ઇન્ટરનેશનલ મૉનિટરી ફંડ દ્વારા ઉપલબ્ધ કરાવાયેલી માહિતી અનુસાર 2018માં ચીનની અર્થવ્યસ્થાએ 25.3 ટ્રિલિયન ડૉલરનું ઉત્પાદન કર્યું. પર્ચેસિંગ પ્રાઇઝ પેરિટી એટલે કે ખરીદી ક્ષમતા મુજબ ભાવની સરખામણી કરીએ તો ચીન વિશ્વની સૌથી મોટી અર્થવ્યવસ્થા છે. ત્યારબાદ 22 ટ્રિલિયન ડૉલર સાથે યુરોપિયન યુનિયન અને ત્રીજા ક્રમાંકે 20.5 ટ્રિલિયન ડૉલર સાથે અમેરિકા આવે.
વિશ્વ બૅંકના ઇન્ટરનેશનલ કમ્પૅરિઝન પ્રોગ્રામ હેઠળ 2018ની સાલમાં પર્ચેસિંગ પાવર પેરિટી મુજબ જુદા-જુદા દેશના જીડીપીનાં આંકડા આપ્યા છે. આ સરખામણી મુજબ 22.544 ટ્રિલિયન ડૉલર સાથે ચીન પ્રથમ ક્રમે, 18.217 ટ્રિલિયન ડૉલર સાથે અમેરિકા બીજા ક્રમે અને 9.332 ટ્રિલિયન ડૉલર સાથે ભારત ત્રીજા ક્રમે આવે છે.
કોઈ પણ દેશનો જીડીપીનો આંકડો બીજા દેશોના આંકડા સાથે સરખાવવો હોય તો પર્ચેસિંગ પાવર પેરિટી એટલે કે એની ખરીદશક્તિના આધારે સરખાવી શકાય. કારણ કે દરેક દેશમાં મોંઘવારીના દર પણ જુદા હોય છે અને ચીજ વસ્તુઓના ભાવ પણ અલગ-અલગ હોય છે. વિશ્વ બૅંકના ઇન્ટરનેશનલ કંપેરિઝ્ન પ્રોગ્રામ હેઠળ તૈયાર કરવામાં આવેલી વિગતો નીચેના ગ્રાફમાં દર્શાવી છે. આ આંકડા ઇન્ટરનેશનલ મૉનિટરી ફંડ કરતાં સહેજ જુદા પડે છે.
અમેરિકા આજે ચીનનું મોટું ટ્રેડિંગ પાર્ટનર
લગભગ ૧૪૦ કરોડ વસતિની સાથે ચીન આજે દુનિયાની સૌથી વધુ વસતિ ધરાવતો દેશ છે અને આને કારણે માથાદીઠ ગ્રોસ ડૉમેસ્ટિક પ્રોડક્ટની વાત કરીએ ત્યારે એ રકમ માત્ર 18120 ડૉલર જેટલી થાય છે.
જે અમેરિકાની માથાદીઠ ગ્રોસ ડૉમેસ્ટિક પ્રોડક્ટ 62518 ડૉલર કરતાં ક્યાંય નીચી છે. ચીનમાં જે કંપનીઓ પોતાનાં ઉત્પાદન એકમો ચલાવે છે તેમને અમેરિકામાં જે વેતન ચુકવવું પડે છે તેના કરતાં ઘણું નીચું વેતન ચૂકવવાનું થાય છે. આમ ચીનમાં થતું ઉત્પાદન ખૂબ જ સસ્તું પડે છે. ચીનમાં વિદેશી ઉત્પાદકો પોતાની ઉત્પાદન માટેની જરૂરિયાતને આ કારણે ચીનમાં આઉટસોર્સ કરે છે.

આ રીતે ચીનમાં તૈયાર થયેલી ફિનિશ્ડ ગૂડ્ઝ અમેરિકા મોકલવામાં આવે છે. આ કારણથી અમેરિકા આજે ચીનનું મોટામાં મોટું ટ્રેડિંગ પાર્ટનર છે. ચીનની નિકાસ પ્રમાણમાં ઘણી સસ્તી એવી મશીનરી અને અન્ય ચીજવસ્તુઓ પર આધારિત છે.
