બિનસચિવાલય પરીક્ષા વિવાદ : અમારી માગ સ્વીકારાઈ - યુવરાજસિંહ

બિનસચિવાલય ક્લાર્ક અને ઑફિસ આસિસ્ટન્ટની પરીક્ષામાં ગેરરીતિ મામલે ચાલી રહેલી લડતને 24 કલાક થઈ ગયા છે અને હવે તંત્ર દ્વારા વાટાઘાટો આદરવામાં આવી છે. આંદોલનકારી વિદ્યાર્થીઓના પ્રતિનિધિ તરીકે યુવરાજસિંહ અને હાર્દિકને કલેક્ટરે મુલાકાત માટે બોલાવ્યા હતા. મુલાકાત બાદ તેમણે મીડિયા સાથેની વાતચીતમાં કહ્યું હતું કે અધિકારીઓ સાથેની વાતચીત હકારાત્મક રહી છે. એસઆઈટી દ્વારા નિષ્પક્ષ તપાસ કરાવવાની બાંયધરી પણ આપવામાં આવી છે.

સત્તાવાર જાહેરાત નહીં થાય ત્યાં સુધી આંદોલન ચાલુ રાખવામાં આવશે એવું પણ હાર્દિકે જણઆવ્યું હતું ગાંધીનગરમાં બિનસચિવાલય ક્લાર્ક અને ઑફિસ આસિસ્ટન્ટની પરીક્ષામાં થયેલી ગેરરીતિનો વિરોધ કરવા એકઠા થયેલા વિદ્યાર્થીઓની બુધવારે પોલીસ દ્વારા અટકાયત કરાઈ હતી. આ પછી પ્રદર્શનકારી વિદ્યાર્થીઓ અને વિદ્યાર્થિનીઓએ પાટનગરના રસ્તા પર રાત વિતાવી હતી.

આંદોલનકારીઓ એક વિદ્યાર્થી હેલ્મેટ પહેરીને વિરોધપ્રદર્શનમાં જોડાયા હતા. તેમણે મીડિયા સાથેની વાતચીતમાં કહ્યું, "લાખો વિદ્યાર્થીઓ અહીં બેઠા હતા ત્યારે સરકારે હેલ્મેટ મરજિયાત કરવાનો નિર્ણય લીધો અને અમારો અવાજ સરકારને સંભળાતો નથી."

બુધવારે સવારથી શરૂ થયેલો વિદ્યાર્થીઓનો વિરોધ હજી ચાલી રહ્યો છે અને આજે ગુરુવારે સવારથી જ વિદ્યાર્થીઓએ સૂત્રોચ્ચાર શરૂ કર્યા હતા.

NSUIના કાર્યકરોની અટકાયત

ગૌણ સેવા પસંદગી બોર્ડના પ્રમુખ અસિત વોરાના ઘરની બહાર એનએસયુઆઈ તથા યુથ કૉંગ્રેસના કાર્યકરોએ વિરોધપ્રદર્શન કર્યું હતું. બિનસચિવાલય કલાર્કની પરીક્ષામાં થયેલી ગેરરિતીના મુદ્દે કૉંગ્રેસના વિદ્યાર્થીસંગઠન એનએસયુઆઈએ આજે ગૌણ સેવા પસંદગી બોર્ડના પ્રમુખ અસિત વોરાના ઘરની બહાર ધરણા કર્યા હતા. એનએસયુઆઈના કાર્યકરોને પોલીસે રોકવાના પ્રયત્નો કર્યા હતા અને કેટલાક વિદ્યાર્થીઓની અટકાયત કરાઈ હતી.

શંકરસિંહ વાઘેલા ગુરુવારે સવારે વિદ્યાર્થીઓને મળવા માટે પહોંચ્યા હતા. તેમણે મીડિયા સાથેની વાતચીતમાં કહ્યું, "હું વિદ્યાર્થીઓની સાથે છું. સરકારે વિદ્યાર્થીઓ સામે ઝૂકવું જ પડશે પણ બધાએ એકઠા થઈને ઝુકાવવા માટે આગળ આવવું પડશે."

