जेएफ क्लार्क पश्चिम के प्रख्यात चिन्तक रहे हैं। उनका कहना था कि राजनीतिज्ञ अगले चुनाव के बारे में सोचता है, जबकि राजनेता अगली पीढ़ी के बारे में। मोदी सरकार के अब तक के सारे बजट यदि हम देखें, तो वे सब राजनेता के बजट हैं, राजनीतिज्ञ के नहीं। सच मानिए, यदि और कोई सरकार होती, तो उत्तर प्रदेश जैसा महत्वपूर्ण चुनाव सामने देख कर निश्चित रूप से लोक-लुभावन बजट प्रस्तुत करती। यह तो मोदी सरकार की ही हिम्मत है कि उन्होंने तात्कालिक लाभ के स्थान पर 25 वर्ष बाद के देश के स्वर्णिम स्वरुप को ध्यान में रखा।

राष्ट्रीय विकास से सम्बंधित कोई भी क्षेत्र इस बजट में अछूता नहीं रहा। कोरोना काल में विश्व के जितने भी देशों में बजट प्रस्तुत हुए हैं, उनमें कोरोना की कराह स्पष्ट दिखाई देती है। लेकिन बीस लाख करोड़ रूपए से अधिक का रहत पैकेज देने के बाद भी ऐतिहासिक वृद्धि दर अर्जित करना निर्मला सीतारमण के ही बस में था। उन्होंने स्पष्ट कहा कि हमारा लक्ष्य समाज कल्याण है, और इसलिए आधारभूत सुविधाएं सौ वर्ष के लिए दूर-दृष्टि के साथ बनायी जा रही हैं। 

दुनिया भर में फैले हुए आर्थिक संकट के बाद भी 25 हज़ार किलोमीटर का नेशनल हाईवे नेटवर्क बनाना, रेलवे का विकास करना, नदियों को जोड़ने के लिए 65 हज़ार करोड़ खर्च करना, चार सौ नयी ट्रेन चलाना, पेय जल के लिए 60 हज़ार करोड़ की व्यवस्था करने के साथ ही सौर ऊर्जा के लिए लगभाग 20 हज़ार करोड़ रूपए उपलब्ध कराना, सुदृढ़ भारत की नींव बनेगा। छोटे और मध्यम उद्योगों को 6 हज़ार करोड़ रूपए देना, 60 लाख नयी नौकरियों की व्यवस्था, आईटी सेक्टर में सुधार, ई-विद्या चैनल, डिजिटल विश्वविद्यालय, और डिजिटल करेंसी बजट के बहुआयामी विकास संकल्प हैं।

 80 लाख नए मकानों का निर्माण, डाकघरों का विकास, शिक्षा में डीटीएच सुविधा, किसानों से खरीद के लिए 2.7 लाख करोड़ और किसानों तथा पिछड़े वर्ग के विकास पर ध्यान केन्द्रित करने के साथ-साथ स्वास्थ्य सुविधाओं के लिए भी महत्वपूर्ण प्रबंध किए गए हैं। यूनिक हेल्थ आइडेंटिटी, नेशनल डिजिटल हेल्थ इकोसिस्टम, मानसिक स्वास्थ्य परामर्श योजना, आंगनवाडी का सुधार जैसे तत्व स्वास्थ्य क्षेत्र का सुधार करने में सहायक होंगे।

कॉर्पोरेट टैक्स में कमी, दिव्यांगों को करों में राहत, क्षेत्रीय भाषा में पढाई के साथ ही राज्यों को मजबूत करने के लिए केंद्र ने प्रतिबद्धता दिखाई है। सही मायने में संघीय ढाँचे के दृष्टिकोण से पहली बार राज्यों की मदद के लिए एक लाख करोड़ रुपए और पचास साल के लिए बिना ब्याज के कर्ज का प्रावधान किया गया है। डिजिटल करेंसी की शुरुआत कालेधन के प्रवाह को रोकने में निश्चित रूप से सहायक होगी।

लेकिन हर बजट के समान, यह बजट भी आम करदाता की उम्मीद पर खरा नहीं है। भीषण महंगाई, रूपए की घटती कीमतें, कुप्रभावित होते रोजगार और आय के साधनों के बीच आम करदाता टकटकी लगाए आयकर में राहत की उम्मीद कर रहा था, जो ध्वस्त हो गयी। करदाता को धन्यवाद के अतिरिक्त और कुछ भी नहीं मिला। वरिष्ठ नागरिकों, वेतनभोगियों को आयकर में लगातार तीसरे वर्ष निराशा का झटका लगा है। पूँजी के निर्माण के लिए बजट में पर्याप्त प्रावधान नहीं है और निवेश का वातावरण बढाने के लिए भी समुचित व्यवस्थाएं नहीं हैं। घाटा नियंत्रण करने की कोशिश अवश्य हुई है, लेकिन मंहगाई की मार से उपभोक्ता को बचाने का कोई प्रबंध नहीं है। माना कि बजट के लाभ दीर्घकाल में राष्ट्र निर्माण के लिए मिलेंगे, लेकिन हमें अर्थशास्त्री कीन्स के इन शब्दों को भी ध्यान रखना चाहिए कि, ‘दीर्घकाल के अध्ययन से हमें क्या लाभ है, दीर्घकाल में तो हम सब मर जाते हैं’।

सरकारों की नीति दीर्घकाल के साथ-साथ तात्कालिक और अल्पकालीन सुविधाएं देने की भी होना चाहिए। पूरा देश शिक्षा और स्वास्थ्य के क्षेत्र में गंभीर विसंगतियों, शिक्षकों और चिकित्सकों की कमी से जूझ रहा है। इस दिशा में बजट में कोई दृष्टि नहीं है। कुल मिलाकर सरकार का यह बजट ठीक वैसा ही है जब कोई आचार्य अपने यजमान को भूखे रह कर दान करने का उपदेश देता है, ताकि मृत्यु के बाद उसे स्वर्ग में सुविधाएं मिलेगी।
