ધોરણ- પ અને ૮ના વિદ્યાર્થીઓની વાર્ષિક પરીક્ષા લેવાશે, સરકારે બહાર પાડ્યું જાહેરનામું

આર.ટી.ઈ. એકટ અંતર્ગત બાળકોના મફત અને ફરજીયાત શિક્ષણના અધિનિયમ-ર૦૦૯ની કલમ-૧૬માં ભારત સરકારે ૧૦મી જાન્‍યુઆરી-ર૦૧૯ના રોજ મહત્‍વનો સુધારો કરતાં રાજય સરકારે પણ તા.ર૧/૦૯/ર૦૧૯ના રોજ જાહેરનામુ બહાર પાડીને બાળકોને મફત શિક્ષણનો અધિકાર નિયમો-ર૦૧રના નિયમ-ર૪માં મહત્‍વનો સુધારો કર્યો છે.
 
પ્રાથમિક શિક્ષણમાં પરિણામલક્ષી અને ગુણવત્તાલક્ષી પરિવર્તન લાવવાના ઉમદા હેતુથી આ મહત્‍વનો સુધારો કરવામાં આવ્‍યો છે. આર.ટી.ઈ.એકટ ર૦૦૯ની કલમ-૧૬ મુજબ કોઈપણ બાળકને ધોરણ-૧ થી ૮ સુધીના ધોરણમાં રોકી શકાય નહિં એટલે કે, ધોરણ-૧ થી ૮ના કોઈપણ ધોરણમાં નાપાસ કરી શકાય નહિં, તેવી જોગવાઈ હતી, તેમાં કેન્‍દ્ર સરકાર દ્વારા આર.ટી.ઈ. એકટની કલમ-૧૬માં સુધારો કરતા રાજય સરકાર દ્વારા પણ આર.ટી.ઈ. રૂલ્‍સમાં સુધારો કરવામાં આવેલ છે.
 
આસુધારાના પરિણામે મહત્‍વનો ફેરફાર થશે. આ ફેરફાર અંતર્ગત દરેક શૈક્ષણિક વર્ષને અંતે ધોરણ-પ અને ધોરણ-૮માં વર્ષાંત(વાર્ષિક) પરીક્ષા લેવામાં આવશે. આ પરીક્ષામાં વિદ્યાર્થી જો નાપાસ થાય તો વાર્ષિક પરીક્ષા પછીના બે માસના સમયગાળા દરમિયાન વધારાનું શિક્ષણ પુરૂ પાડી પરીક્ષાની વધુ એક તક આપવામાં આવશે. તેમાં પણ જો નાપાસ થાય તો તેને નાપાસ કરવામાં આવશે. આ પરીક્ષાઓ જી.સી.ઈ.આર.ટી. દ્વારા લેવામાં આવશે. આ જોગવાઈનો અમલ શૈક્ષણિક વર્ષ ર૦૧૯-ર૦થી કરાશે.
 
આ પરીક્ષાઓમાં નાપાસ થયેલ બાળક અન્‍ય શાળામાં પ્રવેશ મેળવે તેવા સંજોગોમાં ઉંમર આધારિત પ્રવેશને બદલે તે બાળક જે ધોરણમાં નાપાસ થયેલ હોય તે જ ધોરણમાં પુનઃપ્રવેશ આપવાનો રહેશે.
 
પ્રાથમિક શાળામાં દાખલ કરેલ કોઈપણ બાળકને પ્રાથમિક શિક્ષણ પુરૂ થતાં સુધીમાં આ સિવાયના કોઈપણ કારણોસર કોઈ ધોરણમાં રોકી શકાશે નહિં. ઉપરાંત કોઈ બાળકને પ્રાથમિક શિક્ષણ પુર્ણ ન થાય ત્‍યાં સુધી શાળામાં કાઢી શકાશે નહિં. આ મહત્‍વના સુધારાને પરિણામે રાજયની પ્રાથમિક શાળાઓની ગુણવત્તામાં મહત્‍વનો સુધારો જણાશે. આ સુધારાનો અમલ રાજયની તમામ સરકારી તથા ગ્રાન્‍ટેડ અને ખાનગી પ્રાથમિક શાળાઓએ કરવાનો રહેશે.