બુધવારે રાત્રે વિદ્યાર્થીઓએ મીડિયા સાથેની વાતચીતમાં કહ્યું હતું કે અમારી માગણી નહીં સ્વીકારે ત્યાં સુધી અમે અહીંથી નહીં ખસીએ. ઉલ્લેખનીય છે કે ગૌણ સેવા પસંદગી મંડળ દ્વારા 17 નવેમ્બરે લેવાયેલી બિનસચિવાલય ક્લાર્ક અને ઑફિસ આસિસ્ટન્ટની પરીક્ષામાં ગેરરીતિ થઈ હોવાના આક્ષેપ વિદ્યાર્થીઓએ લગાવ્યા છે.

બુધવારે ગુજરાતના પાટનગર ગાંધીનગરમાં બિનસચિવાલય ક્લાર્ક અને ઑફિસ આસિસ્ટન્ટની પરીક્ષાનો મુદ્દો સતત ગૂંજતો રહ્યો હતો.

વિદ્યાર્થીઓની અટકાયત

આ મામલે ગુજરાત પ્રદેશ કૉંગ્રેસ સમિતિના પ્રમુખ અમિત ચાવડાએ પણ પુરાવાઓ આપ્યા હતા અને વિરોધ નોંધાવ્યો હતો. આ મુદ્દે વિદ્યાર્થીઓએ બુધવારે ગાંધીનગરમાં રેલી યોજી હતી. વિદ્યાર્થીઓએ રાજ્યના વિવિધ જિલ્લાઓમાં થયેલી ગેરરીતિના પુરાવાઓ આપ્યા હતા, જેમાં પરીક્ષાખંડનાં સીસીટીવી ફૂટેજ અને અન્ય ક્લિપિંગ્સ સામેલ હતાં. ગાંધીનગરમાં અભ્યાસ કરતા વિદ્યાર્થી દર્શને જણાવ્યું કે ગાંધીનગરમાં વિદ્યાર્થીઓ વિરોધ કરી રહ્યા હતા ત્યારે તેમની પોલીસે અટકાયત કરી હતી.

કૉંગ્રેસ નેતા અર્જુન મોઢવાડિયાએ ટ્વીટ કરીને કહ્યું કે કૉંગ્રેસે ગેરરીતિના પુરાવાઓ આપ્યા હોવા છતાં સરકારે કોઈ પગલાં ન લીધાં.

શરૂઆતથી જ વિવાદ

બિનસચિવાલય ક્લાર્ક અને ઑફિસ આસિસ્ટન્ટની પરીક્ષા મુદ્દે છેલ્લા ઘણા સમયથી વિવાદ ચાલી રહ્યો છે. આ અગાઉ 20 ઑક્ટોબરે પરીક્ષા યોજાવાની હતી. જેને રદ્દ કરીને સરકારે 17મી નવેમ્બરે યોજવાનો નિર્ણય કર્યો હતો. 17 નવેમ્બરે યોજાયેલી પરીક્ષામાં ગેરરીતિની વિગતો સામે આવી હતી. રેન્જ આઈજી મયંકસિંહ ચાવડાએ મીડિયા સાથે કરેલી વાતચીતમાં કહ્યું હતું, "પોલીસ દ્વારા કોઈ જગ્યાએ લાઠીચાર્જ કરવામાં આવ્યો નથી. જે વિદ્યાર્થીઓ સૂત્રોચ્ચાર કરતા હતા, તોફાન કરતા હતા એમની અટકાયત કરાઈ છે. કોઈને ઈજા થઈ નથી કે પથ્થરમારો થયો નથી."