ચીનની પ્રગતિ
ચીનની સરકારી કંપનીઓ દ્વારા જંગી રોકાણ કરવામાં આવ્યું છે જે નીચા નફાએ પોતાનાં ઉત્પાદનો બજારમાં મૂકીને મોટી હરીફાઈ ઊભી કરે છે. આવી સરકારી કંપનીઓની અસ્ક્યામતોના રોકાણ ઉપરનું વળતર માત્ર 4.9 ટકા છે. જે ખાનગી કંપનીઓના 13.2 ટકા કરતાં ઘણું નીચું છે. આ કંપનીઓ ચીનના ઉદ્યોગો ઉપર પોતાનું પ્રભુત્વ જમાવીને બેઠી છે, આમાં ચીનની મોટી ત્રણ મોટી ઊર્જા કંપનીઓ પેટ્રોચાઇના, સાઇનોસૉફ્ટ અને ચાઇના નેશનલ ઓફશોર ઑઇલ કૉર્પોરેશનનો સમાવેશ થાય છે.
આમાં મોટાં-મોટાં ઔદ્યોગિક સંકુલોની આજુબાજુ કામદારોને આકર્ષવા માટે ચાઇનાએ ઔદ્યોગિક શહેરો વિકસાવ્યાં છે. આ બધું ખૂબ મોટી બાંધકામ પ્રવૃત્તિને વેગ આપવા માટે નિમિત્ત બન્યું છે, જેને કારણે ચીનની અર્થવ્યવસ્થામાં ચોથો ભાગ રિયલ-એસ્ટેટનો છે. સરકારે વિકાસને વધુ તેજ બનાવવા માટે રેલવે અને બીજી આંતરમાળખાકીય સવલતોમાં પણ ખૂબ મોટું રોકાણ કર્યું છે, જેને પરિણામે ચીન ઍલ્યુમિનિયમ અને કૉપર જેવી કૉમોડિટીનાં ખૂબ મોટા આયાતકાર તરીકે ઊભર્યું છે.
2013 સુધીમાં તો ચીનના દસ ટકા વાર્ષિક વૃદ્ધિદરની વાત પરપોટાની જેમ ફૂટી જશે તે પ્રકારની પરિસ્થિતિ દેખાતી હતી, બરાબર આ જ સમયે ચીને આર્થિક સુધારાની દિશા પકડી. કોઈ પણ ટકાઉ વિકાસની વાત કરીએ ત્યારે એના પાયામાં મજબૂત આંતરમાળખાકીય સવલતોનો નેટવર્ક હોવું જરૂરી છે. ચીન આ વાતને સારી રીતે સમજ્યું છે.
આ કારણથી 9 ટકા જેટલો જીડીપી ચીન આંતરમાળખાકીય સવલતોનો વિકાસ પાછળ ખર્ચે છે.
2013માં આ અગાઉ સિલ્કરૂટ તરીકે જાણીતો 68 દેશોને સાંકળતો 150 અબજ ડૉલરના ખર્ચે આંતરમાળખાકીય સવલતોનો એક મહત્ત્વાકાંક્ષી પ્રોજેક્ટ તેણે શરૂ કર્યો છે. આ પ્રોજેક્ટ અંતર્ગત રેલવે અને પાઇપલાઇનનાં બાંધકામ થકી જેમ અમેરિકાએ ટ્રાન્સઍટલાન્ટિક ટ્રેડિંગ ઉપર પ્રભુત્વ મેળવ્યું છે તે રીતે ચીન "યુરેશિયા બેલ્ટ" વિકસાવવા પાછળ ધ્યાન આપી રહ્યું છે.
ચીનના રાષ્ટ્રપતિ શી જિનપિંગના મતે આ પ્રોજેક્ટ થકી નીચેના 4 મુખ્ય ઉદ્દેશો હાંસલ કરી શકાશે.
ચીન પાસે ઉપલબ્ધ વિદેશ મુદ્રાભંડોળ વધુ મજબૂત વળતર આપતું બનાવવા માટે રોકાણ કરવું. આજે ચીનનું મોટાભાગના વિદેશી મુદ્રાભંડોળ નીચું વળતર આપતી યુએસ ટ્રેઝરીની જામીનગીરીમાં રોકાયેલું છે.
