भीड़... दरअसल मनुष्यों का एक समूह या झुंड है। समूह से ही संगठन बनता है। कभी समूह सृजन करते हैं तो कभी विध्वंस के लिए भी कोई समूह-संगठन ही जिम्मेदार होता है।
दुनिया के बड़े-बड़े आंदोलन जन-समूहों के बलबूते ही खड़े हुए हैं। कभी उस समूह का नेतृत्व महात्मा गांधी ने किया तो कभी हिटलर ने। दोनों के ही नतीजों ने दुनिया का नक्शा बदल दिया और तात्कालिक समाज को सोचने पर मजबूर किया कि शांति और युद्ध में किसे चुनना चाहिए।
मॉब लिंचिंग दरअसल आज से नहीं बल्कि सैकड़ों सालों से हो रही है, दुनिया के कई देशों में हुए विद्रोहों जैसे 1789 की फ्रांस की क्रांति और 1917 के रूसी विद्रोह की शुरुआत भी भीड़ ने ही की थी। 19 अगस्त, 1901 को तीन अफ्रीकी अमेरिकियों को दी गई मौत की सजा के बाद मार्क ट्वेन ने अमेरिकियों पर लिंचिंग का आरोप लगाते हुए "यूनाइटेड स्टेट्स ऑफ लिंचरडम" का प्रसिद्ध लेख लिखा था।
ऐसा ही एक भयानक खतरा तेजी से हिंदुस्तान में भी उभरा है, ‘मॉब लिंचिंग’ यानी उन्मादी भीड़ द्वारा किसी पर हमला। हिंदुस्तान में पिछले कुछ सालों में लगातार हो रही मॉब लिंचिंग की घटनाएं सोचने पर मजबूर कर रही हैं कि क्या अब हमारे देश में ‘भीड़तंत्र की अराजकता’ कायम हो रही है..?
कभी गाय को बचाने के नाम पर पहलू खान और रकबर खान (जिसकी मौत दरअसल पुलिस हिरासत में हुई?) को मार दिया जाता है तो कभी गौमांस के इल्जाम में नोएडा में मोहम्मद अखलाक को मौत के घाट उतार दिया जाता है, कभी लव-जिहाद तो कभी सोशल मीडिया पर ‘बच्चा चोरों’ की अफवाह के चलते भीड़ फैसला ऑन द स्पॉट की तर्ज पर ‘न्याय’ करने पर उतारू हो रही है।
लेकिन ठहरिए, यदि आप सोच रहे हैं कि 'भीड़तंत्र का यह इंसाफ' सिर्फ देश के कुछ हिस्सों में या सिर्फ एक वर्ग विशेष के ही लिए है तो जरा गौर करें इन घटनाओं पर...
मॉब लिंचिंग की बड़ी घटना महाराष्ट्र में सामने आई थी, जहां 1 जुलाई 2018 को धुले के रैनपाड़ा गांव में भीड़ ने पांच लोगों की पीट-पीटकर हत्या कर दी। इन लोगों पर बच्चा चोर होने का आरोप लगाया गया था।
9 जून 2018 को असम के कार्बी आंगलॉन्ग जिले के एक दूरवर्ती इलाके में सोशल मीडिया पर फैलाई गई बच्चा चोर गैंग की अफवाह के बाद भीड़ द्वारा दो युवकों की पीट-पीट कर हत्या कर दी गई।
वेल्लोर जिले में 28 अप्रैल 2018 को एक हिन्दीभाषी मजदूर को बच्चा चोर होने के शक में पीट-पीट कर मार डाला तो चेन्नई के तेनमपेट इलाके में जून 2018 में स्थानीय लोगों ने दो प्रवासी मजदूरों को बच्चा चोर होने के संदेह में बुरी तरह से पीटा।
15 जून 2018 को कर्नाटक के बीदर ज़िले के मुरकी में व्हाट्सएप पर बच्चा चोरी की अफवाह के चलते भीड़ ने कथित तौर पर एक सॉफ्टवेयर इंजीनियर की पीट-पीट कर हत्या कर दी और 3 लोग गंभीर रूप से घायल हुए।
21 जुलाई को पाकिस्तान की सीमा से सटे राजस्थान के बाड़मेर जिले में खेताराम भील की एक मुस्लिम महिला से अवैध संबंधों के आरोप में कथित रूप से 12 लोगों ने पीट-पीटकर हत्या कर दी।
24 जुलाई 2018 को प. बंगाल के जलपाईगुड़ी जिले में भीड़ ने बच्चा चोर होने के संदेह में चार महिलाओं से कथित तौर पर मारपीट की और उनमें से दो को निर्वस्त्र कर दिया। एक ही महीने में ऐसी 2 घटनाएं हुईं।