તેમણે કહ્યું કે એકઠા થયેલા વિદ્યાર્થીઓ પાસે વિરોધ-પ્રદર્શનની કોઈ મંજૂરી નહોતી.

જિજ્ઞેશ મેવાણીએ શું કહ્યું?

આ મામલે જિજ્ઞેશ મેવાણીએ કહ્યું કે બિનસચિવાલય ક્લાર્કની પરીક્ષામાં જે પેપર લીક થયું એમાં ચોક્કસપણે કમલમ્ અને ગાંધીનગરની સાઠગાંઠ હોવી જ જોઈએ.

મેવાણીએ કહ્યું, "આ મુદ્દે પોતાનો વિરોધ પ્રદર્શિત કરવા માટે અને તપાસ થાય અને ફરી પરીક્ષા લેવાય એવી ન્યાયી માગણી માટે જે વિદ્યાર્થીઓ આજે ગાંધીનગર પહોંચ્યા હતા અને કમલમના ઇશારે એમની પર જે દમન કરવામાં આવ્યું છે, એમાં પોલીસ કરતાં ગાંધીનગરમાં બેઠેલી સરકારનો વધુ વાંક છે. આને હું સખત શબ્દોમાં વખોડી કાઢું છું."

એમણે કહ્યું કે વિદ્યાર્થીઓને કહું છું કે ભલે તમારી પર દમન થયું પણ અમે ધારાસભ્યો તમારી સાથે છીએ.

એમણે વિધાનસભાના શિયાળુ સત્રને પ્રથમ દિવસે, 9 તારીખે વિધાનસભા પર ઊમટી પડવાની વિદ્યાર્થીઓને હાંકલ કરી હતી. એમણે કહ્યું કે ગાંધીનગરની સરકાર અને તેમનાં મળતિયાઓને લઈને પરીક્ષામાં કૌભાંડ કરવામાં આવ્યું.

એમણે કહ્યું કે 9 તારીખે વિજય રૂપાણીની સરકારે પરીક્ષા નવેસરથી અને યોગ્ય રીતે લેવાની જાહેરાત કરવી પડશે.

વિદ્યાર્થીઓના આંદોલનથી ડાયવર્ટ કરવા હેલ્મેટ હઠાવ્યો - હાર્દિક પટેલ

બિનસચિવાલય કલાર્કની ભરતીમાં થયેલી ગેરરીતિ અને તે મામલે વિદ્યાર્થીઓ કરેલા વિરોધપ્રદર્શન બાબતે હાર્દિકે નિવેદન આપ્યું છે. એમણે કહ્યું કે આજે જે રીતે યુવાનો પર લાઠીચાર્જ કરવામાં આવ્યો, એમને માર મારવામાં આવ્યો. ચિંતાનો વિષય એ છે કે 10 લાખ યુવાનોએ આપેલી પરીક્ષામાં થયેલી ગેરરીતિ બાબતે સરકાર કેમ જાગૃત ન થઈ તે સવાલ છે.

હાર્દિક પટેલે પણ પરીક્ષા રદ કરીને ફરીથી યોગ્ય રીતે પરીક્ષા લેવાય તેનું સમર્થન કર્યું. હાર્દિક પટેલે કહ્યું કે યુવાનોએ જાતે બોલવું પડશે અને એક થવું પડશે. એમણે કહ્યું કે યુવાનોને નોકરી નથી મળતી તેથી એ અને એમનો પરિવાર નાસીપાસ થઈ જાય છે. એમણે કહ્યું કે ગુજરાતમાં ભાજપની સરકાર નપુંસક બનીને ગુજરાતના ભવિષ્ય એવા યુવાનો સાથે વારંવાર છેડછાડ કરી રહી છે.

