્ટ્રી પર બૉમ્બવર્ષા કરવાનું છે."

"તે શહેરના લોકોને સુરક્ષિત સ્થળે પહોંચાડીને બચાવી શકાયા હોત. આમ છતાં ચર્ચિલે એવું ના કરવા માટેનો નિર્ણય લીધો હતો."

"જો નાગરિકોને ખેસડી લેવાયા હોત તો જર્મનીને શંકા ગઈ હોત અને તેમણે એન્ગિમાનો ઉપયોગ બંધ કરી દીધો હોત."

મનોવૈજ્ઞાનિક યુદ્ધમાં ભારતને ફાયદો

બીજી બાજુ રૉના ભૂતપૂર્વ એડિશનલ સેક્રેટરી બી. રમણનું માનવું છે કે ટેપ્સ જાહેર કરવાની વાત મનોવૈજ્ઞાનિક યુદ્ધનો સૌથી મોટો નમૂનો હતો.

મુશર્રફ વારંવાર કહી રહ્યા હતા કે કારગિલમાં પાકિસ્તાની સેના નથી, પણ અલગતાવાદી લડાકુઓ ઘૂસ્યા છે.

ભારતીય સેના કહી રહી હતી કે પાકિસ્તાની સૈનિકો જ ઘૂસ્યા છે અને ટેપ્સ જાહેર કરીને તે દાવાને સાબિત કરી શકાયો હતો.

આ જાણકારીને કારણે અમેરિકા એ પણ જાણી શક્યું કે પાકિસ્તાને કાશ્મીરમાં અંકુશરેખા ઓળંગવાનું કામ કર્યું છે.

તેના કારણે ભારતની ભૂમિ પરથી હઠવા માટે પાકિસ્તાનને જણાવી શકાયું હતું.

ટેપ્સ જાહેર થઈ જવાથી પાકિસ્તાનના લોકોમાં પણ પાકિસ્તાની સેના અને જનરલ મુશર્રફની વિશ્વસનીયતા સામે શંકા ઊભી થઈ હતી.

એ વાતને પણ નકારી ના શકાય કે ટેપ્સ સાર્વજનિક થવાથી જ પાકિસ્તાન પર દુનિયાભરમાંથી દબાણ આવ્યું હતું અને તેણે કારગિલમાંથી પોતાના સૈનિકોને ખસેડવા પડ્યા હતા.