2017 में ही हरियाणा के बल्लभगढ़ में 16 साल के जुनैद की हत्या ट्रेन में सीट को लेकर हुई एक मामूली विवाद में कर दी गई।
16 जून 2017 को राजस्थान के प्रतापगढ़ में सरकारी म्युनिसिपल काउंसिल कर्मियों ने एक मुसलमान कार्यकर्ता जफर हुसैन की लात-घूंसों से मारकर हत्या कर दी। जफर ने अधिकारियों को खुले में शौच कर रही महिलाओं की तस्वीर खींचने से रोका था।
22 जून 2017 को कश्मीर में सुरक्षा अधिकारी मोहम्मद अयूब पंडित को स्थानीय लोगों ने निर्वस्त्र कर पीट-पीट कर इसलिए मार डाला क्योंकि वो मस्जिद के बाहर लोगों की तस्वीर खींच रहे थे।

कुल मिलाकर पिछले कुछ ही दिनों में पूरे भारत में ऐसी काफी घटनाएं सामने आई हैं। लगातार सामने आ रहे मामलों पर सुप्रीम कोर्ट ने इसे ‘भीड़तंत्र का भयावह कृत्य’ बताते हुए उन्मादी भीड़ और सोशल मीडिया पर फैल रही अफवाहों पर लगाम लगाने में नाकाम सरकार को कड़ी फटकार लगाई है।
लेकिन सवाल उठ रहा है कि आखिर कौन है इस उग्र भीड़ का 'खल'नायक: इस समय हम डिजिटल युग में रह रहे हैं, जहां सूचनाएं बिजली की गति से फैलती हैं। शहर-गांव के चौराहों-चौपालों में होने वाली चर्चा का दायरा अब अनंत हो चुका है। इस बढ़ते दायरे का दुरुपयोग अब अवांछित सामग्री देखने और पढ़ने के लिए भी हो रहा है, अब हमारे समाज में धीरे-धीरे ‘प्रेम की जगह पोर्न’ लेने लगा है। अधीरता, प्रत्यक्ष संवाद की कमी से सामाजिक अपराध बढ़ रहे हैं।
बिना सोचे-समझे मैसेज आगे बढ़ाए जाते हैं जिसमें कई बार कभी बच्चा चोरी और ऐसी अन्य धार्मिक, राजनैतिक या योजनाबद्ध उन्मादी अफवाहें फैल रही हैं, जिससे भीड़ उग्र हो जाती है और बिना सोचे-समझे किसी जान लेने पर उतारू हो जाती है।
इसके लिए सबसे बड़ा कारण है हर हथेली में अपनी जगह बना चुका स्मार्टफोन, उस पर से सोशल मीडिया पर फैलता वैमनस्य। उल्लेखनीय है कि बच्चा चोरी जैसी अधिकतर अफवाहें व्हाट्सऐप पर ही फैली। क्या आपने ध्यान दिया है कि किसी क्षेत्र में तनाव होते ही प्रशासन सबसे पहले इंटरनेट पर पाबंदी क्यों लगा देता है।
ऐसी कई घटनाओं में सामने आया कि व्हाट्सऐप या किसी सोशल मीडिया प्लेट्फॉर्म के जरिए ही ऐसे भड़काऊ मैसेज और अफवाहें ही भीड़ की नायक बन जाती हैं। इन सोशल मैसेजिंग ऐप्स खासतौर पर व्हाट्सऐप पर धड़ल्ले से शेयर किए जाने वाले वीडियो और नफरता भरे मैसेज बिना घटना की सत्यता जाने फारवर्ड कर देते हैं।
कई बार किसी व्यक्तिगत दुश्मनी, किसी ‘खास कारण’ या किसी कुंठा के चलते भी कोई भीड़ को उग्र बना रहा होता है। कहीं एक शब्द पढ़ा था ‘लिंचिस्तान’ जो शायद आज के माहौल के लिए बिलकुल सही लग रहा है।
इन घटनाओं का एक और दुखद पहलू यह है कि राजनीतिक और सामाजिक संगठन इन घटनाओं को अपनी ‘सुविधाओं’ के हिसाब से ज्यादा उठाते हैं। ऐसे में उनका विरोध असली न होकर ‘राजनीतिक’ ज्यादा दिखाई देता है, जो कि इसे हलका भी करता है।
दुनिया को शांति का संदेश देने वाले देश में आज एक 'भयानक भीड़ संस्कृति' जन्म ले रही है जो सवाल उठा रही है कि क्या अमन पसंद हिन्दुस्तान अब 'लिंचिंस्तान' बनता जा रहा है..?