એમણે કહ્યું કે દિવસે ને દિવસે પરીક્ષાઓમાં ગોટાળાઓ થઈ રહ્યા છે અને ગરીબોને નોકરી મળતી નથી. ગુજરાતના છ કરોડ લોકો આ સરકારથી ત્રાસી ગયા છે. સરકારે યુવાનોનો વિરોધ દબાવવા અને મુદ્દાને ડાયવર્ટ કરવા માટે તાત્કાલિક ધોરણે હેલ્મેટનો કાયદો હળવો કર્યો એવો આરોપ પણ હાર્દિક પટેલે કર્યો.

સરકારે શું કહ્યું?

આ મામલે ગૃહ રાજ્યમંત્રી પ્રદીપસિંહ જાડેજાએ પત્રકારોને કહ્યું કે પરીક્ષામાં ગેરરીતિ મામલે સીસીટીવી ફૂટેજની તપાસ ચાલી રહી છે. ડેટા ખૂબ મોટો છે અને બે દિવસમાં આ અંગે નિર્ણય લેવામાં આવશે. રાજ્યના 6 લાખથી વધારે વિદ્યાર્થીઓએ પરીક્ષા આપી હતી. એમણે એમ પણ કહ્યું કે કૉંગ્રેસ તરફથી પણ સીસીટીવી ફૂટેજ અને ફરિયાદ મળી છે. પ્રદીપસિંહે કહ્યું કે 26 જેટલા વૉટ્સએપ ચેટિંગ મળ્યા છે. 5 જિલ્લાની 39 ફરિયાદો મળી છે. જે પણ કેન્દ્રોની ફરિયાદો મળી છે તેની તપાસ થઈ રહી છે.

કેમ આગાઉ રદ કરાઈ હતી પરીક્ષા?

ગૌણ સેવા પસંદગી બોર્ડે ઑક્ટોબર 2018માં બિનસચિવાલય ક્લાર્ક અને ઑફિસ આસિસ્ટન્ટની 2221 જગ્યાઓ માટે ભરતી કરવાની જાહેરાત કરી હતી. આ ભરતીમાં 10 લાખ કરતાં વધુ ઉમેદવારોએ ફૉર્મ ભર્યાં હતાં, બાદમાં આર્થિક પછાતો માટે 10 ટકા અનામતની જોગવાઈ કરાતાં તેમજ લોકસભાની ચૂંટણીઓ જાહેર થતાં ફરીવાર ભરતી રદ કરી દેવાઈ. બાદમાં ફરી વાર જૂન 2019માં જગ્યામાં વધારો કરીને 3053 જગ્યાઓ માટે ભરતી બહાર પાડવામાં આવી હતી.

જેની પરીક્ષા 20 ઑક્ટોબરે યોજાવાનું નક્કી હતું, પરંતુ અચાનક જ સરકારના આદેશને અનુસરીને ગૌણ સેવા પસંદગી બોર્ડ દ્વારા 11 ઑક્ટોબરના રોજ યોજાનાર પરીક્ષા રદ કરવાની જાહેરાત કરી દેવાઈ હતી.

પહેલાં તો સરકારે આ પરીક્ષા રદ કરવા વિશે કોઈ જ સ્પષ્ટીકરણ આપ્યું નહોતું.

પરંતુ બાદમાં આ ભરતી માટેની લાયકાત વધારી 12 પાસથી ગ્રેજ્યુએશન કરવા અંગેનો સામાન્ય વહીવટી વિભાગનું નોટિફિકેશન સોશિયલ મીડિયામાં વાઇરલ થતાં ઉમેદવારો રોષે ભરાયા હતા. જોકે, ઉમેદવારોના આક્રોશને પગલે સરકારે શૈક્ષણિક લાયકાત અંગેનો પોતાનો નિર્ણય પાછો ખેંચી લીધો હતો અને 17 નવેમ્બરે પરીક્ષા યોજાશે એવી જાહેરાત કરી દેવાઈ હતી. પરંતુ આ પરીક્ષામાં ગેરરીતિ થઈ હોવાના આરોપ લાગ્યા હતા.