ચીનની હાઈસ્પીડ રેલ ફર્મ્સ માટે નવાં બજાર તેમજ સિમેન્ટ, સ્ટીલ અને ચીન દ્વારા ઉત્પાદિત વસ્તુઓની નિકાસ માટેની સવલત.
ચીનની પશ્ચિમ સરહદે આવેલા બે દેશો સાથેના સંબંધો સ્થિર કરવા.
સાઉથ ચાઈના સી ઉપર ચીનનો દાવો વધુ મજબૂત કરવો.
આમ અતિમહત્ત્વાકાંક્ષી રોકાણ સાથે 2013માં ચીને હાથ ધરેલ સિલ્ક રૂટ પ્રોજેક્ટ આજે દુનિયામાં અમલમાં મુકાઈ રહેલો સૌથી મોટો આંતરમાળખાકીય પ્રોજેક્ટ છે. આ પ્રોજેક્ટ પૂરો થાય તો સીધો ચીનને યુરોપનાં બજારોમાં દાખલ કરી દેશે અને 68 દેશો સાથેનો તેનો વેપાર જમીનમાર્ગે પણ ધમધમતો થશે. હજુ ભારત બુલેટ ટ્રેનની વાત કરે છે ત્યારે ચીનના અનેક રૂટ ઉપર બુલેટ ટ્રેનો દોડે છે.
આ હાઈસ્પીડ રેલ ટ્રાન્સપૉર્ટને કારણે અમેરિકાની સરખામણીમાં ચીનમાં ઉત્પાદિત માલ યુરોપમાં અત્યંત સ્પર્ધાત્મક ભાવે ચીન ઠાલવી શકશે. અમેરિકા અને યુરોપિયન યુનિયન બંને માટે આ ચિંતાનો વિષય છે.
જોકે ચીનનો સિલ્કરુટ પ્રોજેકટ મહત્ત્વાકાંક્ષી છે અને એક કરતાં વધુ મોરચે એને અવરોધો નડવાની શક્યતાઓ ઊભેલી છે. આ ચર્ચામાં હાલ પૂરતા ન ઊતરીએ તો પણ ચીન ઍરક્રાફ્ટથી માંડીને ઓટોમોબાઇલ અને રોડ્સ, બ્રિજીસ, શહેરી વસાહતો, બુલેટ ટ્રેન અને પૉર્ટ્સ જેવી આંતરમાળખાકીય સવલતોના ક્ષેત્રે જોરદાર પ્રગતિ કરી ચૂક્યું છે. ચીનના પ્રમુખ શી જિનપિંગે જે ચાર મુદ્દા વ્યૂહાત્મક દૃષ્ટિએ સિલ્કરૂટને વિકસાવવામાં કેન્દ્ર સ્થાને મૂક્યા છે, તે જ મુદ્દા ચીનમાં ઝડપથી વિકસી રહેલી ટૅકનૉલોજી અને આંતરમાળખાકીય ક્ષેત્રને સીધી યા આડકતરી રીતે લાગુ પડે છે.
ખરીદશક્તિની દૃષ્ટિએ આજે ચીન વિશ્વની એક નંબરની આર્થિક મહાસત્તા બની ચૂક્યું છે. એશિયાની વાત કરીએ તો પહેલી પાંચ આર્થિક મહાસત્તાઓમાં અનુક્રમે ચીન, ભારત અને જાપાન આવે છે. અમેરિકાની અર્થવ્યવસ્થા કરતાં પર્ચેસિંગ પાવર પેરિટીની દૃષ્ટિએ ચીન લગભગ 25 ટકા વધારે છે, જ્યારે ત્રીજા નંબરે રહેલું ભારત પર્ચેસિંગ પાવર પેરિટી મુજબ અમેરિકાની અર્થવ્યવસ્થાથી અડધું છે. જાપાન ભારત કરતાં અડધું છે. માત્ર ક્રમાંક આપણને મિથ્યાભિમાનના રસ્તે ન દોરે તે માટે આ સરખામણી પણ મગજમાં રાખવા જેવી છે.
